In December 2010 (winter break) I traveled to the India where I intern for the Institute of Rural Research Development (IRRAD). During my time, I created a business plan for a community radio station and presented it for an audience of 150 people.
Radio Mattoli (90.4 FM) is a Community Radio Service (CRS) licensed by the Union Ministry of Information & Broadcasting, New Delhi; and situated at Dwaraka (Mananthavady) in Wayanad District of Kerala State. Community Radio Service focuses on different communities living within its transmission zone. CRS reaches out to every section of the society with special attention to the communities that are marginalized, to ensure that they also find expression through the radio. It provides farmers, tribes, dalits, women and children an opportunity to speak out, and be heard

Community radio has a reinvented radio with an FM technology for development. South Asia has had several successful community radio experiments. India has two types of community radio: educational institutions-run radio and NGO-run radio. Anna FM functioning in Anna University is the first community radio station in India. I was lucky to head the radio station.

This research explores the present status of the CR in India in the initial sections. But the main focus has been given on the innovative practices of the community radios scattered in nook and corner of the country. Emphasis has also given to classify the possible innovations in the sector and a list of areas on innovation has been identified. This
endeavor would open up new paths to create a robust community radio environment in the country.

Abstract:
Man got civilized with exchange of information and freedom of expression among groups and masses over the period of time. The mainstream media especially public service broadcaster has tried to reach maximum socially and geographically in the country but did not reach to local expectation of the community and that’s why community radio came into existence as an alternative media. Whatever happens, happens for good, now, government realized the need of community radio within the geography and started allocating spectrum to the need base community so that community becomes responsible and accountable to each other including governments and empowered the community to get participative & live life democratically.
The radio today, is the effective source of information but to most of us it is a passion to get participative in the community at a large. India is a multi dimensional country in terms of population, culture, religion, ethnicity, perception and belief systems, therefore, the terrain of some of the areas is difficult, making them almost inaccessible and by far cut off from the mainstream and similar could be the case of community radios within the capacity limit. Therefore, Akashvani(AIR) has had the challenge of reaching out to even far flung of regions, hence both public service broadcaster and alternate media seems to be at a nascent yet promising and prospective stage, ripe of proper documentation and development of global tools and processes in this digital world. For now, integration remains an ad-hoc and highly individual enterprise. It is important to continue to document and share need based success & failure approach of public service broadcaster and community radios to enable successful adoption of new incarnations by community radio stations.

The organization SANMAT (SSNMT) tformed by me has also inspired young enthusiastic multidisciplinary graduates passionate about building just and participative society. On my journey towards bringing chage I am accompanied by young people who having been educated in the premier institutes of the Country and employed by fortune companies they realized that even though the Country was progressing the benefits were not percolating to the deserving section of the society. I was always concerned by the inequality and discrimination that dalit (lower caste) and minorities and even within that children, women and youth faced in East Champaran the place from where Gandhiji began its freedom movement is besotted by poverty, discrimination, alcoholism and corruption at all levels. Men from the area migrate to other States where they face further discrimination and even threat to life as one has seen the violence towards Bihari's in Mumbai. The situation of health, education is abysmal. Even in access to Government schemes there is a large scale corruption. so I decided to work in my own area with a focus on developing capacities of young people by providing access to knowledge and information as they can be a catalyst for change we have brought to the fore the corruption in Indira Awas Yojana, filed RTIs to know where funds meant for development projects have been spent. We have been working at various levels to bring about change in the area by arming the community with knowledge and information and supporting them to take action.
• MOBILE SCHOOL
The mobile school or Chalta Firta Gyan Kendra was initiated to reach out to children who were out of school or had dropped out. The youth animator visited their houses motivated children and parent’s on the importance of education. The children are provided education in an interactive and meaningful way.
This is a multistep process in which we facilitate the door-step learning and then further enrollment into the school.
1. The 1st step includes the assembly at the common place in the village and learning the basics by the tutors and the volunteer.
2. The 2nd step includes the enrollment of children to the nearby govt. school.
3. In the final step the enrolled students are monitored for their performance and those who backed out are reached for the re-counseling session.
The program is presently run in the NAWADA PANCHAYAT at SIX Centers.
DYSP:
One of the method that we have employed is through our Dalit Youth Support Program (DYSP) is offering scholarship facilities for underpriviledge youth for higher education, this will help reduce disparities amongst youth from upper, middle and lower class in the long run. In addition to providing scholarship we built their life skills and organize workshops/seminars focussing on improving communication and contacts between youth at various levels. Till date we have supported.....youth through the program.

9. Introduction
What is a Community Radio?
Community Radio means radio broadcasting with the
objective of serving the cause of the community in the
service area by involving members of the community in
broadcast of their programs. It affords a unique advantage
of receiving transmission through low cost battery operated
portable receiving sets.
It broadcasts material that is popular to a local audience.
11. MAHADALITS
As per Census 2011, Dalits constitute nearly 15 percent of Bihar's 104
million population. A total of 21 of the 22 Dalit sub-castes have been
identified as Mahadalits.
Article 38 and Article 46 of Indian Constitution has laid great stress on
Scheduled caste & Scheduled tribe communities to bring them in the
mainstream of society.
Community Radio is one the most important tools that can help to bring
the Mahadalits in the mainstream of society. The main reason for their
socio-economic backwardness has been illiteracy and ignorance which
had led to their severance from the developing and developed society.
Because of the illiteracy factor, the Mahadalits can perceive only visual
& audio messages. Transmission of visual messages to Mahadalits is a
very expensive and impractical proposition; however CRS can transmit
audio messages which will be beneficial for their up-liftment in many
ways.
12. The language issue will be addressed with the
introduction of community stations, given the large
numbers of different local languages in African
countries. In Africa it is not just a question of
whether people can hear broadcasts but rather whether
they can understand the broadcasts.
It addresses human rights issues through the right to
information and communication.
The majority of the people in Mahadalit have been
starved of information. In these days of the
information society, community radio can offer some
form of media education, creating an information
culture.
13. It enhances emancipation and self-worth.
Community radio can serve as a platform for
debate, exchange of ideas and reactions to
plans and projects.
It can accommodate people's ideas and satisfy
their spiritual and psychological wellbeing
much better than any other form of
broadcasting.
