CHE 329 Final Project Guidelines and Rubric
Overview
Older adults from the baby boomer generation now account for over one-fifth of the U.S. population. Many chronic diseases such as heart disease, cancer,
stroke, chronic respiratory diseases, Alzheimer’s disease, and diabetes are the leading causes of death among older adults. With the shift from infectious
diseases to chronic disease and degenerative illnesses, is the nation ready to assist older adults in living long and healthy lives? In this course, you have gleaned
skills and techniques in analyzing public health policies and communicating social justice issues when assisting the aging population.
For your final project, imagine you are working with a group of older adults facing a public health policy issue. You have been asked to advocate on behalf of this
group by developing a policy brief to present to a representative of your state or a state with which you are familiar. You will need to identify the public health
issue with the assistance of your population. Your next step would be to compose a public health policy brief explaining the purpose and significance of the
public health policy issue and provide recommendations to a policy maker with potential solutions.
The project is divided into three milestones, which will be submitted at various points throughout the course to scaffold learning and ensure quality final
submissions. These milestones will be submitted in Modules One, Three, and Five. The final product will be submitted in Module Seven.
This assessment addresses the following course outcomes:
Articulate relevant public health interests that reflect the social demographics of the aging population to elicit buy-in from policy makers
Analyze the benefits and limitations of public health policies and programs for determining how they impact the health of the aging population
Analyze social justice issues faced by particular aging populations for determining the factors impacting their well-being
Analyze competing perspectives on policies and programs for developing balanced recommendations to promote the well-being of aging populations
Prompt Compose a 6- to 10-page policy brief addressed to a local policy maker regarding the public health issue you are advocating attention for on behalf of
your selected population. Ensure that you use concise language and maintain a tight professional composition to elicit buy-in from the policy maker. Use 5 to 10
credible resources in your brief to support your claims.
Specifically, the following critical elements must be addressed:
I. Background: In this section, you will concisely introduce your public health need, the affected aging population, and your policy of focus to the policy
maker. Your background should be tightly composed to effectively address this professional audience.
A. Articulate to the policy maker a cogent argument regarding a public health interest (or need) of the aging pop ...

Overview
The final project for this course is the creation of a community assessment.
As communities become more diverse and nursing care moves into them, nurses are being called to develop and recommend population-based interventions
and programs that are culturally appropriate. The AACN Essentials Baccalaureate Education for Professional Nursing Practice specifically says: “Preparing
professional nurses to engage in health promotion, community education, and outcomes analysis is an essential component of the basic preparation of the
professional nurse.”
In this course, you will learn about the best practices in community and population health, and have the opportunity for practical application of this knowledge
through community assessment and intervention planning. For your final project, you will explore existing resources, data sets, and systems on the local and
regional level. Through this process, you will develop a culturally appropriate and comprehensive plan (considering religion, culture, alternative medicine, etc.)
for a specific health disparity found within a community. You will develop your strategies based on the principles of community health nursing discussed
throughout the course.
The project is divided into three milestones, which will be submitted at various points throughout the course to scaffold learning and ensure quality final
submissions. These milestones will be submitted in Modules Three, Four, and Six. The final product will be submitted in Module Seven.
In this assignment, you will demonstrate your mastery of the following course outcomes:
• Plan targeted, population-based interventions for diverse and vulnerable populations across the lifespan by applying principles of community health
• Analyze the interrelationships among theory, practice, and research for their implications on community and population health
• Assess the impact of local, regional, and national conditions on the delivery of nursing services to vulnerable populations
• Analyze the effects of healthcare policy on improvement of healthcare outcomes for diverse populations across the lifespan
• Identify social determinants of health through a comprehensive assessment of resources at the local, regional, and national levels
Prompt
Choose a city or town within the United States to assess at the community level. You should include an analysis of the historical development of the community,
the current demographic and socioeconomic climates, and the community infrastructure. Include a comparison of existing resources within the community at
the local, regional, and national level. After a thorough analysis of this data, formulate and prioritize a list of health-related problems that you see within the
community. Finally, develop a comprehensive community health strategy using one of the problems from that list, including a target population and specific

Context
Community/public health nursing is nursing care that is population-focused and occurs in non-hospital settings. Numerous nursing theories can provide the structure for community/public health nursing; however, nursing theories that incorporate components of the general systems theory frequently provide the framework for the practice of community/public health nursing.
Historically, nurses have made significant contributions to the field of public health. From providing maternal-child care to poor women in the late 1800s, to promoting hygiene among school aged children in the early 1900s, to providing environmental and safety care to industrial workers during World War I, nurses have been instrumental in shaping health policies (Maurer & Smith, 2013). Today, community/public health nurses have a key role in identifying and developing plans of care to address local, national, and international health issues.
Many factors influence the health of communities and populations, including national policies that focus on health promotion. Healthy People, a major national health promotion program issued by the U.S. Surgeon General, identifies major health problems of the nation and sets national goals and objectives targeting health promotion (Maurer & Smith, 2013). If adopted, activities that target health promotion can result in disease prevention.

Discussion Exercise: Chapter 11
Objective: The students will complete a Virtual Classroom Discussion Exercise that will Extend your knowledge beyond the core required materials for this class, Engage in collaborative learning with other students to improve the quality of the learning experience for all students and Apply the higher cognitive skills associated with critical thinking to your academic and professional work.
ASSIGNMENT GUIDELINES (10%):
Students will judgmentally amount the readings from Chapter assign on your textbook. This assignment is prearranged to help you to learning in all disciplines because it helps student’s process information rather than simply receive it.
You need to read the PowerPoint Presentation assigned for week 6 and develop a 2-3 page paper replicating your appreciative and competence to apply the readings to your ethics knowledge. Each paper must be typewritten with 12-point font and double-spaced with standard margins. Follow APA style 7th edition format when referring to the selected articles and include a reference page.
EACH PAPER SHOULD INCLUDE THE FOLLOWING:
1. Introduction (25%) Provide a brief synopsis of the meaning (not a description) of each Chapter and articles you read, in your own words that will apply to the case study presented.
2. Discussion Challenge (65%)
Imagine an event of catastrophic proportion involving mass casualties, disrupted or non-existent services (power, transportation, and communications), scarce food and water, limited emergency personnel and medical supplies, overwhelmed hospitals, perhaps contamination from biohazard materials or nuclear fallout, etc.
Now imagine that a new set of rules has been established to guide first responders in the field whenever a “catastrophe” occurs. A system of “response triage” is required, whereby precious and limited resources will be directed to those who could most probably contribute to continued survival and eventual recovery of the community. Those who would require a disproportionate share of resources to live, and those who will most likely not survive the event, are given lower priority for distribution of assistance, including food supplies and medical treatment.
Without any formal discussion of what ethics are and how ethical decisions might be made in the field, we can see that the ethical problems are endless, but are basically summed up by asking:
1. IS EVERY HUMAN LIFE OF THE SAME VALUE AS OTHERS?
· If decision-makers were to set criteria for determining the “fittest” for survival, upon what criteria would those decisions be based?
· The richest and most powerful men?
· Young men and women with the highest sperm and ova counts?
· Mature thinkers who might carry forward lessons that are likely to help humans survive in changing circumstances?
· How would these criteria be measured?
· How would we “value” people who work in health care, education and f ...

Healthy People 2020
Healthy People was a call to action and an attempt to set health goals for the United States for the next 10 years.
Healthy People 2000 established 3 general goals:
Increase the span of healthy life.
Reduce health disparities.
Create access to preventive services for all.
Healthy People 2010 introduced 2 general goals:
Increase quality and years of healthy life.
Eliminate health disparities.
Practical Policy for Preventive Services
The U.S. health care system faces significant challenges that clearly indicate the urgent need for reform.
There is broad evidence that Americans often do not get the care they need even though the United States spends more money per person on health care than any other nation in the world.
Preventive care is underutilized, resulting in higher spending on complex, advanced diseases.
Practical Policy for Preventive Services
Patients with chronic diseases too often do not receive proven and effective treatments such as drug therapies or self management services to help them more effectively manage their conditions.
These problems are exacerbated by a lack of coordination of care for patients with chronic diseases.
Reforming our health care delivery system to improve the quality and value of care is essential to address escalating costs, poor quality, and increasing numbers of Americans without health insurance coverage.
Why policies need to be developed?
Basic needs are not being met (e.g., People are not receiving the health care they need)
People are not being treated fairly (e.g., People with disabilities do not have access to public places)
Resources are distributed unfairly (e.g., Educational services are more limited in neighborhoods of concentrated poverty)
Why policies need to be developed?
Current policies or laws are not enforced or effective (e.g., The current laws on clean water are neither enforced nor effective)
Proposed changes in policies or laws would be harmful (e.g., A plan to eliminate flextime in a large business would reduce parents' ability to be with their children)
Existing or emerging conditions pose a threat to public health, safety, education, or well-being (e.g., New threats from terrorist activity)

The
Assessment
must include epidemiological methods including, but not limited to the following items:
Descriptive information on the target population (e.g., age, gender, culture, ethnicity) and location (e.g., city, town, state).
Identification through assessment means of the health issue/problem and how it has affected the target population (information on impact could come from mortality and morbidity reports, academic research, etc. Avoid using online sources such as WebMD. Government sources are fine, but the Ashford Library’s journal collection is the best means to discover data on health impact.)
Risk factors as outlined by epidemiological means (risk factors include social and behavioral determinants within the community or among the population that contributes to or ameliorates this problem).
Other demographic information outlined by epidemiological assessment measures.
Explain how the two essential services that revolve around assessment are applied to this health problem: 1) Monitor Health and 2) Diagnose and Investigate. These two services ensure that a community’s health assessment is accurate.
Policy Development Actions
Describe what has been done in general to address the issue (e.g. resources, facilities, organizations). Locate scholarly sources from the Ashford University Library to help you address what has already been done to address the issue.
Describe what has been done specifically in the community/city/town/state your team is researching to address this issue (e.g., programs and interventions or the creation of organizations to address the issue).
Existing Policies. Analyze the policies that currently exist to resolve the problem. For example: seatbelts were required by car manufacturers to reduce injuries and deaths from car accidents.
Policy Development. Discuss new policies that should or could be developed to better address the issue. For example: some communities do not fluoridate their water systems and developing such a policy could help reduce dental caries.
Identify Stakeholders and potential facilitators. Are there leaders and/or organizations within this community that can be identified and assist with the policy development? Who are they and why would you specifically select them?
Explain how the three essential services that fall into the Policy Development category are applied to your health problem: 3) Inform, Educate and Empower; 4) Mobilize Community Partnerships; and 5) Develop Policies.
PowerPoint Presentation #2
Assurance Activities
: Now that the assessment and policy development actions have been outlined, provide assurances to the affected community that what has been or will be done will be effective and sustaining. With each of the four essential services associated with assurance, analyze how these factors will be applied to the selected health problem for this population. The key terms in eac.

INTRODUCTIONAdressing Teen Pregnancy in Pittsburg, California
In more recent years, there has been an effort in my community to address teen pregnancy due to its growing rates. Over the years teen pregnancy rates have continued to rise in Contra Costa County as well as surrounding counties. Unfortanately, the town I come from is a small town within Contra Costa County so resources are limited. In order to address teen pregnancy there needs to be easier access to resources to prevent teen pregnancy from occurring. Teen pregnancy can lead to a number of different problems such as low socioeconomic status, greater chance of contracting a sexually transmitted infec.

Purpose: The purpose of the annotated bibliography is to summarize the sources that you have gathered to support your research proposal project. These summaries help you to think about the complex arguments presented in your sources. Description: In this assignment, you will create an annotated bibliography consisting of seven sources. Each entry will consist of a reference list citation, a summary of the source’s information, and a one-sentence assessment. Each annotation should be between 150 to 200 words. If an entry is shorter than 150 words, it is likely you have not fully developed your summary, and this lack of development can severely impact your grade for this assignment.

Follow the directions below for the completion of the Annotated Bibliography assignment for Unit II.

Your next writing assignment will be a
memo to your instructor for the final report.
Steps to Take in Completing this Assignment:
•
Identify the decision-maker or group of decision-makers to whom you will write your final report
• Describe the specific problem you are attempting to address.
• Prepare some primary research for your report.
• Write a memo to your instructor using the template provided below.
The Role of this Assignment for your Research Report:
This assignment is designed to help you put together the final paper in WRTG 394.
Remember, your final paper in WRTG 394 will be a report in which you do the following:
•
define a problem in your workplace or community persuasively and accurately
•
propose a solution or solutions to the problem or issue
Previous assignments in the class pointed out some sample topics for the report:
• a report to your manager at work suggesting that more teleworking options be given to employees at your workplace
• a report to your supervisor at work suggesting that email be used less frequently for communication and that another application be used to improve communication.
• a report to your manager at work suggesting that your office become paperless
• a report to the board of directors at your townhouse community to argue that the playground area in your community should be renovated
• a report to the manager of your unit at work noting that recycling facilities in the workplace should be improved
For writing assignment #2, you completed a background and synthesis of the literature on your topic.
For this writing assignment, you are going to identify the specific needs in your workplace or community that will be identified for your final report.
Examples of Primary Research for Specific Topics:
•
If you write a report to your manager at work suggesting that more teleworking options be given to employees at your workplace, you cannot simply prepare a report on teleworking. You must show that teleworking will
solve a specific problem or problems in your organization
.
•
If you write a a report to your supervisor at work suggesting that email be used less frequently for communication and that another application be used to improve communication, you cannot simply prepare a report on the benefits of social media in the workplace. You must
show that your specific office has problems in communicating by email and indicate the benefits of using alternative communication systems for your workplace environment
.
•
If you write a report to your manager at work suggesting that your office become paperless, you cannot simply prepare a report on the benefits of a paperless office. You must
show that your specific office can go paperless and indicate the benefits of your specific office going paperless
.

My hypothesis Being disconnected from social media (texting, Facebo.docxJinElias52
My hypothesis: Being disconnected from social media (texting, Facebook, cell phone use, etc) causes stress in teenagers.
It is my belief partly based on observation (I teach HS students) that we have created a society where even the slightest communication is cause for a teenager’s engagement with his/her electronic device. Being constantly connected to others, or at least knowing that is an option appears to give them some peace of mind and perhaps helps them feel less alone. This worries me because I fear they will be unable to engage in experiences on their own without that constant connection to others. This behavior doesn’t allow for self-reflection, meditation, or other important moments designed to focus the attention inward. In other words, a fear of being alone. On the other hand, teenagers can reach out to others as never before, which is great in many cases.
I would choose the Experimental Research method for the following experiment, being careful to adhere to its two components: 1) that there is a random assignment of participants. I would stress that this should be a double-blind experiment so I do not influence its outcome; and 2) a manipulation of an independent variable.
My experiment: After taking a base level of stress indicators (heart rate, blood pressure, brain waves, perspiration levels, etc) I would randomly assign two separate groups of HS students to spend 2 days camping in the wilderness. I would set up several exciting events to take place such as river rafting, hunting, building a shelter for the night, etc. One group would have their cell phones with them (assuming there is a cell phone connection in this remote area), the second group would not. The first group could contact whomever they chose during the events and during a down time say, at night. The second group would not have cell phones to be able to do this. I would somehow monitor both group’s stress levels while out in the wilderness.
Summary: Because I would want to avoid the Correlation/Causation Fallacy, I would need to not know which students were which in this experiment. And I foresee some challenges that might not be avoidable and might skew this idea. There could be variables such as a student who is naturally highly stressed in the wilderness and his anxiety could spike giving my experiment the expected result but for the wrong reason. Not to mention the difficulty of setting up this experiment in the first place.
Personal note: Thinking about this idea has caused me to think in a more scientific way about the results of all experiments I learn about. The Correlation/Causation issue is one I fall victim to a lot. I like to think that I am an objective observer, but so far in this course, I am not so sure of that anymore. At the same time that I hate to have my thinking challenged in this way, I also feel excited that I am thinking on a deeper level than I ever have.
How would you select the groups at random? Would you use a number system? Perha.

We all have good and bad thoughts from time to time and situation to situation. We are bombarded daily with spiraling thoughts(both negative and positive) creating all-consuming feel , making us difficult to manage with associated suffering. Good thoughts are like our Mob Signal (Positive thought) amidst noise(negative thought) in the atmosphere. Negative thoughts like noise outweigh positive thoughts. These thoughts often create unwanted confusion, trouble, stress and frustration in our mind as well as chaos in our physical world. Negative thoughts are also known as “distorted thinking”.

skills and techniques in analyzing public health policies and
communicating social justice issues when assisting the aging
population.
2. For your final project, imagine you are working with a group of
older adults facing a public health policy issue. You have been
asked to advocate on behalf of this
group by developing a policy brief to present to a representative
of your state or a state with which you are familiar. You will
need to identify the public health
issue with the assistance of your population. Your next step
would be to compose a public health policy brief explaining the
purpose and significance of the
public health policy issue and provide recommendations to a
policy maker with potential solutions.
The project is divided into three milestones, which will be
submitted at various points throughout the course to scaffold
learning and ensure quality final
submissions. These milestones will be submitted in Modules
One, Three, and Five. The final product will be submitted in
Module Seven.
This assessment addresses the following course outcomes:
social demographics of the aging population to elicit buy-in
from policy makers
and programs for determining how they impact the health of the
aging population
populations for determining the factors impacting their well-
being
developing balanced recommendations to promote the well -
being of aging populations
Prompt Compose a 6- to 10-page policy brief addressed to a
3. local policy maker regarding the public health issue you are
advocating attention for on behalf of
your selected population. Ensure that you use concise language
and maintain a tight professional composition to elicit buy-in
from the policy maker. Use 5 to 10
credible resources in your brief to support your claims.
Specifically, the following critical elements must be addressed:
I. Background: In this section, you will concisely introduce
your public health need, the affected aging population, and your
policy of focus to the policy
maker. Your background should be tightly composed to
effectively address this professional audience.
A. Articulate to the policy maker a cogent argument regarding
a public health interest (or need) of the aging population of your
particular state. Be
sure to support your argument with relevant health statistics.
4. B. Provide a profile from this aging population that
personalizes the public health interest for the policy maker. For
example, for populations that
experienced World War II, one might discuss the impact of the
war on the mental health status of an individual from that
population.
C. Analyze the benefits of the policy for the aging population
of your particular state. Be sure to provide specific examples.
II. Limitations of Policy: In this section, you will explore the
limitations of the policy in terms of how it influences the health
of the aging population and
how it relates to social justice factors in the lives of the aging
population.
A. Analyze the limitations of the policy for the aging
population of your particular state. Be sure to provide specific
examples from the policy.
B. Based on your analysis, how does the policy impact the
health of the aging population of your particular state? Be sure
to support your
response with evidence.
C. Explain how the limitations of the policy are especially
relevant to the social demographic of the aging population in
your state. Be sure to
support your response with specific examples.
D. Analyze a social justice issue faced by the aging population
in your particular state to determine the factors impacting the
5. population. For
example, you might examine issues relating to ageism in the
workplace, employer pensions, workplace conditions, racial
discrimination, and so
on.
E. Explain the impacts of a social justice factor on the well -
being of the aging population in your particular state. Support
with relevant research.
For example, how would social security and healthcare reform
impact the way the baby boomer generation votes in the next
election?
F. Relate the social justice factor you identified to limitations
of the policy. For example, how would exhaustion of social
security funds relate to an
African American male who is on a limited budget—how would
this affect him?
III. Recommendations: In this section, you will examine
competing perspectives on the policy you have selected. Using
that unbiased lens, you will provide
measured recommendations to the policy maker to improve the
health of your selected population.
A. Identify a competing perspective on the policy of your state,
explaining the rationale of their position and its merits.
B. Where do you disagree with the competing perspective you
have selected and why? Be sure to include appropriate resources
in support of your
argument.
C. Based on your analysis, provide balanced recommendations
to the policy maker with respect to the policy that promotes the
well-being of the
6. aging population. Be sure to include specific examples of what
should be modified.
Milestones
Milestone One: Topic Selection
In Module One, you will identify an aging-policy issue to
explore for your final project. These issues are as diverse as the
older adult population and can be
tailored to your personal interests. Older Americans are
increasingly diverse, differing in their racial and ethnic
backgrounds, religion, income, education, and
sexual orientation, among other facets. These demographics
undeniably impact the development of aging policies, just as
different older adults are impacted
differently by policies. Instructor feedback on this milestone
should be incorporated into your next milestone and into the
final project. This milestone will be
graded with the Milestone One Rubric.
7. Milestone Two: Policy Analysis
In Module Three, you will build on the introductory information
you detailed in Milestone One to begin to analyze your selected
policy issue. Instructor feedback
on this milestone should be incorporated into your next
milestone and into the final project. This milestone will be
graded with the Milestone Two Rubric.
Milestone Three: Recommendations
In Module Five, you will formulate recommendations based on
the work you have done so far in analyzing your policy i ssue.
This milestone will be graded with
the Milestone Three Rubric.
Final Submission: Public Health Policy Brief
In Module Seven, you will submit your final public health
policy brief. It should explain the purpose and significance of
the public health policy issue you have
been exploring and provide recommendations to a policy maker
with potential solutions. Instructor feedback on the previous
milestones should be incorporated
into this final submission. This submission will be graded with
the Final Project Rubric.
