This document outlines an activity to demonstrate knowledge of consent decrees and policies related to teaching English learners. It divides students into five groups, each assigned to research a different consent decree, law, or policy and present how the findings could inform and improve instruction for ELs. After group presentations, students review additional state and federal laws supporting the Florida Consent Decree of 1990 and describe how these policies impact English learner education. The objective is for students to gain awareness of the legal and policy issues surrounding English learner instruction to enhance their teaching practices.
