The Preamble of Indian Constitution assures or insures against loss of life of
citizens of India. Our Constitution has many demerits. As I have come to the
conclusion that our constitution in not written for happiness, progress and
prosperity but it a NOOSE on the neck of 'Bhartamata' {Birtmiti} or India.
Slavery of 800 years has indoctrinated people of India, 'IGNORANCE'. Our
first President of India pledged that our future programme will be ERADICATION
OF IGNORANCE. The successive governments have not taken cognizance of the
first republic day address to the nation on 26th
1950, by the first president of India.
Leaders of India are ignorant. The first reason is slavery. The second reason is
vote-bank politics. The third reason is violation of constitutional obligation. The
fourth reason is our constitution. The fifth reason is xenocetrism.
A king or a queen of U.K.(United kingdom) ruled over about 45 colonies.
The sun never set on his/her empire. The authority of colonial empire remained at
'Bunkinghum' palace in the hands of the king or queen to police-patels or
chaudharys of villages.
As soon as India became sovereign state the Constitution prevails over
India.

Our Constitution has created chaos in India. Innocent people of India are
killed by political persons or political parties on accuase of riots. The Constitution
has failed to protect lives of citizens of India. Our Constitution has many demarits.
The Constitution must be written again or amend the rules in the context of 'LAW
AND ORDER'. Here are some maxims:
(1) The president of India must be a philosopher.
(2) Election of the president of India must be similar to election of the president of
France.
(3) Election of the president of India must be direct election by citizens of India.
(4) Home Ministry of India must be in the hands of president of India.
(5) Home Ministry of states must be in the hands of the governors of a state.
(6) Defense and foreign affairs ministry must be in the hands of the president of
India.
(7) Law and order authority must be in the hands of collectors of districts.
(8) The prime minister and Chief minister must be stripped of 'Law and order
authority'.
(9) Political rulers of the nation or the states must not be given authority of law
and order.

Conclusions :-
(1) Reinstate the president of India, the governors of states, the collectors of
districts, the mamalatdars of tehsil and police-patel or chaudharis of
villages, towns or wards for total law and order. authority
(2) PMs and CMs must be stripped of authority relating to law and order
because they are representing political party or parties.
(3) Political party or parties set their scores equal after getting authority of
nation and states.
(4) Political party or parties are observing vote-bank politics; so they neglect
national responsibly and violate constitutional obligations.
(5) The PM and CMs have grabbed authority relating law and order from the
president of India and the governors of states respectively.
(6) The president of India and the governors of states must be philosophers

(7) Paid Police-Patel or Chaudharis cadre must be reinstated as early as
possible in all villages towns and wards.
(8) Authority relating law and order is in the hands of political parties, So there
is chaos in India on the field of law and order.
(9) The colonial model of law and order must be reinstated as soon as possible
for the welfare, happiness, prosperity and progress of the citizens of India.

Conclusion :-
1. The president of India must be a Philosopher.
2. The election of the President of India must be done directly.
3. The constitution must reflect the Philosophy or Vedant (v[di>t)
4. All over India, Police – Patel or Chaudhary Cadre must be introduced. They
must be trained to restore law and order. They must be paid Servants.
5. The Police – Patel or Chaudhary is the first informer to mamlatdar of violation of
law and order. He/She is first person to stop quarrels, attacks on each other
groups. He/She is first eye witness of the crime.
6. Criteria for selection of Police – Patels or Chaudharis should be enacted.
7. PM and CMs have nothing to do with law and order authority
8. Law and order must be only and only under the President of India, Governer of
state, collector of district, Mamlatdar of Tehsil or Taluka and Police Patel or
Chaudhary of Village, town's and words are assistants
9. "The trigger of a gun" on and off must be under the authority of the president of
India. This means authority relating law and order remains only and – only
under the president of India.
10. The authority relating ' Law and order' flows or percolates from the president of
India to the Police Patel or Chaudhari.

1 When swearing in ceremony take place at
Rashtrapati Bhavan the President of India
pledge or take an oath to protect the
constitution with letter and spirit. The
constitution promises to save or protect lives of
the citizens.
The president of India possesses -
symbolic authority. Literarily, if we humanize
the authority as a woman. The woman
(Authority) has ran away with prime minister of
India, who represents political party or group of
political parties.

above woman's daughters. Her daughters
must remain at governors residence.
People of India are misguided by the
wrong interpretation of the constitution.

practise according to rules of the welfare
projects only.
Distribution of authority by the
constitution is obscure as above.
The convicted police officers during riots in
Gujarat in 2002 A.D. are innocent. So they
must be freed from jails and criminal charges.
They must be reinstated to their respective
posts with dignity. They are victim of the
obsecurity of the constitution.

After independence successive governments have failed to protect lives of
citizens of India. Federalism has failed in India. Events shown in reference are
examples of violent incidents. The president of India have been violating
constitutional obligations. The PM and CMs also violating constitutional obligations.
If the President of India, the prime minister of India and chief ministers of
respective states fail to protect life of civilians of India. The human rights
organization must impeach the president of India, prime minister of India and chief
minister of state. Where citizens are killed by conspiracy hatched by political
groups.
Federalism does not confer authority of law and order upon states.
Federalism confer only authority of welfare projects upon states.
Every square of centimetre of Indian territory must be ruled by the president
of India and authority of law and order must prevail over India. The Prime minister
and chief ministers are not authorized to possess law and order authority in the
context of constitutional provision.

Who is accountable, when innocent people are killed ?
I as a civilian come to the conclusion that the president of India is
accountable for the killings of innocent citizens, because he/she is a guardian of
the constitution.
Federalism does not allow to kill innocent people. The PM and CMs
sometimes become insensitive, inactive, cruel, unaccountable and vengeful to
some groups. The constitution never allows to harbor such types of criminal
feelings. The law and order authority of PM and CMs must be confiscated by the

president of India. The PM and CMs represent their political parties, who practice
vote-bank politics.

also. So the PM and CMs are ruling nation and states respectively under the
authority of the president of India, because The president of India is a guardian of
the constitution of India.
Chaos in the context of law and order authority will be abolished from India,
if the above 'A' model will be introduced by the government of India. If the
government fails to save lives of citizens. It is human rights violation and violation
of constitutional obligations. So responsible government rulers and bureaucrats
are liable to be impeached and punished.

Authority of Law and Order in India

Our Constitution has many demerits. As I have come to the conclusion that our constitution in not written for happiness, progress and prosperity but it a NOOSE on the neck of 'Bhartamata' {Birtmiti} or India. Slavery of 800 years has indoctrinated people of India, 'IGNORANCE'. Our first President of India pledged that our future programme will be ERADICATION OF IGNORANCE. The successive governments have not taken cognizance of the first republic day address to the nation on 26th 1950, by the first president of India. Leaders of India are ignorant. The first reason is slavery. The second reason is vote-bank politics. The third reason is violation of constitutional obligation. The fourth reason is our constitution. The fifth reason is xenocetrism. A king or a queen of U.K.(United kingdom) ruled over about 45 colonies. The sun never set on his/her empire. The authority of colonial empire remained at 'Bunkinghum' palace in the hands of the king or queen to police-patels or chaudharys of villages. As soon as India became sovereign state the Constitution prevails over India.
  • 2. 2 Our Constitution has created chaos in India. Innocent people of India are killed by political persons or political parties on accuase of riots. The Constitution has failed to protect lives of citizens of India. Our Constitution has many demarits. The Constitution must be written again or amend the rules in the context of 'LAW AND ORDER'. Here are some maxims: (1) The president of India must be a philosopher. (2) Election of the president of India must be similar to election of the president of France. (3) Election of the president of India must be direct election by citizens of India. (4) Home Ministry of India must be in the hands of president of India. (5) Home Ministry of states must be in the hands of the governors of a state. (6) Defense and foreign affairs ministry must be in the hands of the president of India. (7) Law and order authority must be in the hands of collectors of districts. (8) The prime minister and Chief minister must be stripped of 'Law and order authority'. (9) Political rulers of the nation or the states must not be given authority of law and order.  The President of India. Now The President of India The qualities of The President of India 1 Is a Politician 1 She/He must be a Philosopher 2 has a symbolic power 2 She/He must possess total authority of India. 3 Violates constitutional obligation to please prime minister and surrender his/her authority to the PM 3 He/She should never sign on resolution passed by parliament which are against Constitutional obligation. 4 Is authorityless 4 He/She must have complete authority of India 5 remain spectator when violence take place. 5 Within minutes, he/she must order competent authority to protect citizens of India.  The Prime Minister of India. Now the Prime Minister of India Qualities of Prime Minister of India 1 Total Authority of India possesses the PM. 1 Only welfare projects must be administered by the PM. 2 Foreign affairs ministry is controlled by the PM. 2 The foreign affairs must be controlled by the President of India.
  • 3. 3 3 Home affairs ministry is governed by the PM. 3 Home affairs ministry must be ruled by the President of India. 4 Defense ministry is controlled by the PM. 4 Defense ministry must be governed by the President of India. 5 The Prime minister represents a political party or political parties. 5 The Prime minister of India must represent himself/herself as apolitical person. 6 The Prime minister has grabbed authority of the president of India. 6 The Prime minister of India must be stripped of home affairs, defence affairs and foreign affairs ministries. 7 The Prime minister is governing our nation, keeping in mind Vote-bank politics. 7 The Prime minister must govern the nation for welfare projects.  The Chief Minister of India. Now Chief Minister of State Qualities of Chief Minister 1 Chief ministers run home affairs ministries. 1 Chief minister must be stripped of Home affairs. 2 Chief ministers run welfare projects and possess law and order authority. 2 Law and order authority must be under the governor of the State. 3 Chief ministers have grabbed authority of the governor of States. 3 The governor must possess total law and order authority.  The governor of the State. Now governor The qualities of the Governors. 1 The governor has symbolized power. Governors are stripped of law and order authority. 1 The governor must possess total law and order authority. 2 The Chief ministers of the states has grabbed authority of the governors 2 The governors must work under the president of India for law and order authority.  The Collectors of India Now the Collectors Qualities of Collectors 1 The Collectors have symbolic power. They are stripped of authority by CMs 1 The collectors must have total law and order authority of the Districts. 2 The collectors are like - One man two masters, e.g. - The governor and the chief minister 2 The collectors have nothing to do with respective CMs
  • 4. 4 3 The collectors must be under the governor for law and order authority only 3 The collectors have nothing to with welfare projects 4 The collectors invigilate welfare project 4 The welfare projects are run by DDOs who works under CMs.  The Mamalatdars of Tehsil Now Mamalatdars Qualities of Mamalatdar 1 Mamalatdar have symbolic power.
