In this paper, we examine how to use networks with smartphones for providing communications in disaster recovery.
By lessening the communication gap among different kinds of wireless networks, we have designed and implemented a system
called TeamPhone, which provides Android phones the capabilities on communications in disaster helper. TeamPhone
consists of two components: a messaging system between rescue worker and the victim and a self-rescue system. The
messaging system between rescue worker and victim integrates cellular networking, ad-hoc networking, and opportunistic
networking seamlessly, and enables proper communication. The self-rescue system finds different communication network
ways for trapped survivors. Such a group of Android phones can cooperatively get a notification and send out emergency
messages in an energy-efficient manner with their location and position information so as to help rescue operations. We have
implemented TeamPhone as a prototype application on the Android platform and deployed it on all types of smartphones from
Samsung to Redmi and others. Results demonstrate that TeamPhone can properly enhance communication requirements and
increase the pace of disaster recovery. We are creating three applications with a centralized cloud for communication. First for
the admin who will monitor victim and rescue worker on Google map and other two for rescue worker and disaster victim.

Mountain torrent disaster occurs frequently depends on the weather of mountain’s country. It can be distinguished and predicted by monitoring and early warning system to provide the safety reference in disaster presentation and reduction. This paper presents the analysis and key management of monitoring and early warning system of mountain torrent which mainly includes monitoring system and early warning system of water and rain information. In order to achieve better effect of disaster prevention and reduction, establish an organization system of mass observation and mass prevention and enhance training propaganda. The monitoring system of water and rain information mainly includes network layout of water and rain monitoring station, information acquisition, information transmission and communication networking and configuration of devices. Early warning system of mountain torrent is composed of platform-based early warning system of torrent defense and early warning system of torrent mass observation and mass prevention. And also appended short description of publicity and training includes popularization of knowledge about disaster prevention; preparations of disaster prevention, maintenance and operation of monitoring and warning facilities, publicity and rehearsal of proposal.
DATA ANALYSIS AND PHASE DETECTION DURING NATURAL DISASTER BASED ON SOCIAL DATA
Social media becomes a communicating channel during a natural disaster for detecting disaster events
because people share their opinions, feelings, activity during the disaster through the Twitter. Twitter is not
simply a platform for broadcasting information, but one of informational interaction. So, we use this
platform for mining various disaster relevant tweets during a natural disaster. We examine more than
4,500 tweets during crisis moment. In this paper, we propose a classifier for classifying the disaster phases
using social data and identify these types of phases. We use KNN, a machine learning classification
algorithm for classifying the disaster relevant tweets. By knowing different phases of a disaster, response
teams can detect where disaster will happen; the medical enterprise can be prepared to mitigate the
damage after disaster and neighborhood area may also be alert to face the disaster. We classify the
disaster-related tweets into three phases that are: pre (preparedness before the disaster event), on (during
disaster event), post (impact and recovery after the disaster).We also take the geolocation with latitude and
longitude of the disaster event for visualizing it using an earth map which can be useful to emergency
response teams and also increase social awareness of the disaster.

- 2. Introduction The Earth's climate is changing, Temperatures are rising non uniform snow and rainfall patterns. Other extreme and abrupt climate changes. Disasters don’t occur by informing it occur by chances (randomly). Either the proactive measures can be taken or the right decision at the right time with right manner must be taken.
- 3. Objectives To provide information services before and during the disasters.
- 4. Major Features Service oriented interface Map with information of Hospital, Permanent structures, Fire Stations and free spaces Temp, Rainfall information that get its link from real time websites like www.accuweather.com an Emergency Button When clicked takes the GPS location of the user and the app will ask to choose for the emergency service necessary. For e.g. landslide, flood, fire, earthquake etc. For e.g. if he clicks on earthquake the app will calculate the minimum distance between the user location and the free spaces with the information of hospitals nearby.
- 5. Conclusion Application regarding proactive measures and after disaster management have been increasing day by day but information provider during the disaster are rare So this app can be beneficial for service user and provider.
