Regional planning deals with the efficient placement of land-use activities, infrastructure, and settlement growth across a larger area of land than an individual city or town. Regional planning is a sub-field of urban planning as it relates land use practices on a broader scale. It also includes formulating laws that will guide the efficient planning and management of such said regions.
Regions require various land uses; protection of farmland, cities, industrial space, transportation hubs and infrastructure, military bases, and wilderness. Regional planning is the science of efficient placement of infrastructure and zoning for the sustainable growth of a region. Advocates for regional planning such as new urbanist Peter Calthorpe, promote the approach because it can address region-wide environmental, social, and economic issues which may necessarily require a regional focus.
A ‘region’ in planning terms can be administrative or at least partially functional, and is likely to include a network of settlements and character areas. In most European countries, regional and national plans are ‘spatial’ directing certain levels of development to specific cities and towns in order to support and manage the region depending on specific needs, for example supporting or resisting polycentrism.
The Mumbai Metropolitan Planning Committee (MMPC) was formed under the provisions of the Maharashtra Metropolitan Planning Committee Act 1999 and has been entrusted with the task of preparing a Regional Plan for the Mumbai Metropolitan Area with help from MMRDA. Currently, the Regional Plan 1996 is in operation which was prepared by the Mumbai Metropolitan Region Development Authority (MMRDA) and sanctioned in 1999. The MMRDA was established under the MMRDA Act, 1974 and undertook the revision of the First regional plan prepared by the Regional Planning Board and sanctioned in 1973, under the provisions of the MR& TP Act, 1966.
The Mumbai Metropolitan Region extends over an area of 4355 sq. km and comprises Municipal Corporations of Greater Mumbai, Thane, Kalyan, Navi Mumbai and Ulhasnagar; 15 municipal towns; 7 non-municipal urban centers; and 995 villages. Its administrative limits cover Mumbai City and Mumbai Suburban Districts, and parts of Thane and Raigad District. There are 40 Planning Authorities in the Region that are responsible for the micro-level planning of the different areas.

Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

SoftTech Engineers Pvt. Ltd. (An ISO 9001:2000 company) is engaged in the information technology industry particularly in the business of providing software and systems integration services world-wide and has developed it’s proprietary a building Bye-laws software by name “AutoDCR” for automatic approval and sanctioning of building plans. The project constitutes the approval management information system integrated with CAD drawing scrutiny tool.India is on the verge of information revolution and with the changing perception of citizens, it is necessary to go ‘citizen centric’ . AutoDCR helps in enhancing internal efficiencies, providing transparent and efficient automated online services to citizens.
Today, especially in the developing country like India, Municipal Corporations are facing the challenges of rapid urbanization , haphazard development and a declining public image due to the increasing gap between service delivery and public expectations. Due to lack of proper and smooth systems, there are challenges like-Multiple agencies- There is no single point of presence for the citizens to avail the government services. The citizen needs to visit each department to avail a service provided by that department. (As the number of staff available in each department is much less that required, they need to stand in long queues).Manual reading of drawing-Authorities engaged are interpreting the rules as they could understand.Complex rules and bylaws-Complex nature of land records and many rules interrelated to each other.End-to-end traceability- In today’s paper based system, finding out status of proposal or locating a file of a particular proposal within rigid hierarchy and complicated procedures in corporations can be a very perplexing experience. There is no standard process for determining the efficiency of the staff. (It is nearly impossible to know the actual process being followed inside the department. It is also very difficult to know the status of the applications submitted to any department).Information not aligned-The information available with higher authorities is fragmented, contradictory, out-of-date, poorly indexed, or simply not of interest or use. There is no systematic way of collecting, maintaining and analyzing data/information that may be relevant for planning and approval purposes resulting in re-work and redundancy in data. Inadequate citizen interface-Dependence of citizens on any corporation for various services is huge. The citizens are expected to go to the service counters situated at the department premises for availing the services from a particular department, the waiting time for the citizens is very high. In the absence of monitoring system and manual interventions, there is a lack of efficiency in redressing citizen’s complaints.
Transparency- All the relevant building permission data will be made available to increase citizen’s knowledge base to achieve citizen empowerment through access to information. Escalation of Alerts on unnecessary delays.Accountability- Generation of regular MIS report & evaluation of workforce efficiency. Maps authorized roles and responsibilities.Collaboration- There will be a single point contact with the departments, reducing the time required for request the service and deliver the service. Enables collaboration between various departments.Acceleration- All the failures in the rules for any particular proposal will be conveyed to concerned architect at one time.Faster approval as every process will have a fixed accountability with time limit set.Innovation- Scrutiny of proposal by reading CAD drawing, eliminates lengthy manual process and Human errors, reduce the Architects and Authority's effort for drawing and calculation to save valuable time.
Proposal flow-Architect submits the plan and proposal basic data online.After initial scrutiny of the documents and chalan payment, the date of site visit is notified to the concerned officer and architect via system generated SMS.After detail document scrutiny & site visit, scrutiny of building plan is done by AutoDCR, reading layer based drawing entities, geometrically mapping them with development Control rules, generating scrutiny reports in just few seconds.-Proposal is rejected or forwarded to higher authority at various stages but within stipulated time period- Architects can view proposal status, scrutiny reports and approved drawing copy in PDF format online.
When submitting new proposal the Architect will have to fill in the relevant details, attach drawing file & submit case for scrutiny online.Online proposal submitted by architect is received by single window clerk.The person at Single window accepts the proposal only if all the relevant mandatory and optional documents are present.
AutoDCR reads data from CAD drawing, establishes relationship between various entities, Impose specific proposal conditions, geometrically maps each & every entity by corresponding with complex & interlinked rules. Analysis is done as per development control regulations by AutoDCR. Tables and report are saved with drawing. This helps in accuracy in area calculations & reduction in the Authority’s effort for drawing and calculations.
Hassle free online payment of fees -The challan payment is done in the bank and verification is sent to Single window through this bank console.The payment is made in the Bank against the temporary no. of the proposal and an acknowledgement receipt is generated.
After scrutiny, Proposal if rejected, objection list with reasons is given to applicants. If approved, permission certificate is issued to the applicant.
The higher authorities can get an overall idea about all the proposals and also get to know the status of any proposal in their console . Certain reports are also provided in this console showing the weekly/monthly revenue collection, monthly/yearly permissions granted, efficiency of the employees etc. All digitized data records are stored and archived.
