1. PARISH AND PASTORAL OUTREACH COUNCIL CHARTER
Team Mission:
The Outreach Council mission is to ensure that the Church of Saint
Monica and its Parishioners meet their stewardship obligation,
according to the Gospel of Jesus Christ, by helping members of the
congregation and the community at large with our Talents, Time, and
Treasure.
Purpose:
The Council will coordinate and administer the outreach programs of
the Parish and serve as a liaison between the organizations, the
parishioners, and the Saint Monica Community.
Areas of
Responsibility:
The Council exists to advise and act on behalf of the Pastor on issues
related to outreach in our parish, our community, and the world.
Specific responsibility areas include:
Maintain a vision for parish service
Maintain a vision for parish donations
Coordinate the allocation of funds for outreach activities and
donations
Work with parish organizations and ministries to help them
align with the parish vision for service and donations.
Organize and coordinate service events
Organize and coordinate planned giving at the parish level
Values: Prayerful- Personal and intentional prayer on part of the council
members along with parish wide prayer support
Christ-centered – everything we do is evaluated in light of our
relationship with Jesus Christ.
Loving – we will do our best to follow the great commandment in the
hopes that others will know we are Christians by our love. We will
lovingly discuss difficult issues to advance the mission of Jesus in our
parish.
Passionate – we care deeply about the souls in this parish and our
community and we will make determinations of resources based on
need.
Trustworthy – we will make all determinations from the first three
values and we will keep the names of individual parishioners that we
support in strictest confidence.
2. Composition: Minimum of 5 members. Council members serve for a two-year
term with the option to discern a second two-year term. Members
shall be appointed or elected every year to not have more than 1/3
of the Council members’ turnover in a given year term.
The first year 1/3 of the council members will have a one year term.
Team Outcomes KRA #1 – Organization of Council
Goal 1: Complete Charter and seek approval of Pastor, PPC
and FC.
Goal 2: Identify and appoint members to serve on the
Outreach Council, representing PCC, FC Ministries and
parishioners at large.
Goal 3: Defines RACI charter for the Council.
KRA #2 – Short-Term Funding and allocation
Goal 4: Inventory organizations and causes and select the
ones that we want to continue to support with funding and
volunteer efforts. Develop allocation of funds for personal,
local and global entities.
Goal 5: Determine funding commitments by percentage for
individuals, local and global organizations
Goal 6: Determine existing funding sources in Parish Funds,
ministries and special events.
KRA #3 - Long Term Funding and Allocation
Goal7: Develop Budget for 2016 Budget year.
Goal8: Develop Long term funding strategy.
Goal9: Assess multiyear allocation of funding.
Goal10: Determine and make recommendation regarding
permanent staff.
KRA #3 – Assess annually and report to Parish Pastoral Council
achievements of outreach programs.
3. Team Operating
Guidelines:
The council meets once a month. Meetings are scheduled 7:00 –
8:30PM. Agenda will include:

Closing Prayer
Team Norms and
Ground Rules:
Members are expected to attend 8-10 meetings a year and to
communicate with Director of PPOC in advance if they cannot
attend. A partner will be assigned to brief any member who misses
a meeting so they remain up to speed.
Minutes will be published on the St. Monica web site.
Given the sensitive nature of some of the agenda items, members
are expected to keep information confidential when requested.
Members are expected to solicit, listen to, and share feedback from
parishioners on issues that impact outreach programs, to solicit
new funding sources and discern which entities to support.
