With urban areas across Australia feeling the effects of drought in the last few years, the response of many water utilities has been to implement water restrictions for urban green spaces, including domestic gardens, sporting ovals and grounds and other public open spaces. While restrictions do conserve water resources, this is at the cost of the quantity and quality of the urban green space and the associated social, economic and environmental benefits. Without a tool or framework for analysing existing urban irrigation demand and determining the water saving potential of various categories of urban green spaces, it is likely that water restrictions continue to be the preferred policy option for saving water.

The Cooperative Research Centre for Irrigation Futures System Harmonisation program has developed a project titled Water and Irrigation Strategy Enhancement through Regional Partnerships (WISER) to establish a system harmonisation process in Western Sydney, NSW. Watershed and Agriculture Management in Rajasthanijtsrd
Scarcity of water, poor natural resources and desertification are the most critical issues of Rajasthan. The state has the highest probability of drought occurrence in the country. Agriculture and animal husbandry are the major sources of livelihood. However, scanty rainfall and low availability of underground water make the occupations uncertain and generate low returns. Poor income has led to several other challenges in the region, including malnutrition, women’s drudgery, distress migration and exploitation of natural resources. A large number of farmers in Rajasthan still practice traditional farming which impacts yield due to the limited availability of irrigation water and extreme weather conditions. The majority of the population are poor and marginalized farmers who depend primarily on agriculture and livestock for livelihoods. Traditional rainwater harvesting systems such as johads, paals, and bandhs are in a neglected state, so the water from monsoon rains is not collected and is lost through runoff. And there are no perennial rivers that can meet the needs of the people. COVID 19 has caused widespread uncertainty throughout the population. A drought scenario with lack of water would increase the anguish among the population. Communities need adequate access to water for livelihood and for domestic use, especially during harsh summers. Traditional community water conservation practices will be considered when planning solutions for watershed management. Rapid income growth, urbanization, organized retailing and
liberalized trade are dictating the way food is produced, and
South Asian agriculture is responding by becoming increasingly
commercialized. New markets could present an opportunity
for smallholder farmers to increase their income, but many
barriers still prevent their inclusion.
Strong economic growth, rapid urbanization, changing demographics, modern technology and the emergence
of modern agri-food markets are leading to the commercialization of South Asian agriculture.
Commercialization has seen a significant shift in patterns of consumption, away from staple cereals towards high-value
agricultural products such as fresh fruits and vegetables, milk and dairy products, meat and poultry products, processed
food and beverages.
Small and marginal farmers have been economic pillars in rural areas but face the risk of exclusion due to profound changes in the structure and governance of regional and global food chains.

To strengthen market linkages and encourage smallholder participation, farmers need vertical integration into agri-food value chains, coordination and collective action, stronger market
information systems, and better access to institutional credit.
Investment in research and development, extension services, rural infrastructure and post-harvest management is needed to ensure smallholder producers’ participation in emerging markets.

Pricing groundwater
Markets in groundwater are fundamentally
different. They are localized and personal
and their infrastructure requirements
are smaller. Groundwater trade already
exists in various parts of South Asia and
there is a high level of competition for
investment in water pumps. Among those
trading water, suppliers of the water via
wells and pumps use a higher proportion
of their well capacity and enjoy a higher
return on their investment.
The benefits to water buyers include better
access to irrigation water and increased
crop output, leading to more opportunities
for hiring unskilled agricultural laborers and
in some cases the added bonus of lowered
water tables in waterlogged areas.
However, as discussed earlier, the absence
of ’tied ownership’ (ie the linking of water
rights to property rights), ‘first possession’
(whoever pumps the water is its rightful
owner) prevails. This creates an incentive
to pump water aggressively, and raises the
danger of overexploitation.
The most effective condition for wasting
less water is assigning and enforcing ’tied
