EU Waste Directive Article 3(1)
'waste' means any substance or object which
the holder discards or intends or is required to
discard.”
G1.11 Transposition: Directive 2008/98/EC
When does waste cease to be a waste?
WFD Article 6(1) - specified waste ceases to be waste
when it has undergone a recovery operation, including
recycling, and complies with EU-wide end-of-waste
criteria
 Health - have all unwanted substances been removed?
 Quality - is it suitable as a replacement for a non-waste
material?
 Market - is it certain to be used?

WHAT IS MIXED WASTE MATERIAL?
Waste that:
originates
 from households, or
 from other sources but is similar to household waste
in terms of its nature or composition; and
consists in the largest proportion of two or more of the
following kinds of target materials mixed together:
 glass;
 metal;
 paper;
 plastic.
