Traffic congestion is caused by increased private vehicle use rather than public transportation. As economies and urbanization grow, more goods, services, and people need to be transported, leading to more vehicles on roads. Underinvestment in infrastructure like roads also contributes to congestion as vehicles move slowly. While some argue private vehicles don't cause congestion and people should choose their preferred transportation, most research finds that policies restricting private vehicle usage and growth and investing in public transportation and roads can significantly reduce traffic congestion.

others for which they do not pay rather the non-users pay for them in the form of hard cash, inconvenience and lack of
safety. This unwanted but widely practiced phenomena has over-shadowed the livable environment even in universities
all across Pakistan particularly in Peshawar university campus (case study) where the environment is exacerbated by
minimum personalized vehicle holders for the maximum non-car commuters resulting from the free vehicular entrance
and biased provision of infrastructure. This leads to huge social divide, inequality and gender disparity. In addition to
finding appropriate rent for provision of new equitable, environment and gender friendly modes of transport like rental
bikes and golf carts, Willingness to pay for congestion pricing as proposed solution is investigated through online webbased questionnaire survey from 580 respondents and statistical analysis is used for selecting most feasible mode(s) of
alternate in-campus transportation. Results showed that 67.6% respondents were WTP for congestion charging and
55.3% selected golf carts as their preferred mode in campus followed by rental bike with 27.6%. Appropriate rent chosen
for golf cart was PKR 20 and less than PKR 20 for rental bikes by more than half of the respondents. Congestion pricing
was perceived as effective solution and proposed modes were opted as the preferred modes for traveling in campus.

Sustainable Urban Transport Planning Considering Different Stakeholder Groups...BME
Sustainable urban transport requires smart and environmentally-friendly technical solutions. It also needs to meet the demands of different user groups, including current and potential future users, in order to avoid opposition of the citizens and to support sustainable development decisions. While these requirements are well-known, conducting full surveys of user needs and preferences are tedious and costly, and the interests of different user groups may be contradictory. We therefore developed a methodology based on the prevalent Analytic Hierarchy Process (AHP), which is capable of dealing with the inconsistencies and uncertainties of users’ responses by applying an Interval Analytic Hierarchy Process (IAHP) through comparing the results of passengers to reference stakeholder groups. For a case study in Mersin, a coastal city in southern Turkey with 1.7 Million inhabitants, three groups were surveyed with questionnaires: 40 users of the public transport system, 40 non-users, and 17 experts. Based on interval pairwise comparison matrices, consisting of whole judgments of all groups, the IAHP methodology could attain a consensual preference ranking for a future public transportation system between the three groups. A sensitivity analysis revealed that the factor ranking was very stable.

All of India’s cities face an urban transport crisis. While issues such as poor connectivity, bad road quality, traffic congestion, air and noise pollution are constantly talked about, parking is seen as one having negligible effect on the quality of urban transport. The MV Asia study on parking in Mumbai shows that a car spends only 4 per cent of its life in motion and the remaining 96 per cent of the time it is parked (Mumbai Transformation Support Unit 2008). With the increasing trend in the growth of private vehicles, it is imperative that parking be seen as an important factor for making an efficient transportation system within our cities.

Abstract Congestion is a situation in which demand for road space exceeds supply and is characterized by slower speeds, longer trip times, higher transportation costs and increased vehicular queuing. Thiruvananthapuram, the capital city of Kerala, is the second largest and most populous city in the state.The roads and neighbourhoods of the city experiences more chronic congestion and serious crashes than ever before due to higher share of personalized transport and para-transit modes in traffic stream. The present study conducted in Central Business District (CBD) area of Thiruvananthapuram city. The periods of peak congestion in Thiruvananthapuram now last for 4 hours from 8.00 to 10.00 in the morning and from 4.00 to 6.00 in the evening. In this paper, an attempt has been made to assess the congestion level experienced on major road corridors of the city and to determine congestion charge for car users in Mahatma Gandhi Road, which is the most congested road corridor of Thiruvanathapuram city. The method used for the determination of optimal pricing is related to the point of pricing where the external costs are met by the revenue generated by the pricing level. Traffic enforcers play a vital role to maintain public order and safety in our roads. The aim of enforcement was to prevent the occurrence of road traffic violations by means of control and punitive sanctions. This study was conducted to know the lived experiences of traffic enforcers in Ozamiz City, Misamis Occidental. It is a phenomenological study where the researchers made an interview guide questions to gather data on the traffic enforcers experiences. The study was conducted for the randomly selected traffic enforcers in Ozamiz City. Moreover, there were seven (7) traffic enforcers purposely selected to be part of the respondents of the research study. The respondent was selected with the criteria where he/she is a traffic enforcer and must have an experience at least 2 years. There were five (5) themes identified in the study namely Adversity in the fulfilment of duties, Encountering Harassment, Resistance, and Threats from the Motorists, Seeking Police Assistance in responding Aggressive Motorists, Responding with Calmness, Patience, and Respect to the Motorist, and Obedience to Traffic Rules. Based on the findings of the study, it shows that majority of the traffic enforcer’s encountered harassment, resistance and threats from the motorists. Some motorists are unapproachable, aggressive and too arrogant violators that still insist that they did not commit any traffic violations. It was recommended that the traffic enforcers of Ozamiz City may continue to show calm, patience and respect towards handling the rude behaviour of a certain motorist who violates the traffic law. Moreover, traffic enforcers encouraged motorists to always follow the traffic laws to avoid and lessen the accidents on the road and have a smooth flow of the traffic because if every motorist is disciplined, it can reduced the workload of the traffic enforcers and everyone can benefit to it.

Introduction
The number of cars worldwide exceeded one billion in the year 2010 according to wardsauto.com. This means that more people prefer to use cars when travelling or moving around. More cars are being manufactured and there are improvements as technology continues to advance. A professor of History explains the history of gasoline powered vehicles in the online article ‘The Automobile and the Environment in American History.’ The article notes that the first gasoline powered car was manufactured in Germany in the year 1886 (Melosi, n.d.). Professor Melosi adds that these vehicles gained popularity over vehicles powered by steam and electricity because gasoline was easily available. The History professor lists the changes made to the vehicles which are; the designs, the size, the weight, and how powerful the engines are. A report on world’s auto industry indicates that in in 1970, the number of cars reached two hundred and fifty million (Sousanis, 2011). The report adds that 1986, the number of cars reached 500 million, in 2009, cars totaled 980 million, while in 2010, the number of cars exceeded one billion. This growth shows that more and more cars will be in use as years go by. There are advantages as well as disadvantages to increased use of cars which need to be carefully addressed as they affect human daily life. Although cars are important to human life, increased use causes traffic congestion which affects the economy, and human health.
The Advantages of Cars and the Future of Cars
Cars are a major part of life, they bring many advantages and make life easier. Two major advantages of using cars are; transport and speed. According to three researchers who focus on improving urban mobility, these has been a significant change in the transport sector as more people own private vehicles (Almeida, Silva & Leite, 2017, p. 32). Almeida and his two research colleagues add that the increased use of private cars has resulted in greater accessibility. Crane, Ecola, Hassel and Nataraj (2012) note that today, cars have become affordable and as a result, they provide mobility which helps people shop for groceries, go to school, attend religious institutions, and vacation (p. 19). Therefore, mobility and accessibility provided by cars has made movement easier, freer, and faster. All in all, this makes daily life better.
Cars offer us both positive and negative effects. The positive effects are experiences arising from a reverse of the disadvantages of the use of cars. Adequate and reliable bankable project feasibility study according to Adamuet al. (2015) determines the private sectors investment interest in a PPP transaction which centers around project demand forecast taking into account the willingness to pay, inter and intra-model competition, ramp-up effects, and long-term macro-economic effect and population growth rate. In order to achieve this, WEF (2013) noted that public sector needs to determine the project technical specifications, and also carry out a detail cost benefit analysis so as to determine the project’s commercial viability to be followed by proactive and professionalized stakeholder engagement. Efforts must also be made to mitigate the social and environmental impact of the proposed infrastructure. This is very essential in determining the bankability of any infrastructure development. This study is aimed at assessing the effectiveness of bankable feasibility study and factors affecting bankability of road infrastructure development under PPP concession. In order to achieve this aim, the study examined the concept of PPP models for infrastructure development and bankable feasibility process in a PPP framework. Data collection was through administration of well-structured questionnaire on the target population. Data collected were analysed using both descriptive and inferential statistic analytical techniques. The study revealed that there is urgent need to review the current Nigeria National Policy on PPP, institutional structure and individual capacity building in the area of PPP project preparation in order to encourage more private sector participation in the drive for provision and development of road infrastructure facility.

Traffic congestion is the accumulation of vehicles on the road, which leads to slower speeds and
some time the cars stop completely, longer trip times than average time which sees the
passengers spend much time on the road and increases vehicle waiting as they queue to pass
(Ben-Dor, Ben-Elia & Benenson, 2018). Traffic congestion has been a problem affecting significant
cities globally, particularly all big cities. The main cause of traffic congestion is increased use of
private cars rather than public transport. Other causes include economic expansion, seen in many
developed and developing countries. As the economy grows, there is increased transportation of
goods and services, precipitating traffic congestion (Ben-Dor, Ben-Elia & Benenson, 2018).
Another cause is increased urbanization. In recent years, in developing and developed countries,
there has been increased urbanization where the urban centers are built and designed. The
increased urbanization causes transit of goods and raw materials for the industries in developed
urban areas, and by so doing, there is increased traffic congestion. Another fundamental cause is
the underinvestment in infrastructure. The infrastructure involves the roads. When the roads are
poor, there would be congestion as vehicles travel with difficulty while in transit hence leading
to traffic congestion. Congestion may also e caused by poor weather conditions, but this cause is
short-term according to how long the weather condition would last. Weather conditions like rain,
mist, and fog inroads limit the drivers' vision and force them to travel at slower speeds. Others
include physical barriers like roadblocks and road construction and repair, which causes the
vehicles to move at a slower pace and thus increases the vehicular time.
The main cause as stipulated earlier is the use of private vehicles rather than public transport.
There has been increased use of personal cars in modern countries due to improved technology,
and many people are unwilling to use public transport (Omonov, 2022). For instance, increased
technology and industrialization have produced many cars available in the market and can get
easily. These developments increase the number of vehicles on the roads, causing traffic
congestion. Some people are unwilling to use the public vehicle the transport from one place to
another, especially people with better jobs tend to choose the private car to get to work on time.

It has also been documented that the increased use of private cars pollutes the air through smoke
and emissions, which pose a health hazard to the people in that area (Omonov, 2022). Also, the
vehicles in traffic jams produce a lot of sounds which leads to sound pollution.
When comparing private cars and public vehicles in terms of congestion, we may look at a
different perspective that personal cars have a small carrying capacity. In contrast, available
vehicles have a large carrying capacity. In terms of these carrying capacities, when the private
car owners opt to use the public in their transportation would be better as they would decrease
the number of vehicles on the road. At the same time, they are concentrated in large carrier
vehicles. The government must pose a strict ban on the city centers. Around these city centers,
we find a lot of diversions and directions, which will help if the number of vehicles on the road
are minimized, which would lessen the traffic jam. Those who consider the ban on private cars
from accessing the city centers believe that public transport is unsuitable and uncomfortable for
some people who may concurrently fail to reach work on time.
In addition, another traffic congestion is caused by other factors other than the private vehicles.
A study done by Agyapong and Ojo, 2018 at Accra in Ghana shows a different perspective on
vehicles cause traffic congestion, especially on market days while the people are congested.
Stipulates that the bad attitude of drivers may cause traffic congestion that is the drivers' reaction
and perception to certain rules. Traders and pedestrians may also cause traffic congestion,
especially in areas where the residents are trading or living. Poor road design was also stated to
cause traffic congestion designed like the single way roads support congestion than the dual
roads. The journal went on to stipulate the effects that congestion may bring to people are
decreased sales and productivity where the traders cannot deliver the produced products to the
market at the required time. Also, the raw materials may fail to reach in time, leading to
decreased sales and productivity. The decreased sales affect the person's psychology and lead to
stress and depression. After the review, the journal suggested some recommendations applied in
the transport industry to reduce traffic congestion. The proposals were public education on the
road and teaching to comply with public transport rather than private cars.

Enforcement of strict road traffic regulations like banning packing alongside the road or in
unauthorized parking areas. They also recommended that there should be adequate parking areas
to avoid congestion inroads when vehicles park.
Another article stipulating an investigation done by Abdulrazzaq et al., 2020, shows a study done
in Malaysia that involved 384 public transport users in providing a modal shift model from
private car transport to public transport (Abdulrazzaq et al., 2020). It showed that the old people
would rather use their cars while commuting to avoid disturbances and feel comfortable in their
cars. It also showed that more young people would use public transport and private cars
depending on the reliability and schedule. While the time to go to school is limited, the people
would prefer personal cars to public transportation. In the recommendation, the journal
recommended that the use of public transport in commuting would reduce traffic congestion,
making vehicle easy and faster (Abdulrazzaq et al., 2020). Also, there is a reduction in noise and
air pollution. It also recommended that the shift rules and policies be embraced and implemented
to reduce traffic congestion.
Another article shows an investigation done in China by Zhang, Long & Chen, 2019, which
stipulates how car restriction policies can reduce road traffic congestion. The study was carried
out in six major Chinese cities where the road traffic congestion was a menace (Zhang, Long &
Chen, 2019). The article brought forward some suggestions, which were car restrictions policies
and were implemented to see their effectiveness. The car restriction policies targeted personal car
growth in terms of usage and also in terms of ownership. It also stipulated restrictions in terms of
license plate restriction, restricted car driving, and limited car purchase (Zhang, Long & Chen,
2019).
To start with usage, this involved many times one could use a private car rather than the
recommended public transport. In terms of ownership, it was limited to ensure that all the
citizens embraced the public transport. The restricted license plates confirmed that the licensing
and issuance of number plates was limited to private cars and usually licensed the public
transport vehicles with ease. Limited driving was also put in place, which ensured that the
driving licenses were limited and only ones with public transport approval would get the driving
licenses. In terms of car purchase, the restrictions were put in place, allowing the purchase of
public transport vehicles more than private cars. The results showed reduced road transport, and
the public transport passenger volume increased by 58% (Zhang, Long & Chen, 2019).

The journal recommended that the policies worked but only in times of emergencies, and the
change was short-term; therefore, a more effective way was through the improvement of a plan
for urban roads where such diversions would be made to ease connection, also increasing the
public transport infrastructure through investing in the road transport and implementing much on
the road construction and maintenance and more purposely, growing public acceptance to the
public transport (Zhang, Long & Chen, 2019). The people need to be convinced of the
importance of embracing the public transport and accept voluntarily choosing public
transportation over the private vehicle.
The other group, which considers private cars not to cause congestion and that people should not
opt for public transport, considers traffic congestion caused by other main factors like poor
infrastructure, poor regulations, and policies regarding road safety (Oyoo, Wamalwa & Kihara,
2022). It recommends that good infrastructure like the construction of dual roads and flyovers
would ease congestion. Also, considers the willingness of the people to choose either private cars
or public transport to be respected. In addition, the road users should adhere strictly to the road
policies and regulations, which ensures smooth traffic flow.
In conclusion, having road traffic congestion a menace affecting most countries, the private cars
are a greater percentage a contributing factor to the problem. The use of personal vehicles has
increased, and each person with their vehicle on the road and public transport increases the
traffic congestion. The recommendations to ease congestion caused by private cars, the
government must embrace much on the use of public transport means, investing in the road
infrastructure and convincing the people to choose public transport over the private cars.
