• Resident Billing is the practice of calculating resident utility charges and
generating statements to recover the costs of utilities from your residents.
• Resident statements can be for utilities only: water, sewer, gas and
electric

with rent and all other recurring charges from your Rent Manager

Utilities charges may be calculated utilizing an allocation
method, often referred to as a Ratio Utility Billing Service
(RUBS), or from actual meter reads (Sub Metering).
Two Types of Billing Methods
• RUBS = Ratio Utility Billing System
• Allocating utility costs to residents based on a formula.
• Sub-metering
• Metering system that allows a property manager to bill residents for
individually measured utility usage.
RUBS stands for Ratio Utility Billing System, and is a cost-effective and fair alternative to submeters. RUBS essentially
divides a utility bill among your residents based on certain criteria.
If you are thinking about billing back for utilities and want to implement RUBS, here are the different calculations to
consider.
Occupants per Unit
This calculation evenly splits the utility bill between each occupant in a unit, and is commonly used for water bills.
The logic behind this method is, if more people live in a unit, they will consume more of a given utility.
Property management companies love using this allocation method. It’s a clean split that makes sense to residents, and it
solves the problem that the more people that live in a unit, the more utilities the unit consumes.
Square Footage of Unit
Some property management companies calculate utility bills based on the square footage of a unit. This method is often
used for gas bills.
The logic behind this method is that larger the unit, the higher its utility consumption will be.
The gas needed to regulate the temperature in a 1,000 square foot unit will be much higher than in a 500 square foot unit.
Before committing to this formula, you should take into consideration each unit’s design. An apartment might be larger,
but that does not mean it has more water appliances or occupants as smaller units, thus disproportionately allocating
back.
Combination
You can also use a calculation that accounts for the unit’s total occupants and the square footage.
The logic being: larger units and more occupants will result in higher utility consumption. While it has the benefits of each
of the above methods, it also carries the pitfalls.
X-Factors
Adjusting for x-factors is crucial for making a fair allocation.
What are examples of x-factors? Perhaps some units are equipped with a washing machine. Maybe you have units with
more bathrooms, which will use more water, or units with fireplaces, which use more gas.
To solve for these variables, we simply add in a multiplier to ensure one resident is not paying more than their fair share.
We might notice a washing machine uses 30% more water so we assigned it a factor of 1.3x per month.
Regardless of which RUBS method is chosen, the benefits are the same – you’ll recoup more of utility costs, have
stronger expense forecasting, and see reduced utility consumption.

Submeters

Submeters precisely track each apartment unit’s utility
consumption, allowing PayLease to accurately bill residents for
their share of the bill.
• Benefits of submeters include highly accurate measurements and
charges, maximized utility recoupment for a property, and
increased visibility and conservation by residents.
• Although submeters come with an upfront capital investment cost
(which typically has a payback period of less than a year), the
cost is highly outweighed by the additional revenue they generate
which adds to the property’s overall value.
For billing calculations, monthly consumption is multiplied by the
appropriate rate to create custom utility charges for each unit.

• Step 1: Resident data is captured from Rent Manager
• Step 2: PayLease obtains your property’s utility bills through an
automated feed.
• Step 3: Utility charges are calculated utilizing RUBS or submeters
• Step 4: A prebill displaying calculated charges is generated
allowing Property Managers the ability to review and approve all
charges before the statements are distributed to residents.
• Step 5: A final data pull from Rent Manager is made to capture
the most recent charges
• Step 6: Resident statements are generated and distributed to
residents

  • 18. Utilities charges may be calculated utilizing an allocation method, often referred to as a Ratio Utility Billing Service (RUBS), or from actual meter reads (Sub Metering).
  • 19. Two Types of Billing Methods • RUBS = Ratio Utility Billing System • Allocating utility costs to residents based on a formula. • Sub-metering • Metering system that allows a property manager to bill residents for individually measured utility usage.
  • 20. RUBS stands for Ratio Utility Billing System, and is a cost-effective and fair alternative to submeters. RUBS essentially divides a utility bill among your residents based on certain criteria.
  • 21. If you are thinking about billing back for utilities and want to implement RUBS, here are the different calculations to consider.
  • 22. Occupants per Unit This calculation evenly splits the utility bill between each occupant in a unit, and is commonly used for water bills.
  • 23. The logic behind this method is, if more people live in a unit, they will consume more of a given utility.
  • 24. Property management companies love using this allocation method. It’s a clean split that makes sense to residents, and it solves the problem that the more people that live in a unit, the more utilities the unit consumes.
  • 25. Square Footage of Unit Some property management companies calculate utility bills based on the square footage of a unit. This method is often used for gas bills.
  • 26. The logic behind this method is that larger the unit, the higher its utility consumption will be.
  • 27. The gas needed to regulate the temperature in a 1,000 square foot unit will be much higher than in a 500 square foot unit.
  • 28. Before committing to this formula, you should take into consideration each unit’s design. An apartment might be larger, but that does not mean it has more water appliances or occupants as smaller units, thus disproportionately allocating back.
  • 29. Combination You can also use a calculation that accounts for the unit’s total occupants and the square footage.
  • 30. The logic being: larger units and more occupants will result in higher utility consumption. While it has the benefits of each of the above methods, it also carries the pitfalls.
  • 31. X-Factors Adjusting for x-factors is crucial for making a fair allocation.
  • 32. What are examples of x-factors? Perhaps some units are equipped with a washing machine. Maybe you have units with more bathrooms, which will use more water, or units with fireplaces, which use more gas.
  • 33. To solve for these variables, we simply add in a multiplier to ensure one resident is not paying more than their fair share.
  • 34. We might notice a washing machine uses 30% more water so we assigned it a factor of 1.3x per month.
  • 35. Regardless of which RUBS method is chosen, the benefits are the same – you’ll recoup more of utility costs, have stronger expense forecasting, and see reduced utility consumption.
