How do we measure the economic impact of a better educated and trained U.S. workforce? The McGraw-Hill Research Foundation’s new position paper argues that adult education and career training is potentially one of the most cost-effective tools the U.S. has to recover its economic health in the aftermath of the “Great Recession.”
The paper was written by sector experts Dr. Lennox McLendon, Executive Director, National Council of State Directors of Adult Education and National Adult Education Professional Development Consortium; Debra Jones, California Director of Adult Education and Chair, NAEPDC Research Workgroup, and Mitch Rosin, Editorial Director, McGraw-Hill School Education Group.
In the policy paper, “The Return on Investment (ROI) From Adult Education and Training,” the authors contend that billions of dollars could be earned, saved and pumped back into the struggling economy as a result of investments in effective and efficient workforce development programs.

The Changing Landscape of Unions
When you hear the words Labor Union most people have an immediate response, some good and some bad. The labor unions of today are quite different than the labor unions of the late 1800’s and early 1900’s. This paper will examine the history of labor unions and their evolution, how the shifting landscape of America has changed their philosophies, and the reforms unions should consider to broaden their appeal during this time of offshoring. In order to understand labor today, you must first understand where labor unions started and why.
Part 1: A Brief History
DQ 1
"Capitalism is directed towards the pursuit of profits and unions are directed towards the rights of its workers." Discuss how these opposing viewpoints can be advantageous, yet destructive, to the business community. Respond to at least two of your classmates' postings.
DQ 2
A basic requirement of unions is for members to give up their individual rights (e.g., raises based on performance) to benefit the collective (e.g., cost of living increases to all employees). Discuss your opinion on whether this is equitable and fair. Respond to at least two of your classmates' postings.
Running head TOPIC SELECTION 1TOPIC SELECTION 4.docxtoltonkendal
Running head: TOPIC SELECTION 1
TOPIC SELECTION 4
Assignment 1: Research Topics with Explanation
Gregory Best
Dr. Roger Fontana
ENG 215
7/12/17
Topic One: Should taxes on people making over $250,000 a year be changed?
Reason for electing the topic
One of the principle reasons for imposing taxes is to reduce wealth and income inequality. Individuals who earn $250,000 a year are categorized as rich people. In the United States, rich people do not pay more taxes. This increases inequality in the distribution of wealth and income (Thio & Taylor, 2011). There is need to change taxation policies for those who earn $250,000 a year in order to reduce this type of inequality. The current progressive taxation system is not comprehensive. Despite ensuring that those who earn more money pay a higher rate of tax, individuals who earn less than 250000 are still overburdened by a more rates (Bös & Felderer, 2012). By changing the taxation policies, the government can be able to collect more income, thus reducing inequality by exempting poor people from paying hefty taxes. Tax proceeds gathered from the rich can be sufficient to provide facilities to the poor, thereby raising their standards of living.
Target Audience
The target audience for this essay will include policymakers, economists, and members of the public. Policymakers include legislators and opinion leaders who need to be enlightened on the need to reduce the ever-widening income inequality in the country. Economists can also gain insights into ways in which the hotly debated issue of income tax can be handled.
Thesis Statement: Increasing taxes for those who earn $250,000 and beyond can be an effective way to reduce income inequality in the United States.
Topic Two: Should Transportation Security (TSA) regulations be changed?
Reasons for Selecting the Topic
The Transportation Security Act 2006 was introduced with the primary objective of reducing risks faced by people who travel using public means of transportation. However, new risks and vulnerabilities emerge which have direct impacts in the security plans that are developed in airports, bus stations, and railway stations (Haines, 2011). There is need to re-examine the issue of transport security because democratic systems face a hard task on weighing their responsibility to protect their citizens while ensuring that there is free movement of goods and humans across the country (Marinik, 2011). With the constantly-changing security threats emerging from terrorist attacks and hacking, there is need to review the transportation security regulations.
Target Audience
The primary target audience for this essay includes key stakeholders in the transportation sector of the economy. They include transport cabinet secretary, legislators, investors in the private sector, and members of the public. Others include heads of transport parastatals and private institutions. Security agencies are also included on issues that have security implic ...
The U.S. government has a variety of economic goals, including maintaining a stable economy, creating jobs, promoting economic growth, and managing the national debt. The national debt, which is the total amount of money owed by the federal government to creditors, has been a topic of much debate and concern in recent years.
One way to analyze the U.S. debt is to look at its historical trends and current levels. The U.S. debt has increased significantly over the years, reaching over $28 trillion in 2021. This increase in debt can be attributed to a variety of factors, including government spending on social programs, defense, and interest on the debt itself.
Another way to analyze the U.S. debt is to consider its impact on the economy and on future generations. Some argue that a high level of debt can lead to inflation, reduced economic growth, and a burden on future generations who will be responsible for paying off the debt. Others argue that the benefits of government spending outweigh the costs of borrowing, and that the debt is manageable as long as interest rates remain low.
When analyzing the U.S. debt, it is important to consider different perspectives and potential solutions. Some argue for increasing taxes or reducing spending in order to pay down the debt, while others suggest policies such as investing in infrastructure or promoting economic growth as a means of managing the debt. Ultimately, any solution to the U.S. debt will require a combination of economic analysis, political will, and public support.
Public Policy and AdministrationElected .docxmitziesmith74
Public Policy and Administration
Elected and appointed officials at all levels of government are faced with the dilemma of raising demands for services and diminishing financial resources needed to meet those demands. The traditional method of using a public agency to implement policy and deliver services is no longer possible or even desirable in many cases. Governments in the United States and throughout the world have formed partnerships with nonprofit or nongovernmental organizations as a means to implement policies and deliver services. In many cases, the new partnerships have placed administrators from two very different organizational cultures in direct contact with one another on a daily basis. Public and nonprofit administrators must learn to accommodate the organizational culture of their counterparts if the new partnerships are to succeed. Scholars studying in the fields of public and nonprofit administration can provide a great service to their counterparts in practice by addressing the research problem of how to integrate the organizational cultures of their two sectors.
The assignment:
Craft a 2 page paper in which you do the following:
Provide an introduction.
Provide a purpose statement.
Provide viable research questions and hypotheses.
Generate a written research plan that addresses the above questions.

ECON 301 Week 5 DiscussionsGroup 2 US Trade PolicySummaryFor.docxjack60216
ECON 301 Week 5 Discussions
Group 2 US Trade Policy
Summary
For our group project we have decided to research, analyze, and formulate an argument on the World Trade Organization (WTO) in regards to the US Trade Policy. In our paper we have discussed what WTO stands for and the goal of this organization. We have also addressed the latest form of trade negotiations among the WTO membership – Doha Development Round and the controversial topics of protectionism and free trade. Among the research we have performed, we as a group have come to a conclusion that we support this organization. Although there are incomplete developments that still need to be addressed, we continue to support this organization because of the fact that numerous nations come together in order to reform these conflicts.
Questions:
1. What makes free trade a better option than protectionism for the economic situation in the US?
2. What consequences would the WTO face if they acted unethically given their power?
Group 3 US Fiscal Policy
Fiscal Policy refers to the practice of monitoring spending levels and tax rates to try and influence our economy. Before the Great Depression, which started in the late twenties, our government had a hands off approach to the economy or a laissez-faire approach. After the Second World War it was deemed necessary for the government to become involved in our economy. (Heakal, Reem) They decided this would be necessary in order to attempt to influence unemployment, the business cycle and inflation. Of course there are many different ideas on the best approach and way to accomplish this.
The government takes initiative in trying to regulate unemployment, unemployment benefits, and taxation. They do this through the use of what is known as automatic stabilizers, which are programs and policies meant to balance fluctuations in the economy. During a recession, automatic stabilizers are expanded, and during an economic boom, the automatic stabilizers are reduced. An example of this would be unemployment benefits (David Weil). When there is a recession and unemployment is high, the government spends more money on unemployment benefits, whereas when the unemployment is low, the government spends less money on unemployment benefits. According to William J. Carrington, an analyst of the Congressional budget office, some of the fiscal policies used to reduce unemployment include household assistance (reducing employees’ taxes, increased unemployment insurance expenditures, and more refundable tax), business assistance, and financial aid to the states. Carrington also shows that to reduce unemployment, unemployment benefit policies must be modified such as an extension to the duration of benefits, reemployment bonuses, and offering wage insurance. Fiscal Policy can also be used to influence new ideas like those in alternative energies.
The United States government often tries to finds ways to stimulate the economy while looking towards its future. T ...
Embracing GenAI - A Strategic ImperativePeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.
Operation “Blue Star” is the only event in the history of Independent India where the state went into war with its own people. Even after about 40 years it is not clear if it was culmination of states anger over people of the region, a political game of power or start of dictatorial chapter in the democratic setup.
The people of Punjab felt alienated from main stream due to denial of their just demands during a long democratic struggle since independence. As it happen all over the word, it led to militant struggle with great loss of lives of military, police and civilian personnel. Killing of Indira Gandhi and massacre of innocent Sikhs in Delhi and other India cities was also associated with this movement.

June 3, 2024 Anti-Semitism Letter Sent to MIT President Kornbluth and MIT Cor...Levi Shapiro
Letter from the Congress of the United States regarding Anti-Semitism sent June 3rd to MIT President Sally Kornbluth, MIT Corp Chair, Mark Gorenberg
Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202

Based on your readings and explorations of the text, define and describe Federalism,
explaining what it is, what it means, and how you think it has changed over time. Do you
think the modern day use of “federalism” reflects its original intended meaning? Why or
why not? Please explain using your reading of the text, course materials and research this
week.
WEEK 1 DQ 2
BPA 301 Week 1 Discussion Question 2
Define at least three (3) of the following major theories in the development of public
administration (Formalistic, Reactionary, The New Public Administration, Post New
Administration). Within your definitions and explanations, identify at least two (2)
individual/theorists, or people who made great contributions to the theory or beliefs,
explaining why. Be sure to explain your understanding completely using your reading
from the text and course materials.
BPA 301 Week 1 Discussion Question 3
Why do you think local governments are having such a problem funding the services that
their constituents demand? Give an example of this situation in your local community or
one that you are familiar with, and explain why this is a problem. Connect this to some of
the course material you’ve explored this week to back up, support and substantiate your
points.
In recent history, local governments have had issues funding partially from a property tax
freeze. The freeze creates a particular amount of increased property tax each year. The limited
2. amount of property tax and plummeting sales tax revenues creates a challenge in establishing
budgets which increase in costs and have no income. My town rarely needs to establish a budget;
although it receives funding from weather activities in the case the situation calls for extra
funding. As of last year, there had to be a snow budget implemented in order to recover from
some overspending that was done at the end of the year because of some unusually large
snowfall.

The introduction of laws and policies have established institutions of public
administration which seem to bump heads with Federal laws; in result, there is not relief

WEEK 2 DQ
BPA 301 Week 2 Discussion Question 2
Why do some communities have access to increased financial resources more than others?
Should there be more of an equal distribution by the federal government or even local and
state governments in this area of public finance? Why or why not? And how would you
4. equalize the playing field more, do you think? Use substantive and concrete information to
support your points, using the text, course materials and research.
BPA 301 Week 2 Discussion Question 3
Research the difference but sometimes connectedness of sales tax versus income tax. How
are they defined, and what is the connection, or is there one? What is your opinion
regarding the equity of sales tax versus income tax? (Include what your sales tax and
income tax is where you live in your response.)
The sales tax versus income tax issue translates to individuals with a low income not paying
income tax, but they do need to pay a sales tax for everything they purchase. This structure
appears to be somewhat unfair to lower income families in comparison to high income families.

6. In the United States Federalism is defined as the progressive relationship between the
federal and state government. Presently, Federalism has become the scenario were the federal
government has authoritative powers over state governments. The federal government does have some
leverage over state governments; however, local governments are still responsible for establishing their
own laws and policies. In fact, state governments are responsible for hosting their own public
administration process. This same definition of Federalism causes conflicts within the government. In
particular, the arrangement creates a conflict between the laws created and their cooperation from both
state and federal agencies. The most under appreciated department in the United States government is
the United States Census Bureau, the department which overlooks the services provided.
Public Education and the role of the Department of Education
BPA 301
7. In the United States, Public Education is the most important element of the
democratic process. This logic is the reasoning for the existence of public education in the
United States. The Department of Education, as part of the Federal Government, is the
leader in providing public education for the entire United States. The Department of
Education (ED) has internal objectives that they need to obtain in their mission to provide
education for all citizens of the United States. Each of their goals and objectives are better
explained through their programs and initiatives. For example, president Obama recently
signed a law known as the ED Recovery Act. This Act generates $67 billion in grants for
students and 40,000 jobs were created because of these ED grants; of which, 325,000 jobs
were in the educational field. The progress of ED is directly related to the performance of
other government entities in regards to funding, policy making, and judicial rulings.

Roles of Administrators: Public and Private Sector
BPA 301
9. There is many things that the administration of public and private sectors have in common, although there
followed by several differences. In regards to similiarity, both sectors share the desire to achieve goals through
the administration process. However, the biggest difference between the two is that the management processes
are different. The Public sector is primarily managed by the government while private sectors are managed by
an individual or private group. The management for each sector establishes their own methods and tactics but
the desire to achieve the ultimate goal is something both sectors share.
The administration of both public and private sectors include the basic management functions: organizing,
planning, resourcing, and controlling. Each of the two sectors has the responsibility to follow these functions in
order to achieve the desired goals and maintain effective daily operations.

Education has always been a significant issue in the United States of America. In fact, many Americans
see education as the gateway to survival of democracy, production of the economy, and overall basic knowledge.
Throughout American history, there has always been importance placed on educating the poor on basic
10. knowledge at the least. In the past, education was based on the responsibility of the parents, but as of state, it’s the
responsibility of the entire country. Federal funding for education is strictly focused on maintaining a strong
educational platform in American because the evolution of the country depends on it. Federal funding permits
there to be educational programs such as elementary, secondary, and teriarity education to be available for
qualified applicants. In addition, the funding makes certain programs available for students that are disadvantaged
or disabled. All applicants must go through a process in order to apply for a grant from the government.

Pubic Administration and the Affect of Diversity Policy
BPA 301
12. The evolution of the United States as a multicultural nation has also created the evolution of public
administration. The introduction of new cultures, race, and ethnic diversities has created adjustments to the
creation of public programs and services. In particular, affirmative action is the single factor that is stimulating
public programs and services relating to racial and ethnic diversity. There isn’t any area in public administration
which is not influenced by policy and laws governed by affirmative action.
Qualities of Effective Leaders
BPA 301
Qualities of Effective Leaders
13. The culture of a company is deemed to start from the top. A team of personnel takes direction from the
department manager, and that manager takes instruction from his/her leader; the cycle continues until it reaches
the board members or CEO. This process is identical in both private and public sectors so both are inclined to
achieve an independent movement that will lead to one particular objective. Inside the field of public services and
programs, otherwise referred to as public education, leadership is the prime factor in achieving success.
What are the qualities of effective leaders in public education?

research opportunities. The wide spectrum of ED services makes the research, funding, and miscellaneous
opportunities impressive. The website for ED is based on the presentation of vast information regarding
educational opportunities. However, the vast amount of data on the site results in difficulties for the user
because navigation is more complex. Take special attention to the numerous amounts of links on the site:
Public Policy Trends In Public Administration
BPA 301
17. What is the intention of public education? There was one point in time when education was exclusive to wealthy
sons of the monastic community. Progressively there were more people exposed to education which ultimately
led to minorities and women being educated to a certain extent. Education did not have a standard throughout
the country so each state and social class had access to a certain quality of education. Moreover, education was
rather limited because women were subject to homemaking skills while men were exposed to automotive
education. Interesting enough, there was a point in time were only land owners had the opportunity to achieve
quality education. Historically, anyone who did not own land or female were prohibited from receiving an
education and wouldn’t be allowed to vote. Public education in this day in age is available for any race, gender,
or ethnicity. Moreover, public education is available to everyone because the funding is provided by state and
local governments; as a result, individuals are not affected financially by pursuing an education. The exact
amount of funding, policies, and procedures varies from state to state. In fact, procedures and policies vary as
well because the responsibilities of public education fall under the local government more than the federal
government.
