Installaties zijn een essentieel onderdeel van een gebouw. Naast de focus op een optimaal binnenklimaat en het energieverbruik heeft de ontwerper van de installaties ook substantiële invloed op de milieuprestatie van het gebouw. Hier komen gelijk een paar vragen naar boven:
Is het beter om meerdere kleinere luchtbehandelingskasten toe te passen of is centraal beter?
Is warmteterugwinning daadwerkelijk een duurzame keuze?
Welke impact heeft onderhoud van de installatie?
Passen de installaties in een concept van circulair bouwen?
Tijdens de sessie krijgt u inzicht in het speelveld van milieuprestatie van gebouwen, verplicht onderdeel vanuit bouwbesluit en zeer belangrijk binnen duurzaamheid labels als BREEAM, de bijdrage van installaties en de effecten van verschillende keuzes. Door de VLA is, als koploper binnen de sector, de afgelopen jaren veel geïnvesteerd om alle milieudata van luchttechnische installaties geverifieerd in de nationale milieudatabase te krijgen.
U krijgt tijdens deze sessie inzicht in deze data en bent daarna in staat om ook op milieuprestatie het onderscheid te kunnen maken in uw installatieontwerp.
Navraag leert dat er nog veel onduidelijkheid bestaat over ErP-wetgeving, Ecodesign en Energy labeling. Tegelijkertijd vindt er een verdere aanscherping plaats. Een goede reden om hier duidelijkheid in te scheppen, zodat u precies weet waar u op moet letten.

Editor's Notes
Goedemorgen dames en heren, Deze sessie is gericht op zogenaamd energiearm asfalt, oftewel asfalt dat met minder brandstof tot een verwerkbaar goedje wordt gemaakt. In de praktijk betekent dat een lagere productietemperatuur. In mijn presentatie wil ik niet zozeer de focus leggen op alle technische details van deze asfaltmengsels of vergelijkingen tussen de verschillende mogelijkheden. In plaats daarvan probeer ik kapstok aan te reiken voor een discussie over de huidige status van dit soort producten en de toekomst ervan. Oftewel, een kader voor discussie die we in deze zaal, dan wel daarbuiten kunnen voeren.
Waar staan we op dit moment ? We hebben allerlei technieken beschikbaar waarmee de productietemperatuur omlaag kan worden gebracht. Veel van deze technieken hebben zich ook al op meerdere plaatsen in de wereld behoorlijk bewezen. Wij zijn wat dat betreft zeker niet het enige land dat met dat onderwerp bezig is. Er worden allerlei proeven uitgevoerd en ook zie je behoorlijk wat pilots van de grond komen. Echter, dat is toch vaak op bescheiden schaal en vaak bij particulieren en/of lagere overheden. Promotie is er genoeg, zowel in de vorm van publicaties als in de vorm van bijeenkomsten zoals deze waar we nu bij zijn. Ook steken er af en toe bestekken de kop op waarin duurzaamheid, specifiek lage temperatuur asfalt wordt gespecificeerd. O.a. in de vorm van het voorschrijven van een maximum productietemperatuur. In de loop van de presentatie hoop ik duidelijk te kunne maken dat hiermee wel heel dwingend een richting wordt opgelegd. Maar goed, er gebeurt dus van alles. Tegelijkertijd moeten we constateren dat zowel in Nederland als daarbuiten, de toepassing in de praktijk eigenlijk maar mondjesmaat plaats vindt. De toepassing is incidenteel en zeker nog geen algemeenheid. Daarbij is moet ook niet altijd duidelijk waarom het wordt toegepast, is dit de energiebesparing of de CO2. daar waar enkele jaren gelden het toch vooral ging om de ‘eindige energievoorraden´ is de (publieke) aandacht vooral gericht op klimaatveranderingen en CO2, waarmee, in mijn ogen niet geheel terecht, CO2 gelijk wordt gesteld aan energieverbruik.
Om de huidige status van lage temperatuur asfalt te begrijpen is en om inzicht te krijgen in de toekomstmogelijkheden is het van belang in te zien welke factoren allemaal mee spelen. Met dat inzicht kan niet alleen worden vastgesteld of er een echte toekomst is, maar ook hoe deze , voor zover dat uiteraard wenselijk is, gestimuleerd kan worden. Ook geeft het aan welke verwachtingen gesteld mogen worden. Laten we wel wezen, het hebben van een te hoge verwachting aan een ontwikkeling betekent in de praktijk maar al te vaak een voortijdig einde van en op zich goed initiatief. Welke factoren spelen zoal een rol ? Centraal staat de vaag waarom er gekozen wordt voor een lage temperatuur asfalt en welke motieven daar aan te grondslag liggen. Gat het om energie, CO2 of andere emissies. Is het vanuit een interne drive of onder publiek druk dan wel economisch belang. Dit is eigenlijk de kern van de vraag die altijd gesteld moet worden. Daarnaast zijn er dan nog een hele serie andere factoren die hier mee samenhangen of deze motieven vorm geven. Uiteraard moet de technologie aanwezig zijn. Deze bepaalt of er vertrouwen is in het product zelf. Immers, de basis is dat het moet functioneren voor zijn primaire taak. Hoe goed het product of concept ook is, als het te duur is, wordt het niets. Met andere worden, de economische waardering van de eigenschappen is van groot belang. Mijnpersoonlijke ervaring is dat dit zeker in het verledens nogal wat initiatieven de das om heeft gedaan doordat indirecte pluspunten niet gewaardeerd worden. IN dit kader is het duidelijk dat de verschillende spelers en vooral de rol die zijn spelen een grote invloed heeft. Uiteraard moet een productie niet alleen goed zijn voor het milieu (in dit geval bijv. het energieverbruik), het moet ook voldoende lang zijn functie kunnen vervullen.
Om toch even de technologie er bij te halen. Wat is er zoal beschikbaar ? Uit het lijstje blijkt wel dat er meerdere concepten beschikbaar zijn. Met behulp van wassen of specifieke chemicaliën is het mogelijk de viscositeit van bitumen in de productiefase te verlagen . Op die manier kan de productietemperatuur worden teruggebracht tot 110 – 15 graden, afhankelijk van de gebruikte producten. Dit soort producten is al langere tijdaanwezig en heeft zich in de praktijk voldoende bewezen. Het asfaltproduct dat er mee wordt gemaakt kan als minimaal gelijkwaardig worden beschouwd. In sommige gevallen is het zelfs zodat er civieltechnische voordelen aan verbonden zijn, bijv. mbt de weerstand tegen spoorvorming. Geheel terug gaan in temperatuur is ook mogelijk. Denk daarbij aan de EAB die echter beperkt is in toepassingsgebeid. Mara inmiddels hebben we als KWS in Gelderland de eerste proefvakken aangelegd met een emulsieasfalt die dezelfde sterkte moet hebben als regulier asfalt maar ook Infant achtige systemen,waarbij warme emulsie word gebruikt behoort tot de mogelijkheden. Weliswaar was Infant gericht op het hergebruik van teerhoudend asfalt, maar het kan ook heel goed op schoon asfaltgranulaat. Deze concepten zijn gericht op maximale energiebesparing, waarbij civieltechnische voordelen geen item zin. Hiertussen is het gebied van het zogenaamde schuimen. Door de bitumen te mengen met water en een beetje lucht kan het opgeschuimd worden. Daarmee wordt de viscositeit van de bitumen zelf niet verlaagd, maar is wel een verwerkbaar mengsel te maken. Op deze wijze kan de productietemperatuur teruggebracht worden naar zo’n 90 110 graden Celsius. Shell heeft hier nog een variant op gemaakt op basis van een twee fase omhulling die inhoudt dat er een prod. Temperatuur is van ca 130 °C. Iets dergelijks kan ook op een ander wijze worden gerealiseerd, waarbij de ingrepen in de installatie beperkter zijn. Eigenlijk gaan we dan een stukje terug in de tijd. Als een deel van het mineraal niet wordt gedroogd maar nat in het mengproces wordt ingebracht zal tijdens dit proces schuimvorming optreden. Door nu de meest vochtige fracties te kiezen (zand en/of asfaltgranulaat) kan sterk bespaard worden op de verdampingsenergie. En dat verdampen is waar de meeste energie in gaat zitten. Dit zijn opties om de temperatuur omlaag te brengen. Door minder brandstof te gebruiken wordt niet alleen energie bespaard, maar bepreken we ook de emissies en dus de CO2 uitstoot. Nu komt komt echter de vraag wat het doel is. Een lager energieverbruik leidt immers tot minde rCO2. maar, als het gaat om die Co2, kan het ook anders. Bijvoorbeeld door het gebruik van Biobitumen. Hierbij is een deel van de bitumen vervangen door olie uit plantjes. De co2 die nodig is om de plantjes te laten groeten , verrekend in de hoeveelheid toegepaste komt overeen met de hoeveelheid CO2 die wordt uitgestoten bij de productie van asfalt: adat zijn overigens niet min berekeningen, maar die van, in dit geval ESGHA, ontwikkelaar van deze variant. En wat te denken van het hergebruik aan oud asfalt. Dit levert in de centrale weliswaar eerder meer energieverbruik op dan minder, maar in de keten leidt het tot een energiebesparing. Ziedaar het dilemma± wat wil je bereiken en op welk niveau…. =
Het hergebruik van oud asfalt is, als j praat over energieverbruik eigenlijk het beste handvat om iets te bereiken. In het kaden van de meerjarenafspraken is onderzoek gedaan wat de energieconsequenties zijn van het inzetten van oud asfalt. Daar bij is gekeken naar zowel het verbruik in de productie-installatie zelf, als de keten er voor en er na. Als je dat in beeld brengt blijkt dat een verhoging van het percentage oud asfalt van 10% leidt tot grofweg een energiebesparing )en daarmee CO2’ van 20% in de keten ! Nog los van het duurzaamheidvoordeel mbt de grondstoffen……
Onafhankelijk van de specifieke techniek kunne we mbt de technieken voor energie arm asfalt stellen dat ze een energiebesparing inhouden van 20 – 40%, afhankelijk van de techniek en de gekozen referentie, met een gelijke CO2 reductie. Ook andere emissies worden flink beperkt door het verlagen van de productietemperatuur. Door de lagere temperaturen, zal ook de bitumen, het bindmiddel, minder verouderen wat weer een potentieel positief defect heeft op het gedrag van het geproduceerde asfalt, al kunne we dat nog niet goed kwantificeren. Voor de technieken op basis van additieven is vastgesteld dat ze veelal ook leiden to en gemakkelijker verlichtingsregiem, wat voor de verwerking een energiebesparing kan opleveren. Aan de andere kant geldt dat we aan asfalt steeds hogere eisen stellen, zeker als we kijken naar deklagen. Als we de intrinsieke eigenschappen van bitumen bekijken is de vraag reëel of het verlagen van de productietemperatuur uiteindelijk wel een positief effect heeft. Vooralsnog zijn we vooral bezig aan te tonen dat we met deze nieuwe techniek dezelfde kwaliteit bereiken als met regulier asfalt.
Dat wat betreft de directe effecten. Uiteindelijk is het echter het grotere geheel waar je als maatschappij naar zou moeten kijken. In dat kader is asfaltgranulaat een belangrijk item. Eerder is al aangegeven dat het hergebruik van belang is, zowel ivm het beperken van de grondstoffen als wat betreft de energiebesparing in de keten. Op locatie is echter een hogere energieverbruik het resultaat. Natuurlij kan ook bij lagere temperaturen met recycling worden gewerkt, maar de vraag ligt wel voor wat belangrijk is: energiebesparing in de keten of ter plekke. Hierbij speelt nog een technische discussie, immers er is altijd gesteld dat er een goede vermenging optreedt tussen oud bitumen en nieuw bitumen. Op het moment dat de temperatuur omlaag gaat weet je in ieder geval zeker dat deze vermenging minder wordt…. Waar in de MJA convenant aan PR een energiebesparing wordt toegekend is dit nog steeds niet het geval als je kijkt naar de regelgeving mbt CO2. Sterk nog, in de CO2 emissiehandel stimuleert het weglaten van asfaltgranulaat ! De vraag si of je dus bereikt wat je zou willen bereiken. Hierbij is de belangrijkste vraag of je je op de keten of lokaal moet richten. De productie is een klein stukje van de hele keten die leidt tot een stuk infrastructuur. Zonder te willen stellen dat deze dus niet belangrijk is, is het wel duidelijk dat je de focus breder zou kunnen of zelfs moeten stellen. Gaat het niet veel meer om de energie-footprint of de COP2 footprint van het project ipv en onderdeeltje daarvan. Laten we wel wezen een energiezuinig product in een “slechte”installatie zou wel eens gelijk kunnen zijn aan een regulier mengsel in een energiezuinige installatie. Ook de manier waarop we werken is een punt van aandacht. Als we ‘s nachts weren of onder koude omstandigheden (denk aan vorst project) kost dit bakken met energie. Dar is mogelijk nog veel meer winst te halen. Ik begrijp wel dat dit soms niet anders kan, maar het zet je wel aan het denken over de relativiteit van energie en CO2.
Een ander voorbeeld. KS heeft een wegdek ontwikkeld dat in staat is de verontreinigingen uit de uitlaat van auto’s af te breken. Zwel vwb NOx als andre org. Verontreinigingen. Et afbreken van een org. Verontreiniging leidt echter tot de vorming van water en het, in relatie tot het oorspronkelijke stofje) veel onschadelijker Co2. als je echter op CO2 wordt afgerekend zou het dus een onwenselijke situatie zijn. Kortom, er moeten keuzes gemaakt worden…..
Aannemer heeft een maatschappelijke verantwoordelijkheid. Maar, voor hem is wel van belang dat uiteindelijk vrijwel alle projecten worden gegund op prijs. Hij is dan ook sterk financieel gedreven. Overheid heeft duidelijk ook en ander belang, maar tegelijkertijd als uitgever van publiek geld sterk op laagste prijs gericht. Ka deze ook niet onderbouwde claims honoreren. Private opdrachtgever heeft weliswaar sterk resultaatsgevoel, maar kan net als consument zich meer laten leiden door eigen visie – gevoel. Tot slot de maatschappij. Zij bepalen in belangrijke mate of iets wel of niet belangstelling heeft , waardoor zij in sterke mate de overheid sturen. Maar risico is eenzijdigheid, denk aan emissies CO2
Drivers: Je hebt direct lokaal, in de asfaltcentrale een brandstofbesparing met bijbehorende CO2 reductie van 20 – 40%. Doordat het her en der de kop op steekt in bestekken wordt het ook wel toegepast. Het feit dat asfaltcentrales, ondanks dat ze aan alle regelgeving voldoen, steeds meer onder vuur komen te liggen mbt geur en andere emissies is een duidelijke push om bijv. in dit soort concepten te investeren. Ook is er het imago aspect, de arbeidsomstandigheden etc. Tot sot hebben sommige van deze concepten al dan niet potentiële voordelen die in de toekomst een plusje op de balans kunnen zetten. Tegenwerkende factoren zijn er ook: zeker in dit stadium zijn de LT concepten zeker niet goedkoper. In veel gevallen juist iets duurder, in de orde van - 3 euro per ton. Veel gehoord is de onzekerheid over het gedrag op langere termijn, en dat terwijl juist die lange termijn steeds meer terug komt in contracten. De relativiteit van de maatregelen in de productie zijn zojuist naar voren gebracht. aan het begin van de presentatie meldde ik dat er bestekken verschijnen waar specifiek wordt voorgeschreven wat er gedaan moet worden in een poging een duurzamer stukje infrastructuur te realiseren. Door dit expliciete voorschrijven worden andere initiatieven echter tegengehouden. Ook is het mogelijk ongewenste effect dat een middel wordt ingezet terwijl het eindresultaat eerder negatief uitpakt 9denk aan transportafstanden en productie) Recycling heb ik al besproken net als het feit dat mengsel die langer mee moeten gaan of extremer
Om af te sluiten geef ik hier, in relatie tot het schema uit het begin en aantal stellingen mee om over na te denken. Qua technologie denk ik dat er eigenlijk weinig struikelblokken zijn. Als je hebt over effectiviteit moet je je afvragen of dit een eerlijk argument is. Het gaat er om wat belangrijk kis en waarom. Daarbij moeten e niet vergeten dat de werkelijk belanghebbende de generatie van de toekomst is en die moet nog genoren worden. Zij kunne niet mee doen met de discussie Duidelijk moge zijn dat je geen oplossing hebt die overal antwoord op geeft. Ook is er geen oplossing die generiek toepasbaar is. Er zijn oplossingen in het productieproces die interessant zijn, maar als opdrachtgever zou je niet zozeer middelen moeten voorschrijven, maar doeleen.
