THE NEW LOWER SECONDARY
CURRICULUM
UGANDA NATIONAL EXAMINATIONS BOARD
2. INTRODUCTION
• New Lower Secondary Curriculum (NLSC) is a:
competency – based curriculum, dictating
competency – based instruction and assessment
• For assessment, it provides for each learner to be assessed thus:
Continuous Assessment (CA) – 20%
End of Cycle (EoC) – 80%
Project in each subject offered at S 3 and S 4
Later, harmonisation meetings between NCDC and UNEB agreed on
one integrated project
3. Reporting Learner’s Achievement
• Technically, CBA does not permit reporting of learners
achievement using marks.
• Under CBA, learner’s achievement is reported in form of
proficiencies attained by the learner.
• Nature of reporting will be Descriptive feedback
• The ratios of 20% and 80% remain to define the weight of
each of the two assessment modalities, i.e CA and EoC,
respectively.
4. Process to Determine Learner’s Achievement Level
• Data in form of Descriptive Indicators of
competencies achieved (NOT Numerical values in form
of marks or scores) will be collected on learner’s skills
and competencies.
• The Descriptive indicators will then be used by a
technical team of key education stakeholders to set
and standardize the proficiency levels for grading
purposes (setting standards)
5. Process to Determine…
• An appropriate scale will be chosen and used to show the
proficiency of the learners.
• Proficiencies of learners shall be based on the types of tasks
a learner accomplishes at or below the level of difficulty
associated with the correlated position on the scale.
• Each learner’s knowledge and skill level will be described on
a transcript and certificate.
6. Transcript
It will indicate:
1. Each learner’s achievement by performance
bands for each of : EoC; CA and Project
2. Subject Achievement denoted by a letter
3. Level of Poficiency
7. New Certificate
• It will indicate:
1. Learner’s overall achievement on each subject in
terms of letter grade
2. Proficiency level by subject
3. A description of the proficiency levels at the back of
the certificate.
8. Conclusion
The above discussion implies a fundamental change in
approach to assessment and reporting of learners
achievement to align assessment to the spirit of the
NLSC and the dynamics of the world of work and life
after school.
