Dear Sir or Madam:
As the City of Ventura’s Information Technology Manager, I have known Christian for an approximately
three and a half year period which was the duration of his employment with the city. In his senior
leadership role, he oversaw, mentored, and acted as an individual contributor on the City’s multi-
disciplinary, cross departmental and cross functional Information Technology Division Enterprise
Applications Team. This team supports all ten city departments inclusive of Public Safety and Water
Utilities. His job responsibilities included technical project management, vendor management,
business/functional requirement elicitation, solution design, process engineering, software
maintenance/updates, development, testing/quality assurance, user training, and ongoing production
support. He worked on projects in both the operational and the strategic IT portfolios. He regularly
interacted with internal city department staff as well as outsourced, external professional services staff
and vendors. His contributions were critical to the success of our IT Division and his positive impact was
felt throughout the city.
Christian’s professional qualities and his work ethic are impeccable. His projects are well-managed due
to his competence, diligence, responsiveness, conscientiousness, and effectiveness. His business and
technical knowledge, learning acuity, problem solving capabilities, ability to develop strong working
relationships, attitude and work ethic resulted in him being the most sought after Applications Team
member for users’ projects. As a manager, I depended upon Christian to provided mentoring to the other
IT team members. He was also instrumental in helping me with process improvement and implementing
best practices. All of his projects, large or small, were delivered on time with high quality and complete
customer satisfaction. His solutions laid strong foundations for continued expansion and enhancement.
Christian continually and consistently exhibits exceptional management skills both with his projects and
with his professional relationships including all levels of the city organization, from line level to executive
level. He has natural objective judgment abilities for seeing the big picture and the small details so he
can get to the crux of issues. He is decisive and assertive when required but never inappropriately so.
His verbal and written communications are excellent as are his critical thinking skills.
