This document presents the results of a needs assessment and proposes a strategy for judicial education in Afghanistan. It finds that a significant portion of judges lack proper qualifications and training. It identifies deficiencies in legal knowledge, skills, and ethics among judges. It proposes a dual short and long-term strategy to address these needs through improved appointment standards, university education, induction training, and continuing education programs focused on knowledge, skills and values. It recommends establishing leadership structures and committees to govern and implement the education programs.
