Men and women serving in the U.S. military who become disabled while on active duty on or after October
1, 2001, regardless of where the disability occurs, are receiving "expedited processing" of disability claims

Estimate Your Disability-Retired Pay
The Defense Finance and Accounting Service (DFAS) launched their new Medical Disability Retired Pay
Estimator, an interactive online tool for medically retiring Wounded Warriors, available at the DFAS
website. The user input driven tool helps medically retired servicemembers estimate their retired pay,

Eye Glasses for Retirees
All retirees, even TRICARE for Life recipients, may receive one pair of standard issue glasses each year
from the Naval Ophthalmic Support and Training Activity. Visit the NOSTRA website and select the "How

Get That Eye Exam!
Active duty family members can get a routine eye exam every year, and retirees and their family members
using TRICARE Prime can get one every two years. Children in both TRICARE Prime and Standard can
receive eye and vision screenings at birth and 6 months of age, along with two eye exams between the ages
of 3 and 6. Active duty servicemembers (ADSMs) enrolled in TRICARE Prime must get their eye care from
military treatment facilities (MTFs) and may receive eye glasses at MTFs at no cost. Eligible retirees and
their families can make an appointment with any TRICARE-authorized optometrist or ophthalmologist for
an exam. TRICARE Prime beneficiaries do not need a referral unless they see a provider outside of their

Post 9-11 GI Bill Update: VA Reports New GI Bill Numbers
The American Legion reports that the Department of Veterans Affairs recently released a report that says
164,144 individuals have enrolled in classes under the new Post-9/11 GI Bill, and 130,309 of them have
received payments. Currently, the VA says it is paying about 4,500 students per day, and that it takes on
average 47 days to process payments from the day the school certifies enrollment in VA.
In all, 352,281 people have applied for a Certificate of Eligibility, and 292,896 have received one. They will
receive funding when they enroll in a school. To improve the system, VA says it continues to review the
process and streamline letters to veterans and their dependents who are attending school on their behalf.

1 Electronic Service Record (ESR) Pay & Personnel

The ESR is an online version of your service record & replaces the paper record used in the past.
Recommended Actions: Review ESR pages, then work with your personnel office to ensure data
accurately reflects your personal and professional achievements. Take all necessary actions to ensure your
ESR is current, accurate and complete. If necessary, establish your ESR account via the following steps:
•Using CAC and CAC-enabled computer, click New Users (ESR Self Service). Enter your SSN. Your name
should be filled in. Use the “Tab” key to navigate the form and fill in your email address (.mil or .gov only)
and phone number. Enter your own user ID or click on the “lightening bolt” graphic to have one
generated for you. The user ID is case sensitive. Enter your password and confirm it. The password is case
sensitive. Click Validate and Create Self Service Account.
•Once your account is created, scroll to the top of the page and look for a message announcing that your
account was successfully created. Return to the NSIPS login page and log in to your ESR. Contact the

Detailer Career Management System/Interactive Detailing (CMS/ID) 2

•CMS/ID provides you the ability to explore Navy job opportunities, identify career-enhancing jobs that
meet your professional and personal goals, identify the specific skills and abilities required to perform the
jobs you desire, and submit job applications when ready.
Recommended Actions: Review personnel data. 18 months prior to your Projected Rotation Date (PRD),
review information displayed on the CMS/ID Personnel tab and on the Sailor History page. (Prospective
commands will see this information when reviewing your job application, and Detailers will use this
information to determine whether or not you are detailed to the job you desire.) Take all necessary actions
to ensure your personnel and career data is current, accurate and complete.
•Use your CCC, chain of command, and mentors for career advice prior to submitting job applications.
Submit PTS applications 15 months prior to PRD and/or EAOS to receive first look at 12 months. Active
Component Sailors in Zones A, B and C must submit a PTS request, regardless of reenlistment intentions.
Your CCC will provide career information and counseling, then submit your application.
3 Web Enabled Record Review (WERR) Board

•WERR allows review of documents in your official military personnel file (OMPF). These are the same
documents reviewed by selection board members when considering candidates for advancement and
special programs. WERR also provides the ability to download and print service-record documents for
personal and professional use.
Recommended Actions: Review WERR to verify your personnel file is accurate and complete. Ensure
WERR does not include documents that belong to someone. Take all necessary actions to correct and/or

•The Tuition Assistance (TA) program operated by Navy College is going digital. By Jan. 1, 2010 Sailors
will be required to create and submit an application for Web Electronic Tuition Assistance (Web ETA). After
Sailors fill out an application request online and their command approves the application, an electronic
copy will be sent to the servicing Navy College Office. Once an account is created, Sailors can track the
money they spend and how many classes they take, which gives them responsibility and control in pursuit
of a higher education.

•Get A Mentor. They can assist you in ways you may not be aware of and they can give you some of the
unwritten rules for success.
•Use all the Navy Career Tools. Navy is definitely going online with many of the services that can help you
have a squared away career. Check all 20 of them identified in this Career Wise edition.
•Develop a Plan. Find out what is your short and long term plan and write it down. This will give you a
visual map to attain your goal.
•Set up a Career Development Board (CDB). This will create an accountability of what you need to do by
having your LPO, LCPO, CMC & CCC be aware of how far you have been and where you are going in the
future.
•Use Tuition Assistance or NCPACE to get you prepared in case you separate. Many Sailors have
completed their Bachelors Degree without even using their GI Bill. Save up your GI Bill by using your TA
benefits.
•Attend a TAP Class – If you are undecided and unsure if the Navy is the right career for you.
• Prepare yourself for the job of the leader at the next higher rank, volunteer to take on challenging tasks
and be open to learning.
•Develop a Financial Plan. If you have a poor financial health, it affects your job and ability to focus in
your work. Setup a budget or talk to your Command Financial Specialist.
•Be Involved with your Community, this will expand your horizon and get you time-off, away from
military obligations and have that self-fulfillment that you really have contributed something to the
society. It’s an added bullet for your evaluations too.
•Train yourself in other Jobs. With PTS requirements some of you may be forced to convert to
another rate, so be prepared.

11. 10 Reasons I Stayed Navy by Chief Astro
1. RETIREMENT PLAN. The average 401K retirement plan balance of a US worker is $86K.
The average retirement plan value of an E-7 retiring with 20 years at age 38 is $1.02M.

12. 15 Things You Should Know About SRB
1. Selective Reenlistment Bonuses (SRB) are a market-based tool used to help minimize over or under execution of
critical skill retention goals. As retention behavior changes or reenlistment goals are achieved, SRB award levels
will be adjusted to reflect Navy’s manning and mission requirements and to ensure we provide the Fleet with the
right Sailors with the right experience and skill sets.
2. SRB program adjustments over the past year have enabled the SRB program to become a more targeted,
focused, and efficient tool. Enlisted Community Managers continuously monitor the health of their community
and make recommendations to leadership, as required, to maintain acceptable manning levels.
3. 132 NEC/skill groups remain unchanged; 51 NECs/skill groups were adjusted. Decreased: 4; Removed: 7;
Increased: 38; Added: 2. Navy will continue to monitor retention rates and make adjustments as necessary, to
ensure we’re poised to meet current and future demands.
4. Top performing Sailors in every rating are important and required to execute global operations. The intent of
SRB is to incentivize Sailors who attain training in skills most critical to Navy’s current needs and mission
requirements. We will continue to invest resources in retaining these Sailors with critical skills.
5. •Sailors are encouraged to work with their command career counselors, Command Master Chiefs, and chain of
command to discuss timing, policies and procedures of reenlistment well in advance of their EAOS.
6. SRB program has undergone significant changes over the past year in order to more efficiently and effectively
achieve critical skill retention goals. It was essential to establish a system which would formally prioritize (place
in a tier) enlisted ratings/skills ranked according to replacement costs, difficulty to replace, and/or existing
manning shortfalls.
7. Some ratings may have skills or zones that fall under multiple tiers because each rating is evaluated and placed
into a tier based on skill and zone. The health of the force may be different for each of those zone/skill
combinations within a rating/NEC. Therefore, ratings/NECs may be awarded SRB at different priority levels, or
tiers. New skills/zones may be added and current skills/zones may be shifted to different tiers, reduced, or even
eliminated as enlistment goals are achieved.
8. Who can reenlist early for SRB and who is held to the 90-day policy? There are three categories of Sailors who
may reenlist early for SRB.
• All Tier 1 Sailors may reenlist early, any time within the fiscal year of their EAOS.
• Sailors serving in Tier 2 or Tier 3 skills who received an “EP” in block 45 of their most recent regular
periodic evaluation or fitness report may reenlist early, any time within the fiscal year of their EAOS. No
transfer, concurrent, or special evaluations will apply. However, Sailors advanced within the 12-months
prior to their EAOS will be allowed to substitute the last regular periodic evaluation or fitness report in
their previous pay grade.
9. • Sailors who are eligible for Combat Zone Tax Exclusion (CZTE) or serving in a qualified Hazardous Duty Area
(HDA) and have a “hard EAOS” that falls in the most current fiscal year are eligible to reenlist early any time
within the fiscal year of their EAOS. All other Sailors will be held to the 90-day reenlistment window as outlined
in NAVADMIN 006/09.OPNAVINST 1160.8A provides information on additional early reenlistment opportunities
for sailors.
10. Why do we have to submit our request to reenlist more than 35 days in advance? Is this a new policy? The 35-
day PRECERT requirement has always been part of Navy policy. The PRECERT policy allows Navy to more
efficiently and effectively manage the SRB program to best benefit our Sailors and Navy’s mission requirements.
11. Why can we no longer use inoperative extension time in our SRB calculation? Sailors who signed an agreement
to extend their enlistment specifically for an Enlistment Bonus, known as the Enlistment Bonus for Extended
Enlistment (EBEE), are not allowed to use this time in SRB calculations due to regulatory constraints. EBEE
was a temporary program in effect from 17 May 2004 through 28 October 2006. However, the majority of
Sailors who enlisted under a 5YO or 6YO program will continue to be allowed to use inoperative extension time
in SRB calculations.
12. Can I change rates to keep an SRB? Consult with your Command Career Counselor to see if you are qualified to
move to an undermanned or critical rating.
13. If I wait to re-enlist later in the year will my SRB increase or decrease? The SRB program is a market-based tool
which is continually reviewed and evaluated and adjusted to reflect the current manning needs of the Fleet.
Choosing when to reenlist is the choice of the individual and should be based on career and family needs. The
levels of SRBs will change based on retention behavior and we cannot predict whether they will increase,
decrease or be removed.
14. Does a reduction in SRB award level indicate the rating is overmanned and advancement opportunity will
decrease? Not necessarily. Many SRB’s are paid to specific NEC’s and are not an indication of the overall health
of the rating.

13. Recent Navy News You Must Know
• Two New Navy Uniforms. Two new Navy Working Uniforms (NWU) will hit the fleet in fiscal year
2011. The first, NWU Type II, a desert digital camouflage uniform of four colors that will be worn by
special warfare operators and Sailors who support them during deployment and deployment training
exercises. The second, NWU Type III, is a woodland digital camouflage uniform that will be the
standard camouflage uniform worn in non-desert environments and stateside. Both new uniforms
have an authorized matching pattern Gortex parka with a removable fleece liner. For more

• Navy Selective Reenlistment Bonus Update. Navy officials provided a status update for the Selective
Reenlistment Bonus (SRB) program notifying Sailors that as reenlistment goals for particular skills
are achieved, SRB award levels for those skills will be removed from the plan, but no earlier than 30
days following the release of a NAVADMIN announcing award levels. Commands must submit SRB
reenlistment requests for eligible Sailors 35-120 days prior to the requested reenlistment date. With
some exceptions, Sailors can reenlist for SRB no more than 90 days prior to their end of active
obligated service (EAOS). For more information, speak with a career counselor.
