Mittal Steel acquired Arcelor Steel in 2006 in a $32.9 billion deal, creating ArcelorMittal which became the world's largest steel producer. Mittal Steel was formed through previous mergers led by Lakshmi Mittal and was based in Rotterdam. Arcelor was formed from mergers of steel companies in Europe. The acquisition faced resistance from Arcelor management and some European governments. After Mittal Steel increased its offer, shareholders approved the merger, with Mittal family owning 43% of the combined company known as ArcelorMittal, headquartered in Luxembourg.
