This document discusses circular procurement and the circular economy. It provides examples of the economic and job benefits of adopting circular practices in several European countries. Circular procurement considers the full lifecycle of goods and services from sourcing to disposal. There are opportunities in waste management, product-as-a-service models, and reusing and remanufacturing parts. Case studies showcase circular approaches in construction projects and public sector asset categories like company cars and furniture. Key requirements for implementing circular procurement include having a vision, aligned policy, implementation plan, support resources, and metrics for measurement and reporting.

GreenBiz 17 Tutorial Slides: "Putting Circular Economy Principles to Work"GreenBiz Group
The Circular Economy presents an incredible opportunity for transformative growth and change, but taking the concept from theory to implementation requires what can be a challenging exercise in rethinking systems. Join this session to explore how to put these principles into practice. Actual business case studies will set the stage for a group brainstorming session on how to apply circular models to various business scenarios. Key concepts to be covered include:
How adopting a Circular Economy mindset can deliver value to your business
The key drivers for a Circular Economy business
How to integrate lifecycle thinking and circular economy
How to select the right metrics and quantify circularity
What Europe’s Circular Package means for your company
GreenBiz 17 In-Depth Tutorials are intensive half-day sessions held prior to the start of the conference. These are designed to offer participants an opportunity to dive deeper into a topic of interest and develop tangible knowledge and skills. In addition, attendees will have a greater opportunity to network with their peers in these interactive sessions. Concurrent tutorials will be held the morning of Tuesday, February 14, and are available only to those who purchase an All Access Pass.

March 26th this year saw over 300 healthcare organisations take action to promote sustainability and increase public health awareness and we are fortunate enough to have the support of; Public Health England, Department of Health, Department for Energy and Climate Change and The Prime Minister, David Cameron. Working with these stakeholders we aim to further develop the links between health and sustainability thus improving economical and health outcomes within the UK.
For the 2016 campaign, beginning in September, and to celebrate our 5th year of the campaign we will be promoting 50kg of carbon. This is effectively promoting what the public and health professionals can do to save 50kg of carbon. This could be achieved through; walking to work, cycling, planting a tree etc.

Opening up new circular economy trade opportunities: Options for collaboratio...GreenAllianceUK
On Monday 2nd March the Circular Economy Task Force co-hosted a conference with the Dutch Embassy in London on how to promote the trade in circular economy goods and services between the UK and the Netherlands. The Dutch ambassador Laetitia van den Assum welcomed an expert group of business, policy and academia representatives to a discussion organised around three issues: how policy can support a circular economy, how to deliver a ‘North Sea Resource Roundabout’, and what are the circular economy opportunities for plastics?

5. Circular thinking addresses
all stages of Goods &
Services:
Key principles
What will happen to it
afterwards?
Where does it come from?
Who made it?
What is it made of?
How will it be used?
Purchasing
Use
Disposal
8. Circular procurement depends on the
ambition of the organisation, translated
into policy and therefore the
collaboration of the clients and budget
holders.
Circular procurement
needs circular clients!
Circular clients
10. WHY are we working on this?
• Ambition – what difference do we want to make?
HOW will we achieve it?
• Policy – what route do we choose to achieve the ambition?
• Policy goals – develop strategy and indicators of progress
WHAT we will do
• Operational – actions leading to delivery of policy goals in line with
strategy
Implementing a top down approach
11. Stimulate circular propositions from the market by
our demand
Procure differently:
- performance based and functional
- new contracts e.g.
product service systems - buy sell back - buy resell
Arrange control on reuse after our use
Creating circularity
A product is not circular until you make it
circular

12. • Performance as a priority
• Choice - Dutch IMSA has identified 19 different alternatives
to linear model
Grouped into 6 themes:
◦short cycle
◦long cycle
◦cascades
◦pure cycles
◦dematerialisation e.g. PSS
◦on demand
• Restorative and regenerative models have major carbon &
climate change benefits
Circular business models
19. Construction Industry

Circular Economy
Opportunities
Circular construction
• Asset
management e.g.
BIM, MAMT
• Design for waste
minimisation
• Modular design
for reuse &
refurbish e.g.
reversible
buildings
• Design for
recyclability
• Product as a
Service, e.g.
lighting
• Circular
Supply Chain,
e.g. use of
bio-based
materials
• Demolition
waste
audits
• Circular Procurement policy
• Sourcing, use &
disposal
• Sharing Platform, e.g. flexible
leasing and shared use of space
• REBMs
• Recover, reuse
& recycle
• Product Life
Extension
22. Reconstruction project of 19km of the A12 near Arnhem,
Netherlands
• Design, Build, Fund and Manage (DBFM) - incentivises product lifetime
optimisation, e.g. through higher quality maintenance regimes
• Increasing materials durability and lifetimes helps to close materials and
products loops
• CO2 Performance Ladder monetizes the working processes & favouring
suppliers that reduce CO2 emissions
• An ‘environmental costs indicator value’ assesses and monetizes product
quality, favouring low environmental impacts solutions - based on the
life cycle assessment (LCA) of all the materials that are used in the
construction and maintenance operations
• Most economically Advantageous Tender (MEAT)
• Total cost of ownership (TCO)
Dutch Green Deal - Infrastructure
24. What are the requirements to make circular procurement
happen in practice:
◦ Vision
◦ Policy alignment
◦ Implementation programme – timescales, scope,
engagement
◦ Support – guidance & training
◦ Measurement – metrics & KPIs, data gathering/recording
◦ Reporting – appropriate level, timeframes, etc
◦ Evaluation & impact
Summary
25. • Policy makers and budget holders steer
procurement
• Circular Procurement plays a key role in
policy implementation and stimulating CE
• It is about extending the influence of GPP
• There are no additional or professional
obstacles & barriers to those of SPP/GPP
Conclusion
