India holds an important place in the global education industry. The country has more than 1.4 million schools with over 227 million students enrolled and more than 36,000 higher education institutes. India has one of the largest higher education systems in the world. However, there is still a lot of potential for further development in the education system.
India has become the second largest market for e-learning after the US. The sector is currently pegged at US$ 2-3 billion, and is expected to touch US$ 40 billion by 2017. The distance education market in India is expected to grow at a Compound Annual Growth Rate (CAGR) of around 34 per cent# during 2013-14 to 2017-18. Moreover, the aim of the government to raise its current gross enrolment ratio to 30 per cent by 2020 will also boost the growth of the distance education in India.
Global governments are increasingly aware of AI's economic and social benefits. Many countries estimate that over 10% of their GDP will come from AI by 2030. To develop AI, countries are investing in infrastructure like 5G networks and data trusts. They are also increasing funding for STEM programs in universities and offering retraining to build the future AI workforce. For example, the UK plans to support over 1,000 AI PhD researchers by 2025 and China has launched a program to train 500 AI teachers and 5,000 students. Overall, nations like China, USA, France and Japan have significantly increased public funding for AI research, startups, and public sector adoption.

The blockchain is an emerging technology that serves as an immutable ledger, which allows transactions to take place in a decentralized manner. It has become a publicly available infrastructure for building decentralized applications and achieving interoperability. Blockchain-based applications ensure transparency and trust between all parties involved in the interaction. The blockchain also makes blockchain technology-based services interest to the education sector. Nowadays, educational organizations focus on online education and propose to create a system based on educational smart contracts in a public ledger. This public ledger will be shared between major offline educational institutes around the world. From a software architecture perspective, blockchain enables new forms of distributed software architectures across a large network of untrusted participants. The objective of this article is to apply blockchain technology in learning solutions and to propose a blockchain architecture to e-Learning solutions in Higher Education Systems. The proposed architecture exploits the benefits of the blockchain and offering security, anonymity, longevity, integrity, transparency, immutability and global ecosystem simplification, in order to create a globally trusted higher education credit system.

The Polytechnic ensures that its values of excellence, learning and innovation are achieved by designing curricula that meet international standards as well as national and individual needs through continuous consultations with the industries and international education institutions. The development of computer and technological literacy is a significant predictor for success in the workplace and is also one of the key skills that the polytechnic provides through its programmes to students and faculty. This paper explores how computer literacy and skills are acquired by educators and students through International Computer Driving License (ICDL) tools employed at Bahrain Polytechnic. The study also considers the challenges that hinder learners from completing the requirements of ICDL. If adequate numbers of faculty and students have already learned basic computer skills, then the question facing the polytechnic is if computer literacy should continue to be taught at all levels. To answer this question, ICDL tests were administered to ascertain the computer literacy level of existing faculty and students. The results of the tests will determine which ICDL tests students and faculty should be placed on in order to address their computer literacy needs.

The Smart Portal system will be useful in document extraction during the admission process as well as it will be used for requirement of details and document of a candidate during interview. This project is intended to develop an application based system where student data and documents will be stored on a server and create a smart profile on the basis of student data. Student can also use that data and document anywhere anytime. The main aim is to provide a common application for all parts of education. Where each necessary details and document of a student will be available on one single portal also can be accessible by other higher authorities. Additionally, evaluating the profile and clustering of students can be done for better recommendation.
The Smart Portal system will be useful in document extraction during the admission process as well as it will be used for requirement of details and document of a candidate during interview. Students can upload their data and documents on the server after registration. Then their data will be analysed by the system by evaluating and clustering. This data is retrieved using QR code scanning system or Email verification/ OTP.

2. Bangladesh to Use $208 Million It Project Fund
For Blockchain Training
As per news reports, the Bangladesh Government plans to train graduates in
Japan and India with its IT project fund. The first phase would involve sending the
graduates for the training, which will be held in India and Japan. Bangladesh
authorities are planning on sending a hundred graduates for this training program
to boost their expertise in the fields of machine learning, cybersecurity, AI, and
distributed ledger technology.

3. Bangladesh also plans to send another 200 graduates of electrical and electronics
engineering and computer science and software to learn the future trends of
information technology. Candidates who are interested in applying for the program
can access the detailed description on the official website of Bangladesh Hi-Tech
Park Authority (BHTPA).

4. Bangladesh Hi-tech Park Authority, established in 2010, is a government agency
which is dedicated towards establishing, managing, and operating technology
business parks throughout India. It is one which has implemented projects such as
Kaliakoir Hi-tech Park and Jessore Software Technology Park.

5. As detailed in the news report, candidates below 32 years of age will have to
undertake an exam with the Information and Communication Technology (ICT)
Division to qualify. The program will be bankrolled by a governmental fund which is
created in association with an Indian line of credit for establishing twelve district
ICT and hi-tech parks. The project’s fund which is worth 17.96 Billion Bangladeshi
taka was launched for implementation on July 2017 and will go on until June 2020.

6. There is now a new urge among people across the globe to learn all about
distributed ledger technology (DLT). An increasing number of institutions are
coming forward in this regard. There are many institutions for higher learning,
which are constantly striving to prioritize education and are developing programs
in distributed ledger technology.

7. In June, the Canada-based University of British Columbia (UBC) announced a
training program in distributed ledger technology and blockchain for Masters and
PhD students. According to the press release on June 11, the training path,
designed to build competency in the field of blockchain technology, will focus on
its application in four public benefit areas such as clean energy, health and
wellness, regulatory technology, and indigenous issues. UBC revealed that they
hope to train 139 students over a period of six years.

part of the University Blockchain Research Initiative (UBRI). The University of
Tokyo plans to award scholarships to students involved in blockchain research.
The Economics Department of the University will organize seminars on blockchain

research in areas such as remittances and supply chain management.
