The Executive Department of the Philippines consists of 19 executive departments headed by Secretaries that make up the President's Cabinet. The President is both head of state and head of government, and is elected by popular vote for a single 6-year term. The President appoints the Secretaries subject to confirmation by Congress. The President enforces laws and acts as Commander-in-Chief of the armed forces. In times of invasion or rebellion, the President may declare martial law for up to 60 days before seeking congressional approval.
