This document summarizes the key points from a meeting of the Latin American Center for Globalization and Future Studies' Millennium Project Mini Virtual Planning Committee. It discusses the challenges of COVID-19 and the need to build consensus for a better post-crisis society and economy in Argentina. Faced with a problem that exceeded all
of us, we generated a change of era, the
government called those who know,
recommendations were made and
political unity was achieved to carry out
extreme measures. But that was only
enough to start the attention of the initial
phase of the health crisis with a good
pace. The rest of this story is still being
written.
The challenge now is to overcome our
past and take advantage of this
emergency as an opportunity to discuss
a post-crisis model, a medium and long-
term vision, and a roadmap to achieve
that vision that allows us to build a better
society, in a better Argentina. Relevant
personalities of thought from the
different spheres of national activity are
summoned, over ideological divisions
and partisan factions, to take advantage
of this time and initiate an open and
fraternal dialogue with the aim of
illuminating

Policy and Institutions
Recreate system of public institutions for expand and enrich the representation system;
Incorporation of all civil society actors into public decisions;
Creation of organizations: Economic and Social Council and design of other instruments;
Construction of an intelligent State that promotes and fully utilizes the new information
technologies;
Professionalize the public function and think of new management models;
Creation at all jurisdictional levels (national, provincial and municipal) of truly independent
control bodies;
Anti-Corruption Office outside the orbit of the Executive Power.
Formation of a National Network of Strategic Thought, integrating universities, scientific
associations and research centers;
Optimize horizontal cooperation mechanisms between agencies and verticals between
the different jurisdictions and strengthen the management capacities of the local levels.

8. Proposals
Economic-Social:
Definition of a socioeconomic model that overcomes pendulum policies;
Renegotiation of the public debt that guarantees its sustainability;
Recreate collective trust and encourage the attraction of internal and external investments
Systematic concerted effort between all economic and social actors;
Re-engineering of the tax system;
Boost investment in the knowledge economy and in the bio-economy
Identify sectors with export capacity that do not require substantive imports, those with high job creation, those with high
technology.
"Framework law" focused on promoting employment, lower labor load, capital and lower provincial and municipal taxes and
fees; eliminate labor informality.
Consolidate and deepen value chains. Competitiveness Councils for value chains;
Increasing diversification of agricultural production,
Modernization of the industrial structure for greater international competitiveness, with special emphasis on improving the
productivity levels of small and medium-sized companies.
Territorial reorganization, invest in transport, communications, housing and energy infrastructure
Reformulation of the educational system, boost connectivity throughout the national territory and guarantee universal
access of the population to new information technologies.

International insertion:
Create institutional channels that allow regions and provinces to be protagonists in the
design of foreign policy, grant participation to the academic world.
Rethinking the operation of the Chancellery and the training of Foreign Service officials;
Build with neighbors, redefining MERCOSUR; promote bi-oceanic convergence between
MERCOSUR and the Pacific Alliance.
Pragmatic policy of relations with the US, China, the EU and all countries and regional
blocs, not determined by ideological preferences or automatic alignments, but guided in
each case by the national interests at stake
