For COSMIC, 2014 is the year in which we upgraded the method to version 4.0. The same principles have now become more accessible to novice users and non-native English speakers.
We also worked hard to make the organization more professional. New legislation in Canada speeded up the organizational part, because we had to rewrite our Constitution to fulfill the obligations posed by the new Not For Profit act in Canada. All key positions in the COSMIC organization are now subject to a 3-year review/re-election period to ensure that people holding such a position remain active and committed to the organization and its goals.
In 2014 COSMIC dedicated a lot of time and energy in the relation with national Software Metrics Associations. Now key officials of a number of national SMA’s also hold key positions in the COSMIC organization. Among them the United States, Brazil, Mexico, Germany, Italy, Poland and the Netherlands. This has also resulted in two combined projects:
- The development of a Case Study, together with Nesma
- A common glossary on NFR, together with IFPUG
We also worked hard in realizing an on-line certification exam for the entry-level certification exam. In this way more people can prove their knowledge of the fundamentals of the COSMIC method.
Also we welcomed two additional countries to the IAC: Australia and South Africa. Two important industrialized nations now also have a local representation from COSMIC.

Siemens Corporate Development Center Asia Australia (CT DC AA) develops and maintains software applications for the Industry, Energy, Healthcare, and Infrastructure & Cities sectors of Siemens. The critical nature of these applications necessitates a high level of software design quality. A survey of software architects indicated a low level of satisfaction with existing design assessment practices in CT DC AA and highlighted several shortcomings of existing practices. To address this, we have developed a design assessment method called MIDAS (Method for Intensive Design ASsessments).
MIDAS is an expert-based method wherein manual assessment of
design quality by experts is directed by the systematic application
of design analysis tools through the use of a three view-model
consisting of design principles, project-specific constraints, and
an “ility”-based quality model. In this paper, we describe the
motivation for MIDAS, its design, and its application to three
projects in CT DC AA. We believe that the insights from our
MIDAS experience not only provide useful pointers to other
organizations and practitioners looking to assess and improve
software design quality but also suggest research questions for
the software engineering community to explore.

In the software industry, we have seen the complexity of computer-based systems increase dramatically over the past decades along with advances in technology. This new technology has increased the demand for computer-based systems to control many infrastructures with software. As a result, designing and building cost-effective, reliable, and high-quality software has become the focus of software engineering in the computer industry.
In the past the processes used for designing and developing software were very informal, which contributed to the rise in development and maintenance costs. The results of ad hoc development processes contributed to a higher percentage of unreliable and lesser quality products entering the marketplace. Many accidents resulted from failures in computer-based systems with hardware devices that were controlled with software. At the time, the industry was considered to be in a crisis state, which then led to the emergence of new practices and methods in software engineering.
Technological advances have had a big impact on the complexity level required in software systems. The emergence of new communication protocols, hardware devices, and graphical user interface components have placed a greater demand on software engineers to design quality, reliable, and safe software.
A Brief History of Software Engineering
In the 1950s and the early 1960s, the various engineering disciplines were beginning to analyze how aspects of the engineering field could be applied to methods used in developing software products. As computing power evolved over the decades, the demand increased along with the complexity of the problems that needed to be addressed in the design of software. The term software engineering was introduced in 1968 at the first international software engineering conference, held by the North Atlantic Treaty Organization (NATO) Science Committee (Mahoney 2004). Many practitioners believe this is the milestone that marked the emergence of the software engineering discipline.
Software was developed to control critical hardware devices in the mid- to late-1960s and early 1970s. During this time, cases emerged that involved operational errors and accidents resulting in the loss of human lives and damage to property. Defects in software were uncovered, which heightened public awareness to the need for better quality and reliability of software. The escalating cost of building quality and reliable software was on the rise in the computer industry and the demand for skilled programmers could not be met. The state of software development was viewed by practitioners as being in a "crisis" state and was commonly referred to as the software crisis.
