Regional and international organizations formed during the Cold War to counter Soviet influence and contain the spread of communism. The United Nations was established in 1945 with 49 members but grew to 192 by 2007, primarily in three periods: 1955 saw former colonies gain independence; 1960 saw many newly independent countries join; and 1990-1993 saw many eastern European countries join after the fall of the Soviet Union. The League of Nations failed to prevent aggression before WWII due to lack of commitment and power of member states to enforce its decisions.
