This will mark a new paradigm on the country’s high-voltage electrical equipment testing landscape. India has traditionally suffered deficiency with respect to testing of high-voltage equipment. When the country’s power sector focus shifted from generation to transmission, the need for high-voltage and extra high-voltage equipment surfaced. However, neither was there enough manufacturing capacity leading to dependence on imports, nor was the country equipped with testing facilities.

The government’s recent announcement of 100 per cent village electrification was a T Tdevelopment of immense significance. What is interesting is that the achievement, which T T was communicated by the Prime Minister himself through a tweet, engendered much debate and discussion. For those uninitiated, it meant that all villages have been electrified. However, this development must be seen in the light of extant definitions—when is a village said to be “electrified” and, for that matter, what is a village. The import of this accomplishment is that all 5.97 lakh-odd villages, as defined in the Census, have at least ten per cent of their households equipped with an electricity connection. The source of electricity could be either the electric grid or standalone renewable energy sources.

Very recently, Power Grid Corporation of India Ltd announced that it has formed an equal joint venture with the Uttar Pradesh state power transmission utility. This joint venture will build intrastate power transmission lines in the northern state. PGCIL had formed a similar joint venture in Bihar, which has recently started operations. Kerala State Electricity Board is also seeking the involvement of PGCIL in its intrastate power transmission network. KSEB is evaluating several options to this effect, and among them is a proposal for a joint venture.

Augmentation of power generation capacity, especially coal-fired capacity, was perhaps the only focus area all through the past 10-15 years. Today, thermal power is once again in the news but for different reasons. Let take a closer look at recent official
statistics. As of end-September 2016, India’s total power generation capacity—accounting for all sources, including renewables - was over 300 GW (1 GW = 1,000 mw). A little over 60 per cent of this came from coal-fired plants. Though the share of coal-based power capacity in the total capacity is reducing, thanks to the thrust on renewables, the contribution of thermal power in total power consumption is still dominant. This year, there has been a marked improvement in coal production and therefore in coal supplies to thermal power plants. In fact, most thermal power plants are already equipped with 20-day coal stocks, prompting them to reduce further purchases. It is ironic to note that Coal India Ltd that had aimed for 1 billion tonnes of coal production by FY20 is now going slow on its target.

Background
Indian power sector has witnessed significant growth in the last decade. The country currently has an installed capacity
of more than 250 GW of power and an annual generation of over 910 billion units. Along with capacity addition, other
issue like technology improvement, higher efficiency and lower emissions need to be taken care of. Solutions to the
issues includes life extension of ageing plants, modernization of existing plants, and equipping upcoming plants with
improved technology. There is also a need for exploring options like coal blending, zero water discharge and Flue gas
desulphurization system.
With the continuing drive to reduce power plant emissions and improve efficiency, coal fired power plants have been
moving towards higher steam parameters. With the advancement in metallurgy, we have progressed from sub critical to
super critical and now to ultra super critical technology. This gain in technology would help in achieving cleaner generation.
The potential cycle efficiency gain from elevated steam pressures and temperatures cannot be neglected. Starting from
traditional 165 bar /538°C, dramatic improvements in power plant performance can be achieved by raising inlet steam
condition to 310 bar and temperature above 600°C. Every 28°C increase in main steam and reheat temperature results
in approximately 1.5% improvement in heat rate. In coal-fired power generation, efficiency is an important performance
parameter. Raising efficiency offers benefits such as:
• Reduced emissions of carbon dioxide (CO2), where a one percentage-point improvement in overall efficiency can
result in up to 3% reduction in CO2 emissions
• Reduced SOx and NOx emissions
• Reduced coal consumption and resource preservation
Considerable progress has been made in the development of highly efficient supercritical (SC) and ultra-supercritical
(USC) pulverized coal-fired (PC) technology. While sub-critical plants can achieve efficiencies of 38% to 39%, the state-of-the-
art USC plants give a far superior performance. USC plants operating at higher steam conditions, with temperatures
ranging from 600°C to 620°C and pressures over 280 bar, result in design efficiencies of 45% to 46%. Unit capacity for such
plants has reached up to 1100 MW. With ongoing developments in metallurgical science, the efficiency may approach
50% in next 10 to 15 years. Effective policies must be implemented to encourage such technological developments in
demonstration and deployment stages.
Supercritical units have demonstrated their performance worldwide. Even in Indian continent, supercritical units are growing
exponentially. India has already experienced its first Ultra supercritical plant. And many other such plants are about to
come up. This will mark the beginning of a new phase in India power sector. This calls for evaluation of competency of
equipment manufacturing sector and manpower as well, to develop Ultra supercritical power plants.
With an effort in this direction, Infraline Energy is coming up with its 3rd annual conference on “Is Indian power sector
ready for Ultra Supercritical Technology”. This would be an attempt to bring together all the think tanks and policy
makers under one roof, for a day, to deliberate upon the advantages offered by this technology and the challenges posed.
