Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

3. SUMMARY: In this fast era, almost in many sports most of players use steroids to increase their
energy level and fitness. It is an unethical practice. 10-day suspension for first time offenders.
“Three strikes and you are out”. A fine of $10,000 or 10-daysuspension may be a relatively minor
setback. Rafael Palmeiro is an example. Palmeiro received a 10-day suspension and forfeited
$167,000 of his $3 million salary, and a banner celebrating his 3,000th hit was removed from
Camden yards.
INTRODUCTION: The crack of the bat, the smell of the grass there’s just something about
baseball. Most Americans have grown up with the game, sharing a passion that spans generations,
geography and social class. To many of us, baseball, especially its history, is representative of a
simpler and purer world. That view has been under assault from the Steroids Era of 1994 to 2004
and its repercussions on the game. As fans, America enjoyed the jump in offensive statistics and
Mark McGwire and Sammy Sosa’s chase of the great Roger Maris. However, the sudden offensive
explosion raised questions about how these numbers were being achieved. The rumors of steroid
use among players finally began to explode with the revelation in 1998 that McGwire was taking
androstenedione. As baseball finally begins to get serious about its steroid problem, this paper
investigates the economic motivations for steroid use in baseball and the expected effects of
different anti-doping policies and punishment regimes.
Questions 3: If you were the commissioner of baseball, what steps would you take to try to reduce
the use of steroids in baseball? Is punishment likely to be the most effective deterrent? Why or
why not?
Answer: If I were the commissioner of baseball, then I also put a punishment like “three strikes
and you are out”. Because it is very effective and it has a lesson for others. Every player knows
that if he use steroid, obviously he will be punished and if he repeat it for third time he will be out.
That is why it could be a positive point for players to avoid from steroids.
Question 4: Is it ever “okay” to allow potentially unethical behaviors, which on the surface may
benefit organizations, or persist? Why or why not?
Answer: No, it is never okay to allow potentially unethically behaviors, which on the surface may
benefit organization. Because it is risky practice and it can be harm for an organization. A real
example of Microsoft Company is in front of us in 1998. Microsoft use some unethical practices
to precede its business in market but other companies like Apple, Intel etc. put a case on Microsoft.
Microsoft face many problems, that’s why we should not use unethical practices whether it is
beneficial or harmful for organization.
4. CONCLUSION:
While it is unlikely that major league players and their agents explicitly calculate NPV as has been
done here, open markets nevertheless show a tendency to optimize economic outcomes even in the
absence of explicit analysis. Certainly this has been the case in MLB, where the rampant increase
in steroid use can be predicted by our model
Unfortunately, our model also predicts that, given a players ability to stop using steroids at any
point in his career, even the harsher new punishment scheme will not curb steroid use until a player
has already been caught once. If the league wants to inhibit steroid use completely, it will need to
tighten its policies along at least one of three dimensions:
• Increase the punishment for the first offense;
• Increase the probability of a steroid-using player failing a drug test (i.e. make the test
better);
• Reduce the economic incentive for performance by either reducing salaries in general or
reducing the correlation of salary with performance
Only then can steroid use in baseball be eliminated completely. Our model is, to our knowledge,
the only means by which the league can quantitatively estimate the efficacy of a proposed scheme
to eliminate steroid use.
