3. Introduction
Introduction
• Summers-Inman is a multi-discipline Practice providing Quantity
Surveying, Project Management, Building Surveying, CDM
Coordinator, Health & Safety Consultancy and Clerk of Works
Services from 8 offices throughout the UK.
• The Practice is the result of the merger in 2002 of Summers &
Partners (Est 1920), traditionally based in the North of England
and Scotland and WC Inman & Partners (Est 1926), based in
London and West Midlands.
• The Offices are managed through a regional structure comprising
Scotland (Glasgow and Edinburgh), The North (Newcastle and
Leeds), The Midlands (Leicester and Stafford) and the South
(London and Luton)
• The Practice has a staff of 155 and a turnover in the last financial
year of £9 million.
• The largest office is in Newcastle upon Tyne, which is also the
administrative Head Office. Approximately 45 staff are involved in
all aspects of the Public and Private sectors throughout the UK
including Health, Education, Commercial, Industrial, Residential,
and Leisure projects. The single biggest project to date has been
the £150 million redevelopment of the Inland Revenue Estates in
Longbenton carried out under PFI.
• The Practice has a high level of IT capability with all offices
networked. Exchanges of documents and technical information
are carried out through a dedicated intranet. The ‘in-house’ IT
Team, Summers-Inman Technology and Communications (SITC)
has developed Project Extranet systems so that all parties to a
particular project can access and download information without
the need for paper copies.

5. Background
Since the 1920’s Summers-Inman has been heavily involved in school
building programmes with local authorities, diocese, and directly with
School Governors.
Following the Scottish Schools PPP Programme launch in 2001 and
then the launch of BSF in 2003, Summers-Inman has created
education teams in each of its four regions. Building on an already
impressive CV of schools projects the Practice thought that it was
important to invest in training and recruitment in several key areas to
maximise its opportunities in this sector: -
• Whole Life Costing – it was recognised that a key driver in
government spending policy was in the direction of basing
decisions on best value over the life of a building asset. PFI has
this ethos at its very heart, however we saw this also reinforced in
OGC Guidance for the spending of all public money. From the
Practices first Whole Life Cost Appointments in the 1980’s,
Summers-Inman has developed a strong pedigree in delivering
these services. Our cost models have evolved in line with OGC
Guidance and now follow the UK supplement to BS ISO 15686-5
Part 5: Lifecycle Costing which was published this summer.
• Sustainability – it was recognised that to really add value to the
team our cost advisors would need to have an in-depth knowledge
of sustainability measurement tools such as BREEAM. The
Practice has therefore invested in training many of our senior cost
planners to understand the most cost effective way of accruing
the points to achieve the clients required sustainability standard.
Our BREEAM points tracker tool specifically developed for the
purpose ensure that the sustainability is not just bolted on when
the design is complete.
• Renewable energy – local authorities have targets to hit with
regard to the reduction of carbon emissions and the production of
energy from renewable sources. We have seen, during the course
of the last few years, project targets imposed by local authority
either directly as a client or through the planning process. It was
vitally important therefore for the practice to understand the cost
implications (both capital and whole life) of renewable energy
solutions to ensure a full participation as a valued team member
• Specialist Services Cost Advice – following the publication the
Schools Building Bulletins it was obvious that the cost of the
services installations in schools would dramatically increase. It
was therefore extremely important for the Practice to employ
specialist M&E Quantity Surveyors.
The Practice successfully provides consultancy services in the
education sector to Local Authorities, Consortium Bidding Teams,
Contractors and Funders. This document should, hopefully, provide
you with an insight into the knowledge and experience the Summers-
Inman education team.

To Local Authorities
Technical Advisor
Our knowledge of the BSF process and our experience of working with
Local Authorities, Diocese and Independent schools ideally place us
to advise on all financial aspects of the Building Schools for the
Future Programme. One of our BSF Teams is currently working with
Mott Macdonald advising in relation to the Northumberland Academy
Business Cases/Feasibility Studies
Our education specialists have been preparing feasibility studies and
business cases for schools in accordance with local and central
government requirements long before BSF was introduced. Our in-
house cost data together with our knowledge of the building bulletins
will ensure the production of a robust business case.
To Bidding Teams
Capital Cost Advisor
Our Education Team is fully aware of the dedication and effort
required to be part of a successful bidding team. Recent near misses
such as StaG and West Dumbartonshire PPP and successes such as
Clackmannon Schools PPP is sound experience to build on.
Whole Life cost Advisor
Our WLC models are prepared in accordance with OGC Guidelines
and with the new supplement to BS ISO 15686-5. By incorporating all
of the requirements of BREEAM our models and our service will
provide two points under BREEAM also
Estimators Quantities
Our teams of measurement surveyors are used to hitting the strict
deadlines imposed by the procurement process and build strong
relationships with estimating departments. Most of this workload is
repeat business, which is a testament to the quality of our staff.
Works Package Quantities
Prepared to a procurement schedule our quantities can be structured
to comply with the Standard Method or strict Cost Codes. All work
can be issued in electronic format via CITE or Excel. Priced packages
can be imported into our database, which can then benchmark
pricing levels to highlight continuous improvement.

To the Local Education Partnership
Independent Certifier/Tester
Currently providing these services on 9 major NHS LIFT Programmes.
The experience and process of delivering this service on NHS LIFT
can be transported directly to BSF.
Employers Agent
Summers-Inman have many experienced contract administrators
conversant with all of the main standard forms of contract such as
JCT and NEC. Where required these services can be supported by our
Clerks of Work.
Programme Monitor
When required our project managers have been appointed by the LEP
with the specific role of providing a regular independent assessment
of progress on site.
Health & Safety Advisor
Our Health & Safety Consultants are there to advise all clients
through their obligations under the Construction (Design &
Management) Regulations. Our team in Newcastle have also recently
been appointed by Aura Newcastle to design and implement a system
of performance standards for CDM duty holders to be audited
against.
Performance Monitor
Our cost modellers have been appointed on many PFI projects after
financial completion to put in place and administer many forms of
performance measurement systems. These have taken the form of
KPI systems and payment mechanisms for FM Contractors.

on a wide variety of projects across the United Kingdom.
