This document provides instructions for an activity to demonstrate understanding of the implications of the Florida Consent Decree for teaching English learners. Participants are asked to review resources on the history of ESOL education, the Florida Consent Decree establishing requirements for ESOL programs, and the CELLA English proficiency assessment. They then must write a reflection on how increased knowledge of these topics from the provided resources can support teaching and learning for English learners. Their response will be evaluated based on criteria such as explaining how specific policies and assessments are used and how awareness of this information can enhance instruction for English learners.
