MISCELLANEOUS
Instructor with the National Labor College in Silver Spring,
Maryland specializing in Worker Education and Training; more
specifically, the Nationally Recognized Railway Workers
Hazardous Materials Training Program. This training meets the
minimum training requirements of OSHA (1910.120) and DOT
(49 CFR, 172, Subpart H). As an instructor, I am mandated to
deliver training to comply with the American National Standard
Z490.1; which is the Criteria for Accepted Practices in Safety,
Health and Environmental Training.
Areas of Discipline include but are not limited to the following:
• DOT Training in the Emergency Response Guidebook
• National Institute of Occupational Safety and Health
(NIOSH) familiarization.
• Association of American Railroad Guidebook (AAR)
• Areas of Jurisdiction; FRA vs OSHA
• Use of Respiratory Protection and Chemical Protective
Clothing
• Hazardous Recognition In the Rail Industry Overviews
• Material Safety Data Sheet Training (MSDS)
• Confined Space Training
• Emergency Response and Emergency Action Plan Training
• Regulatory Standards; both FRA and OSHA
• Industrial Hygiene awareness to identify hierarchy of
administrative and engineering controls in the rail industry
• 30 year familiarization with Code of Federal Regulations
Parts 200-229 as they pertain to the rail industry
PROFESSIONAL DEVELOPMENT
Instructor training and development is an essential requirement
delivering effective health and safety training; more so in today’s
post 9-11 world where rail workers each day face new and
potentially devastating risks with minimal or no training.
Considering the recent and highly publicized threats to rail
security, untrained railroad workers could potentially be called
upon in a disaster as skilled support personnel. To counter this
threat to Rail Workers, I have been trained to deliver the following
in addition to my formal education:
• Instructor Course to deliver training in Occupational Safety
and Health Standards for General Industry (OSHA 501)
• National Environmental Safety and Health Training
Association (NESHTA) completion authorized to teach the
Federal Emergency Management Agency (FEMA) Incident
Command System Training Programs G195 and G196 and
the Department of Justice Weapons of Mass Destruction
Awareness and Operations Training Program
• OSHA 5600 Disaster Site Worker Safety trainer authorized
to provide training for the 16 Hour Disaster Site Worker
Safety Program and NIEHS Weapons of Mass Destruction
training. Training was authorized through the National
Institute of Environmental Health and Safety (NIEHS),
Kirkwood Community College in Cedar Rapids, Iowa, who
is the Midwest OSHA Education Center for training.
PERSONAL ACCOMPLISHMENTS
• Thesis for my Bachelors Degree was one of six articles
chosen for publication in the 1999 Articles of Compendium
and Research for the National Institute of Environmental
Health Sciences (NIEHS). Major impetus was on
identifying regulatory concerns in the rail industry; more
specifically as they pertain to safety initiatives undertaken
with management, labor and the regulatory agencies with
jurisdiction in rail operations.
• Published article in my involvement in Health and Safety
from a union perspective in book titled, “For Labor’s Sake,
by Art Shostak; By University Press of America, 1995.
• Signatory to, and development of a Single Collective
Bargaining Agreement that set a National Precedent in the
Rail Industry. Combined over 200 years of Collective
Bargaining Agreements from 39 States into what
culminated into the largest Labor Contract in the history of
U.S. Railroads. This historic, living, breathing document
modernized the rail industry and will be the dominate
contract for decades to come and one I am especially proud
to be signature to.
