While the African Union Commission, the Economic Commission of United Nations for
Africa (ECA) and the New Partnership for Africa’s Development (NEPAD) work on the
Agenda 2063 to a prosperous, healthy, vigorous, creative and exciting continent, Came-
roon embarked on the challenge of achieving the emergence in 2035. Pessimistic looks
want to break this vision of the Head of State that they find unrealistic. Yet it is possible to
shorten the agenda of Cameroon through innovations in the Emergency Plan by drawing
lessons from American and Israeli experiences.
Indeed, when the USSR launched the space sa-
tellite Sputnik 1 just after the Second World War,
the Americans are paralyzed by this technological
advance. The awareness of their late leads Ame-
ricans to engage in education reform emphasizing
on teaching mathematics and science:
1. Adoption of the National Defense Education
Act of $ 900 million (about $ 6 billion today);
2. Granting of scholarships and student loans;
3. Providing schools with technical and science
equipment;
4. Creation of NASA and the Apollo program;
5. Creation of a powerful new Pentagon to gal-
vanize civil applications of strategic R & D.
Result: a decade later Neil Armstrong walks on
the moon, a generation of new discoveries are
commercialized, impacting the transformation
of the economy. This concerted campaign of re-
search and development has given birth to all new
industries within aviation, navigation and telecom-
munications, and the Internet. This is the Ameri-
cans’ response to the challenge of Sputnik 1.
As for Israel, its’ Sputnik Moment comprises se-
veral factors, including the cessation of arms deli-
very by General de Gaulle, the boycott of Israeli
goods by the Arab countries and the desert cha-
racter of its territory. Israel then launched the Is-
rael Defense Force (IDF), established compulsory
military service from 18 to 20 years old, organized
the repatriation of Jews and favored the installa-
tion of multinational R&D centers in Israel.
Result: apart from the Americans, it is the Israelis
who hold more companies on the New York stock
exchange, as well as the Jews are very active in
every stock market of the world. Hence the best-
seller of Dan SENOR Saul SINGER, published
by the New York Times entitled START-UP NA-
TION. THE STORY OF ISRAEL’S ECONOMIC
MIRACLE.
We do not dwell on the Chinese miracle inspired
by Confucianism and the courage of its leaders
who have initiated reforms in strategic, educa-
tional, scientific, technological sectors, making
China the factory of today world.
The African challenge called Agenda 2063 is a
new commitment of the African Union Commis-
sion, the Economic Commission of United Nations
for Africa (ECA) and the New Partnership for Afri-
ca’s Development ( NEPAD), which work together
to create the Africa of our dreams.
The African Sputnik Moment consists in food cri-
sis, security crisis, energy crisis, environmental
crisis, climate crisis, crisis of religions, educational
crisis. So we need to change the paradigm:
1. Develop national defense education based on
teaching mathematics and science;
2. Fund Strategic R&D with civilian practical ap-
plications;
3. Develop children’s creativity from an early age
by providing nursery, primary, secondary and
university schools with scientific and technical
equipment adapted to our realities
4. Develop citizenship through compulsory mili-
tary service for all 18 years old.
