This document describes the Niagara Green City Program, a utility conservation program that partners with Green Plumbers to retrofit homes and businesses with water and energy efficient products at no upfront cost. The program provides ultra high efficiency toilets, showerheads, and aerators to customers, who pay a small monthly fee for the equipment and installation through their utility bill. This turnkey program is designed to achieve water and energy savings for customers and the city while requiring no financial resources or staffing from the city itself.

(While we did not present to the actual City Council for Mesa, our "mock council" participants included the Mayor of Mesa, a City Council Member from Tempe and a few other well qualified judges.)
Our group's policy recommendation was concerned with decreasing wastewater for sustainable development via suggested policy changes concerning development impact fees.

Stormwater programs have contributed to significant improvement in our nation’s water quality. However, while very important, stormwater programs are also very costly. This paper describes the difficulty in adequately funding the stormwater program in Huntington Beach, CA with general funds. While water and wastewater fees have become the norm, stormwater fees have not, but are being developed in cities nationwide, and should be developed in Huntington Beach. A review and comparison of other cities that have developed dedicated funding determined that it requires a change in policy. Through implementing a utility fee the City of Huntington Beach will be able to acquire necessary funds to adequately fund its stormwater program.
