You have not replied to my 4 November email so I have taken this as a refusal by Humberside Police to
confirm the identify of the officers and I will assume they are who I suspected.
Before continuing I would like to confirm for the record that I telephoned whom I believed was Humberside
Police Appeals Body (HPAB) on the afternoon of 21 November 2019 and spoke to "Jessica" who informed me
I was through to Legal Services.
I will recount the conversation as accurately as my memory allows in order to track events of this fiasco (I was
informed that the telephone call was not recorded).
I explained to the call taker that I had attempted unsuccessfully to speak to Superintendent Joanne Roe 5505
and Inspector Andrew Parsons 5577 (intending to establish whether these along with others were still serving
police officers or whether they had been suspended under investigation, dismissed or similar). The
conversation turned to the deputy force solicitor, Sally Laycock, after it had been confirmed I had reached
legal services (my concerns about criminal misconduct extended to her). When I enquired if Ms Laycock was
available the call taker went on the defensive (she queried who wanted to know). I identified myself and
assured her that HPAP would know of me from various concerns I had raised over the protracted period I had
needed to engage in the police complaints procedure, though said on reflection that this would hinge on my
paperwork having been dealt with through the proper channels (implying it might not have been). My
reference of course was to the apparently forged outcome letter handled by Inspector Harvey mentioned
below in my 4 November email which I explained.
In answer to the call taker's request for a reference, I stated that there were numerous attributed to the force's
many cover-ups assisted by the Police watchdog that had by necessity led to one after another issue being
raised. The purpose of the call, I explained, was to find out whether the officers I considered should be behind
bars were still serving with Humberside police. I referred only by name in the conversation to Inspectors
Parsons and Harvey, Detective Chief Superintendent Heaton and HPAB's, Sally Laycock but made it clear
there were plenty of others.
The following, who are either associated with Humberside Police or the IOPC are for the record to be included
in a non exhaustive list of those, additional to those mentioned above, who I consider unfit for public office and
should be prosecuted for criminal misconduct.

Finally, regarding the 21 November conversation, the call taker confirmed that she was unable to deal with my
concerns so I asked for them to be recorded and the relevant person notified.
Returning again to my allegations against recently retired PC Mills 1978, namely collusion in respect of Mrs
Johnson's false witness statement. It is undeniable that allowing her several days to provide an account after
her partner had given his, would present the parties an opportunity to maliciously conspire to produce false
evidence. Both had the same agenda as the police and CPS which was obviously to see me convicted,
irrespective of guilt. Given the troublesome inconsistencies faced by the CPS, the opportunity handed the
police to obtain a statement (which just happened to account for the anomalies) was crucially what the CPS
sought to justify a charge and consequently the most obvious indication of collusion.
The clues are in the fact that Mrs Johnson's false statement was taken by the police, on instruction by the
prosecution, 5 days after the imaginary offence took place which was when Mr Johnson had given his
statement (the day of the arrest). The CPS trial bundle records on page 21, Restricted - Investigations, that on
the day of the arrest, some time before my interview but after statements were recorded of the front office
clerk and arresting officer, arrangements were being made to obtain statements from Mr Johnson and his
wife. Also, relevant is Ch Insp Harrison's comments in her 12 September outcome letter addressing the 5 day
delay in obtaining Mrs Johnson's account:
"The delay in taking the statements was because only one was required for the initial investigation. The
second one was taken at the request of the CPS in order to clarify some points and ensure the whole
incident was captured."
Justice demanded that the husband and wife were prevented from communicating with each other and their

statements taken independently because of my categorical denial of the allegations. In fact there was a need
to arrest the witnesses as the information already available to the arresting officer was sufficient to give him
reasonable grounds to suspect that Mr Johnson was attempting to pervert the course of justice. It was clearly
necessary to do this to allow the prompt and effective investigation into the false allegations.
The delay in taking the final statement enabled Mrs Johnson to give her account retrospectively and it is
obvious she had been updated with facts established over the intervening period to ensure elements of her
side of the story aligned with these. The CPS was also advantaged by the delay because someone
(presumably PC Mills 1978) obviously told her what to write and how to format it or had been given PC Blake's
statement for reference. Mrs Johnson's statement taken 5 days later recounted the same conversation
between myself and PC Blake as PC Blake had accounted for in his own. They had both said more or less the
same thing but more tellingly both identically used capital letters to give emphasis to it. This more than
anything shouts out "collusion" and "malicious prosecution".
Discovering the falsified paperworwork now demands closer scrutiny of Insp Harvey to establish the extent his
involvement contributed to my wrongful conviction. The purported outcome letter (attached) to a local
resolution complaint justified the force's refusal to investigate perjury I had reported as a crime and proven in
respect of N E Lincs council. The same letter was also relied on in respect of the perjury I subsequently
reported as a crime re, the Johnson's false witness statements (Log 624, 2 March 16). This ensured that the
far more serious allegation I had made against the witnesses than those I was falsely accused of were never
investigated.
The attached outcome letter signed by Insp Harvey is the original PDF that was sent to me in an email on 13
January 2016 by Humberside police’s Professional Standards Department caseworker, Tony Walmsley. The
file name implies it was handled a year earlier (2015). There are signs that the letter was falsified pointing to
the complaint being handled unofficially outside proper channels (the normal process had not been followed).
The document appears to have been created by first patching together contents from different letters then
photocopying them. Faint pixel markings can be seen on the first page showing signs that at some stage it
has been converted to an image file (JPG, bmp etc.) and edited to create the final result.

Before continuing I would like to confirm for the record that I telephoned whom I believed was Humberside Police Appeals Body (HPAB) on the afternoon of 21 November 2019 and spoke to "Jessica" who informed me I was through to Legal Services. I will recount the conversation as accurately as my memory allows in order to track events of this fiasco (I was informed that the telephone call was not recorded). I explained to the call taker that I had attempted unsuccessfully to speak to Superintendent Joanne Roe 5505 and Inspector Andrew Parsons 5577 (intending to establish whether these along with others were still serving police officers or whether they had been suspended under investigation, dismissed or similar). The conversation turned to the deputy force solicitor, Sally Laycock, after it had been confirmed I had reached legal services (my concerns about criminal misconduct extended to her). When I enquired if Ms Laycock was available the call taker went on the defensive (she queried who wanted to know). I identified myself and assured her that HPAP would know of me from various concerns I had raised over the protracted period I had needed to engage in the police complaints procedure, though said on reflection that this would hinge on my paperwork having been dealt with through the proper channels (implying it might not have been). My reference of course was to the apparently forged outcome letter handled by Inspector Harvey mentioned below in my 4 November email which I explained. In answer to the call taker's request for a reference, I stated that there were numerous attributed to the force's many cover-ups assisted by the Police watchdog that had by necessity led to one after another issue being raised. The purpose of the call, I explained, was to find out whether the officers I considered should be behind bars were still serving with Humberside police. I referred only by name in the conversation to Inspectors Parsons and Harvey, Detective Chief Superintendent Heaton and HPAB's, Sally Laycock but made it clear there were plenty of others. The following, who are either associated with Humberside Police or the IOPC are for the record to be included in a non exhaustive list of those, additional to those mentioned above, who I consider unfit for public office and should be prosecuted for criminal misconduct. Returning again to my allegations against recently retired PC Mills 1978, namely collusion in respect of Mrs Johnson's false witness statement. It is undeniable that allowing her several days to provide an account after her partner had given his, would present the parties an opportunity to maliciously conspire to produce false evidence. Both had the same agenda as the police and CPS which was obviously to see me convicted, irrespective of guilt. Given the troublesome inconsistencies faced by the CPS, the opportunity handed the police to obtain a statement (which just happened to account for the anomalies) was crucially what the CPS sought to justify a charge and consequently the most obvious indication of collusion. The clues are in the fact that Mrs Johnson's false statement was taken by the police, on instruction by the prosecution, 5 days after the imaginary offence took place which was when Mr Johnson had given his statement (the day of the arrest). The CPS trial bundle records on page 21, Restricted - Investigations, that on the day of the arrest, some time before my interview but after statements were recorded of the front office clerk and arresting officer, arrangements were being made to obtain statements from Mr Johnson and his wife. Also, relevant is Ch Insp Harrison's comments in her 12 September outcome letter addressing the 5 day delay in obtaining Mrs Johnson's account: "The delay in taking the statements was because only one was required for the initial investigation. The second one was taken at the request of the CPS in order to clarify some points and ensure the whole incident was captured."   • 4. Page 4 of 4 statements taken independently because of my categorical denial of the allegations. In fact there was a need to arrest the witnesses as the information already available to the arresting officer was sufficient to give him reasonable grounds to suspect that Mr Johnson was attempting to pervert the course of justice. It was clearly necessary to do this to allow the prompt and effective investigation into the false allegations. The delay in taking the final statement enabled Mrs Johnson to give her account retrospectively and it is obvious she had been updated with facts established over the intervening period to ensure elements of her side of the story aligned with these. The CPS was also advantaged by the delay because someone (presumably PC Mills 1978) obviously told her what to write and how to format it or had been given PC Blake's statement for reference. Mrs Johnson's statement taken 5 days later recounted the same conversation between myself and PC Blake as PC Blake had accounted for in his own. They had both said more or less the same thing but more tellingly both identically used capital letters to give emphasis to it. This more than anything shouts out "collusion" and "malicious prosecution". Discovering the falsified paperworwork now demands closer scrutiny of Insp Harvey to establish the extent his involvement contributed to my wrongful conviction. The purported outcome letter (attached) to a local resolution complaint justified the force's refusal to investigate perjury I had reported as a crime and proven in respect of N E Lincs council. The same letter was also relied on in respect of the perjury I subsequently reported as a crime re, the Johnson's false witness statements (Log 624, 2 March 16). This ensured that the far more serious allegation I had made against the witnesses than those I was falsely accused of were never investigated. The attached outcome letter signed by Insp Harvey is the original PDF that was sent to me in an email on 13 January 2016 by Humberside police’s Professional Standards Department caseworker, Tony Walmsley. The file name implies it was handled a year earlier (2015). There are signs that the letter was falsified pointing to the complaint being handled unofficially outside proper channels (the normal process had not been followed). The document appears to have been created by first patching together contents from different letters then photocopying them. Faint pixel markings can be seen on the first page showing signs that at some stage it has been converted to an image file (JPG, bmp etc.) and edited to create the final result. Yours sincerely .
