1. Part 1: English- Vietnamese Translation
Article 1: BUSINESS ENVIRONMENT IMPROVEMENTS WANTED
In the opinion of experts, Vietnam must improve the business environment to make it more attractive
to foreign investors. To do this, the Vietnamese Government must give priority to improving the quality of
investment in sectors which create high added value rather than allow short-term investment projects to be
carried out for speculative purpose. Vietnam can accept a slower growth in one or two years and concentrate
on booting sustainable growth in sectors which create high added value.
To improve the business environment, investors want Vietnam to upgrade the infrastructure, stabilize
power supply, enhance the quality of the workforce and deal effectively with corruption by simplifying
administrative procedures.
Infrastructure is the foundation for a nation to thrive. Power is the key factor which helps companies
maintain and expand production and business. Notably, low labor costs alone cannot help Vietnam prevail
over foreign rivals in the global playing-field, and to have an attractive business environment, Vietnam must
be more active in improving worker skills by modernizing the education and vocational training systems.
In the early months of 2011 Vietnam had coped with numerous challenges, and although economic
growth was maintained, the macroeconomic situation revealed some signs of instability. Specifically, prices
continued to rise and the CPI (Consumer Price Index) in the first five months of the year increased more than
12 percent, while the trade deficit remained high.
The Vietnamese Government has promulgated Resolution 11/NQ-CP proposing specific measures to
stabilize the macroeconomic situation, maintain growth at a reasonable rate, and ensure social security. Thus
far the resolution has been implemented for nearly three years and brought some initial results. In the future
when the resolution comes into life, the business environment in Vietnam will improve considerably.
The Vietnamese Government is making efforts to improve the infrastructure and that the prime
Minister has made decision 71/2010/QD-TT regarding the promulgation of a regulation on pilot investment in
the form of PPP (Public Private Partnership). Hopefully, the infrastructure in Vietnam will improve gradually
thanks to the efforts of the Government and the support of investors.
Regarding the supply of power for production and business activities, in 2011 and the years to come,
the situation of power supply in Vietnam would be much improved compared with 2010. The Vietnamese
Government has taken some actions to deal with electricity shortages.
Specifically, the Law on Energy Efficiency and Conversation took effect on January 1, 2011; electricity
prices were increased from March 1, 2011; Vietnam will experimentally develop a competitive electricity
production market from July 1, 2011. Since 2010, Vietnam has promoted the attraction of foreign investment
into the electricity sector. The Vietnamese government has assigned the Ministry of Industry and Trade to
expedite 11 foreign investment projects in the field of electricity. Therefore, the domestic electricity market
promises to be stable in the year to come.

2. ARTICLE 1: NHỮNG YÊU CẦU CẢI THIỆN MÔI TRƯỜNG KINH DOANH
Theo ý kiến của nhiều chuyên gia, Việt Nam phải cải thiện môi trường kinh doanh để thu hút nhiều nhà đầu tư
nước ngoài hơn. Để đạt được điều đó, chính phủ VN phải ưu tiên cải thiện chất lượng trong những lĩnh vực đầu
tư có thể tạo thêm nhiều lợi ích cao, hơn là những dự án đầu tư ngắn hạn thực hiện nhằm mục đích đầu cơ. Việt
Nam có thể chấp nhận tăng trưởng chậm hơn trong một hai năm và tập trung vào phát triển các lĩnh vực tạo ra
giá trị gia tăng cao.
Để cải thiện môi trường kinh doanh , các nhà đầu tư mong muốn Việt Nam nâng cấp cơ sở hạ tầng, ổn định
nguồn cung cấp năng lượng, nâng cao chất lượng lao động và giải quyết một cách hiệu quả nạn tham nhũng
bằng cách đơn giản hóa những thủ tục hành chính.
Cơ sở hạ tầng là nền tảng để đất nước phát triển. Năng lượng là nhân tố chính giúp các công ty duy trì, mở rộng
sản xuất và kinh doanh. Nhất là chỉ với giá lao động thấp không thể giúp Việt Nam chiếm ưu thế so với các đối
thủ nước ngoài trong môi trường cạnh tranh quốc tế, và để tạo ra một môi trường thu hút kinh doanh, Việt Nam
phải tích cực hơn trong việc cải thiện kỹ năng lao động bằng cách hiện đại hóa giáo dục và hệ thống đào tạo
hướng nghiệp.Trong những tháng đầu năm 2011, Việt Nam phải đương đầu với nhiều thư thách, và mặc dù sự
phát triển kinh tế vẫn được duy trì, tình hình kinh tế vĩ mô vẫn cho thấy những dấu hiệu không ổn định. Rõ ràng,
giá cả tiếp tục tăng và bảng giá tiêu dùng trong 5 tháng đầu năm tăng hơn 12%, trong khi thâm hụt kinh doanh
vẫn cao. Chính phủ VN vừa ban hành nghị quyết 11/NQ-CP đề ra các biện pháp cụ thể nhằm ổn định nền kinh
tế vĩ mô, duy trì sự tăng trưởng ở 1 tỉ lệ thích hợp, và bảo đảm an ninh xã hội. Như vậy, nghị quyết đã thi hành
gần 3 năm và mang tới vài kết quả đầu tiên. Trong tương lai, khi nghị quyết đi vào đời sống, môi trường kinh
doanh tại VN sẽ cải thiện đáng kể.
Chính phủ VN đang nỗ lực cải thiện cơ sở hạ tầng và thủ tướng chính phủ đã ra quyết định 71/2010/QD-TT liên
quan đến việc ban hành đầu tư thí điểm theo mô hình hợp tác công-tư. Hy vọng rằng, cơ sở hạ tầng ở VN sẽ cải
thiện dần nhờ vào nỗ lực của chính phủ và sự hỗ trợ từ các nhà đầu tư.
Về việc cung cấp năng lượng cho các hoạt động kinh doanh và sản xuất, trong năm 2011 và những năm tới đây,
tình trạng cung cấp năng lượng của VN sẽ được cải thiện so với năm 2010. Chính phủ VN sẽ có động thái giải
quyết tình trạng thiếu hụt điện. Cụ thể, luật sử dụng năng lượng tiết kiệm và hiệu quả đã có hiệu lực từ ngày
1/7/2011; giá điện tăng từ ngày 1/3/1011. VN sẽ phát triển qua thực nghiệm 1 thị trường sản xuất điện năng
cạnh tranh từ 1/7/2011. Kể từ năm 2010, VN đã và đang đẩy mạnh thu hút đầu tư nước ngoài vào lĩnh vực điện
năng. Chính phủ VN vừa chỉ định bộ công thương xúc tiến 11 dự án đầu tư nước ngoài vào thị trường điện năng.
Do đó, thị trường điện năng nội địa hứa hẹn sẽ ổn định trong vài năm tới.

3. Article 2: VIETNAM NEEDS MORE ECONOMIC REFORMS TO BOLSTER CONFIDENCE
International development partners hailed Vietnam’s initial success in restoring economic stability, on Thursday,
and called for further reforms through 2012. Vietnam’s one-day mid-year Consultative group meeting in Ha
Tinh Province included thorough discussion and assessment of Vietnam’s Resolution 11, which was launched
in February, the World Bank said in a statement.
At the meeting, the Minister of Planning and Investment said the government has made inflation control,
macroeconomic stabilization, and social security its top priorities. Resolution 11 was issued to implement these
objectives; he was cited as saying in the World Bank statement.
While recognizing initial progress, bilateral and multilateral donors encouraged the government to direct more
attention to the “structural origins” of instability. Future steps toward improvement would include the creation
of sound fiscal policy and the improved disclosure of economic data and information.
The donors also pledged their support for the long-term implementation of Resolution 11. IMF’s Senior
Resident Representative, Benedict Bingham, noted that “while there has been some initial success, confidence
in the overall success of the strategy remains fragile”. He added that, to bolster confidence, the government will
need to send a strong signal that Resolution 11 will be sustained beyond 2011.
Alastair Cox, Australia’s Ambassador to Vietnam, said development partners welcomed Resolution 11 and the
government’s strong commitment to its full implementation to restore and sustain market confidence. “This
May, however, take time, well into 2012,” he said “we remain concerned that Vietnam will continue to suffer
recurrent bouts of macroeconomic instability unless significant reforms are implemented”.
Earlier this month, Vietnam raised its annual inflation target to 15 percent and brought down its new economic
growth target to 6 percent. The development partners urged the government to provide better social protection
to poor and vulnerable people during periods of economic instability and high inflation.
“We welcomed the government’s efforts to strengthen social protection, unemployment insurance and
emergency assistance to the poorest households,” said Sean Doyle, EU Ambassador to Vietnam. “We wish the
government every success in these efforts and particularly encourage it to channel the aid as well as possible to
the poorest people, who really need it.”
The full consultative group meets every year, usually in December, to help provide consultancy to Vietnam’s
development. Informal mid-year meetings have been held in Vietnam since 1998 usually in May or June.

4. Article 2 :VIỆT NAM CẦN TIẾP TỤC CẢI CÁCH KINH TẾ ĐỂ CỦNG CỐ LÒNG TIN TỪ ĐỐI TÁC
Vào thứ 5 vừa qua, các nước đối tác phát triển đã khen ngợi những thành công đầu tiên của Việt Nam trong
việc ổn định khôi phục kinh tế, và yêu cầu những cải cách tiến xa hơn vào năm 2012.
Ngân hàng thế giới phát biểu: “Nhóm cố vấn Việt nam đã tổ chức vào giữa năm ở tỉnh Hà Tĩnh để thảo luận kỹ
lưỡng và đánh giá Nghị quyết 11 được ban hành vào tháng 2”
Tại cuộc họp, bộ trưởng Kế hoạch và Đầu tư nhận định rằng chính phủ vẫn đang kềm chế lạm phát, ổn định
kinh tế vĩ mô và ưu tiên hàng đầu cho an ninh xã hội. “Nghị quyết 11 được ban hành để thi hành các mục tiêu
đã đề ra.”- bộ trưởng trích dẫn tuyên bố của Ngân hàng thế giới.
Cùng với việc thừa nhận những tiến độ ban đầu, các nhà tài trợ song phương và đa phương khuyến khích nhà
nước chú trọng nhiều hơn về nguồn gốc, cơ cấu của sự bất ổn này. Những quyết định tương cải thiện trong lai
bao gồm tạo nên chính sách tài chính hợp lý, cũng như việc tiết lộ cải thiện dữ liệu và thông tin kinh tế.
Các nhà tài trợ cũng cam kết sẽ ủng hộ sự thi hành dài hạn của Nghị quyết 11. Benedict Bingham, Đại diện
thường trú của IMF tại Việt Nam, lưu ý rằng “mặc dù đã đạt được vài thành công bước đầu, nhưng sự tin
tưởng vào toàn bộ thành công của chiến lược vẫn còn chưa cao”.
Ông cũng nói thêm rằng, để củng cố lòng tin, chính phủ cần cho thấy một dấu hiệu mạnh mẽ rằng Nghị quyết
11 sẽ kéo dài quá năm 2011.
Alastair Cox, đại sứ Úc tại Việt Nam, cho rằng những đối tác hoan nghênh Nghị quyết 11 và cam kết thi hành
triệt để của chính phủ nhằm khôi phục và giữ vững lòng tin đối với thị trường.
“Tuy nhiên điều này có lẽ cần thời gian đến năm 2012”- ông cho biết. “chúng tôi vẫn quan tâm Việt Nam sẽ
phải tiếp tục trải qua những đợt bất ổn kinh tế, mặc dù những cải cách quan trọng đã được thực hiện.”

5. ARTICLE 3: WHERE AMERICANS WORK
Details about where Americans work provide another view of the economy. On a typical workday in
2005, just over 141 million full- and part time employees went to work in the United States. Not in a single one
of them was truly an “average American”, not in a nation of 300 million people with roots in virtually every
nation and culture in the world, living in huge metropolitan cities or out-of-the-way hamlets, and in every sort
of community in between.
Just 1 percent of the workforce was engaged in farming, forestry, and fishing. Construction,
transportation, mining and utilities provide work for 10 percent. Ten percent worked in manufacturing; 4
percent in wholesale trade; 11 percent in retail trade; 12 percent in professional and business services; 2
percent in information, media and software; 6 percent in finance, insurance and real estate; 13 percent in
education and health care; 9 percent in arts, entertainment, accommodations and food services, and 5
percent in other services. Government employed 17 percent of workforce.
In 2005, American workers received $7 trillion in wages or salaries, by far the largest source of income
for the nation’s 117 million households. These households also received $ 1.5 trillion in dividends and interest
payment from their savings and investment, $1.3 trillion in employer benefits, and $1.5 trillion in government
social benefits, for which they contributed $440 billion in social insurance payments.
The United States has the world’s most open borders based on the volume of trade that enters and
leaves the country. In 2006, the United States was the largest importer and the second largest exporter of
merchandise goods and led all nations in the import and export of commercial services. In that year, the
United States exported $1.45 trillion in goods and services, but imported $2.2 trillion, producing a record trade
deficit of $750 billion. The United States had a surplus in the trade of commercial services such as airline travel
and financial services, but it had a deficit of $838 billion in traded goods.
The strongest U.S export goods are manufactured capital goods, including motor vehicles, civil aircraft,
semiconductors, industrial machinery, and computer accessories. Pharmaceuticals, household goods, gen
diamonds, toys, games, and sporting goods are the leading consumer products exports. Chemicals and plastic
products are the largest categories of industrial materials exports.
Manufactured goods make up nearly two-thirds of total exports, with agricultural products far behind,
at 5 percent of all outbound shipments. Although traditional U.S customers- Canada, the European Union, and
Japan – are the top recipients of American exports, China, India and developing countries receive nearly half of
U.S shipments.
6. Imports have risen much faster than exports. In 2004, for example, more than one-third of all
manufactured products purchased by U.S consumers were imported. In 1972, the figure was just 11 percent.
The value of the dollar compared to other leading world currencies has been a critical factor in U.S
manufacturing competitiveness. In two periods- the mid-1980s and 1997-2002 - the dollar’s value was high,
making U.S exports relatively more expensive and imports cheaper. In both periods, the country’s trade deficit
grew sharply. The dollar’s decline during 2002-2008 helped boost U.S exports.
But apart from currency issues, a rising tide of global competition, particularly from countries with
lower labor costs, has pushed American manufacturers to new competitive strategies. A 2005 study by the U.S
bureau of Economic Analysis disclosed a trend among U.S-headquartered major multinational corporations.
U.S-based divisions cut employment and capital investments at home but increased jobs and investments
significantly at their foreign units. The annual output of the foreign affiliates that year increased by more than
twice that of the parent company in the United States. The study suggests that U.S multinationals were relying
increasingly on bringing in foreign- made components, including those from their overseas affiliates, and then
including them in their final products.
7. Article 3: Môi trường làm việc tại Mỹ
Những chi tiết về môi trường làm việc ở Mỹ cung cấp cho chúng ta 1 cái nhìn khác về kinh tế. Năm 2005, vào 1
ngày làm việc bình thường ở Mỹ, chỉ khoảng hơn 141 triệu công nhân (làm việc cả ngày hoặc bán thời gian) đi
làm. Trong số đó không người nào là dân Mỹ chính gốc, khi mà ở 1 đất nước 300 triệu dân hầu như bao gồm
mọi quốc gia mọi nền văn hóa trên thế giới, sống trong những thành phố lớn hay có thể nói là không hề có
thôn xóm nhỏ, và đủ mọi thành phần giữa các cộng đồng.
Chi 1% lực lượng lao động tham gia vào nông, lâm, ngư nghiệp. 10% hoạt động trong lĩnh vực xây dựng, giao
thông, khai thác mỏ và dịch vụ. Thêm 10% hoạt động sản xuất, 4% tham gia buôn bán sĩ; 11 % trong buôn bán
lẻ; 12% trong dịch vụ kinh doanh chuyên nghiệp; 2% hoạt động trong lĩnh vực thông tin, truyền thông và phần
mềm; 6% hoạt động trong lĩnh vực tài chính, bảo hiểm và bất động sản; 13% tham gia vào giáo dục và chăm
sóc sức khỏe; 9% hoạt động nghệ thuật, giải trí, dịch vụ ăn uống và cho thuê nhà; còn lại 5% cho các dịch vụ
khác. Riêng những người làm việc cho nhà nước chiếm 17% trong lực lượng lao động.
Năm 2005, toàn bộ công nhân Mỹ nhận lương 7 nghìn tỷ đô la, đây là lượng thu nhập lớn nhất từ 117 triệu hộ
gia đình của nước này từ trước đến nay. Các hộ gia đình này cũng nhận được tổng cộng 1.5 nghìn tỷ đô la tiền
lợi tức và lãi suất từ tiền tiết kiệm và đầu tư, 1.3 nghìn tỷ đô la tiền trợ cấp công nhân và 1.5 nghìn tỷ tiền trợ
cấp xã hội từ chính phủ cho tổng đóng góp của họ vào bảo hiểm y tế xã hội là 888 tỉ đô la.
Hoa kì là nước có biên giới mở rộng nhất trên thế giới dựa trên khối lượng thương mại xuất và nhập vào nước
này. Năm 2006, Hoa Kỳ là nước nhập khẩu lớn nhất và là nước xuất khẩu hàng hóa đứng thứ 2; đồng thời là
nước dẫn đầu trong xuất nhập khẩu dịch vụ thương mại. Trong năm đó, Mỹ xuất khẩu 1.45 nghìn tỷ đô la giá
trị hàng hóa và dịch vụ, nhưng giá trị nhập khẩu lại lên tới 2.2 nghìn tỷ đô la, tạo nên 1 kỷ lục thâm hụt thương
mại 750 tỷ đô la. Mỹ tạo ra thặng dư trong thương mại dịch vụ như du lịch hàng không và dịch vụ tài chính,
nhưng lại thâm hụt 838 tỷ đô la trong lĩnh vực hàng hóa thương mại.
Ngành xuất khẩu hàng hóa mạnh nhất của Mỹ là sản xuất hàng hóa tư bản, bao gồm sản xuất mô tô, máy bay
nội địa, chất bán dẫn, máy móc công nghiệp và phụ kiện máy tính. Dược phẩm, đồ dùng trong nhà, kim cương
đá quý, đồ chơi, trò chơi điện tử và đồ dùng thể thao là những sản phẩm đang dẫn đầu xuất khẩu tiêu thụ.
Sản xuất hàng hóa chiếm gần 2/3 tổng kinh ngạch xuất khẩu, với hàng nông sản chiếm thấp nhất, chỉ 5% trên
tổng các lô hàng ra nước ngoài. Mặc dù những khách hàng lâu đời của Hoa Kỳ gồm Canada, Liên minh Châu Âu,
và Nhật Bản là những đơn đặt hàng xuất khẩu hàng đầu; Trung Quốc, Ấn Độ và các nước đang phát triển
chiếm 1 nửa số đơn đặt hàng còn lại.
Kinh ngạch nhập khẩu tăng nhanh hơn xuất khẩu. Ví dụ như năm 2004, khách hàng Mỹ mua hơn 1/3 trong
tổng số sản phẩm nhập khẩu. Trong khi năm 1972, con số này chỉ ở mức 11%.
Giá trị của đồng đô la đóng vai trò then chốt trong cạnh tranh sản xuất so với những đồng tiền có thế lực trên
thế giới. Trong 2 giai đoạn – giữa những năm 1980 và từ 1997 đến 2000 – giá trị của đồng đô la cao, kéo theo
giá trị xuất khẩu đắt và giá trị nhập khẩu rẻ hơn. Trong cả 2 giai đoạn, thâm hụt thương mại của Mỹ tăng đột
ngột. Giá trị đồng đô la giảm trong khoảng thời gian 2002-2008 giúp đẩy mạnh xuất khẩu.
8. Nhưng ngoài vấn đề tiền tệ, vẫn còn 1 làn sóng cạnh tranh toàn cầu, đặc biệt từ các nước có giá lao động thấp,
thúc đẩy các nhà sản xuất Mỹ đến với những chiến lược cạnh tranh mới. Một nghiên cứu vào năm 2005 bởi
Cục phân tích kinh tế, tiết lộ 1 xu hướng của các trụ sở công ty đa quốc gia tại Mỹ, các bộ phận cơ sở bỏ bớt
việc làm và đầu tư vốn tại nước nhà nhưng tăng việc làm và đầu tư đáng kể vào đơn vị của họ ở nước ngoài.
Sản lượng hằng năm của các chi nhánh nước ngoài còn tăng gấp đôi hơn cả công ty mẹ tại Mỹ. Nghiên cứu cho
rằng các công ty đa quốc gia của Mỹ tin tưởng việc đưa vào các thiết bị được chế tạo từ nước ngoài, bao gồm
những thứ từ các chi nhánh nước ngoài, và sau đó lắp ráp chúng vào sản phẩm cuối cùng.
9. Article 4: IMPROVEMENTS ARE ON THE WAY
From January 1 to November 23, 2009, US$ 19.76 billion worth of new registered foreign investment capital
came into Vietnam. Of that US$ 9 billion has actually materialized, but that’s 89.6 percent of what materialized
in the same time of 2008.
Foreign investors have been putting their money into accommodations and food/beverage services,
construction, information and communication, arts and entertainment, real estate and the processing and
manufacturing industries.
Statistics obtained from the Ministry of Planning and Investment show that investment capital has come from
89 countries and territories and gone into 63 provinces and cities. The largest amount of foreign investment
capital has come from the US, South Korea, Malaysia, Japan, Singapore and Chinese Taipei.
Although the amount of registered foreign investment is less this year than it was in the same time of 2008,
the amount of capital that has materialized is not terribly low, particularly in light of the global economic
recession.
Assessing FDI-related activities in 2009, the Ministry of Planning and Investment says that the investment and
business environment in Vietnam is improving and any improvement is appreciated by foreign investors. The
legal framework is beginning to look something like that in existence elsewhere in the region and it is closer to
the international norm. Localities nationwide all vociferously declare that they want to attract more FDI, their
administrative procedures are in the process of being simplifies and it is to become easier for licensed projects
to get off the ground.
Intel, Foxconn and Samsung now have large investment commitments in Vietnam because they believe that
their operations in Vietnam can be important link in their global production chain.
Regarding the structure of investment, more FDI is going into the service sector and there are some big real
estate and seaport projects. These FDI projects will surely improve finance, banking and insurance services
which will in turn promote economic growth in general.
Compared with 2008, the amount of FDI coming into Vietnam this year has fallen considerably. While some of
the blame could be placed on the global economic crisis, it is also true that’s there’s a serious problem with
foreign investment laws regulations which both overlap and are unclear. The process of obtaining an
investment certificate is very long-term. Also beginning January 1, 2009, the Vietnamese government began
offering fewer income tax-related preferences to foreign invested companies and projects. It seems also to be
true that on a local level, investment promotion is not carried out in a professional manner due to limited
financial capacity.
Local experts seem to agree that if Vietnam really wants to attract more FDI, it needs to resolve the problems
described above and actually do something to improve matters and create an investment environment in
which foreign investors will want to carry out project.
10. Article 4:
CÁC BƯỚC ĐỔI MỚI ĐANG ĐƯỢC TIẾN HÀNH
Từ 1/1 đến 23/9 /2009, 19.76 tỉ đô la vốn đầu tư nước ngoài mới đăng kí đã được đưa vào Việt Nam. 9 tỉ đô la
trong đó đã được đưa vào thực tế, nhưng đó chỉ mới bằng 89.6% so với cùng kì năm ngoái.
Các nhà đầu tư nước ngoài đã đầu tư vào nhà ở, dịch vụ ăn uống, xây dựng, thông tin và công nghệ truyền
thông, nghệ thuật và giải trí, bất động sản, công nghiệp sản xuất và chế biến.
Các số liệu thống kê từ Bộ kế hoạch và đầu tư cho thấy vốn đầu tư từ 89 quốc gia và khu vực đổ vào 63 tỉnh
thành Việt Nam. Tổng lượng vốn đầu tư lớn nhất thuộc về Mỹ, Hàn Quốc, Malaysia, Singapore và Đài Loan.
Mặc dù lượng vốn đầu tư mới đăng kí ít hơn so với cùng kì năm 2008, lượng vốn cụ thể hóa vẫn không quá
thấp, đặc biệt là trong tình trạng kinh tế suy thoái toàn cầu như hiện nay.
Qua việc đánh giá các hoạt động liên quan đến tổ chức Đầu tư nước ngoài FDI năm 2009, Bộ kế hoạch và đầu
tư cho biết môi trường đầu tư -kinh doanh tại Việt Nam đang dần phát triển và các nhà đầu tư nước ngoài rất
coi trọng từng bước cải thiện này. Khuôn khổ pháp lý VN tiếp tục phát huy những gì sẵn có và ngày càng tiến
gần đến tiêu chuẩn quốc tế. Nhiều địa phương trên khắp cả nước tuyên bố chắc chắn rằng họ muốn thu hút
nhiều vốn đầu tư nước ngoài hơn nữa, các thủ tục quản lý cũng trở nên đơn giản, tiến trình cấp phép dự án
cũng dễ dàng hoàn thành.
Intel, Foxcon và Samsung là các công ty hiện nay có số lượng cam kết đầu tư lớn tại VN bởi vì họ tin rằng hoạt
động kinh doanh tại đây có thể là 1 kết nối quan trọng đến dây chuyền sản xuất toàn cầu.
Theo cơ cấu đầu tư, sẽ có nhiều đầu tư nước ngoài đổ vào lĩnh vực dịch vụ, bao gồm các dự án bất động sản
và hải cảng lớn. Các dự án đầu tư nước ngoài chắc chắn sẽ cải thiện lĩnh vực tài chính ngân hàng và dịch vụ
bảo hiểm đang trên đà phát triển kinh tế chung.
So với năm 2008, tổng lượng vốn đầu tư vào VN năm nay giảm đáng kể. Mặc dù việc này có thể đổ lỗi cho
khủng hoảng kinh tế, nhưng bên cạnh đó những vấn đề nghiêm trọng do các quy định và luật đầu tư nước
ngoài bị chồng chéo, không rõ ràng cũng là 1 nguyên nhân. Tiến trình cấp giấy phép đầu tư là 1 quy trình dài
hạn. Cũng từ tháng 1/2009, chính phủ VN đã bắt đầu giảm thuế thu nhập ưu tiên cho các dự án và các công ty
đầu tư nước ngoài. Đối với địa phương, sự khuyến khích đầu tư sẽ không được thực hiện theo đúng phương
thức bởi khả tài chính bị giới hạn.
Các nhà chuyên môn tại địa phương cũng đồng ý rằng nếu VN thực sự muốn thu hút đầu tư nước ngoài, cần
giải quyết các vấn đề trên và hành động thực tế để cải thiện vấn đề, tạo nên 1 môi trường có thể thu hút các
nhà đầu tư dự án.
11. ARTICLE 5: THE U.S ECONOMY TODAY
Even in crisis, the American economy remains the world’s largest and most diverse. The total output of U.S
goods and services – the gross domestic product – stood at $14 trillion in 2007, nearly three times the size of
Japan’s economy and five times China’s, based on the purchasing power of each country’s currency. With just
5 percent of the world’s population, the United States is responsible for 20 percent of total economic output.
The U.S gross domestic product per person was nearly $45,000 in 2007, compared to a worldwide average of
$11,000. The economy poured out $40 billion a day in goods and services that year, drawing its fuel from the
know-how of the 150 million Americans who make up the workforce. Capital provided more fuel: the $5.5
billion in nongovernmental funds that Americans invested daily in their businesses and homes. And there are
the nation’s resources of minerals, energy, water, forests, and farmland. The productivity of American working
men and women remains a standard for the world. The average American worker produced more than
$92,000 worth of products and services in 2007. This is nearly 20 percent more than that of the average of a
dozen leading European countries and 85 percent higher than that of China, according to the U.S. Conference
Board. U.S. Productivity expanded by an average 2 percent a year from 2000 through 2006, twice the gain in
most of Europe. In one study of 16 major industrial nations, only South Korea, Sweden, and Taiwan had higher
productivity growth than the United States over the same years. These increases in productivity have helped
the United States maintain relatively low unemployment and inflation. The World Economic Forum, whose
annual conferences is a gathering of top international government and cooperate leaders has regularly ranked
the United States as the world’s most competitive economy. Major U.S companies have stayed atop
international markets through a determined focus on innovation, cost reduction, and the return profits to
shareholders. Of the 2007 Fortune magazine list of the 500 largest corporations worldwide, 162 were
headquartered in the United States. Japan was the second with 67, and France third with 38. American
technology leadership continues to expand from current foundations in computers, software, multimedia,
advanced materials, health science, and biotechnology into the frontiers of nanotechnology and genetics.
Although the euro is gaining support as a currency of choice, the American dollar remains the centerpiece of
international commerce. When Barack Obama took office as president in January 2009, the immediate crisis
dominated his agenda, and beyond that lay grave, longer-range challenges. Record federal budget deficits
stemming from the government lending in the crisis could challenge the stability of the U.S dollar. The federal
government’s rising retirement and healthcare commitments to an aging population will test the
government’s ability to pay for itself. American businesses, shareholders, and consumers could face heavy
costs in adapting processes and products to conserve natural resources and meet the challenges of climate
change. Disparities in education attainment could increase. Foreign competition and technological change
could displace more U.S jobs. Harvard University economist Benjamin Friedman and others warn that
America’s continued political support for free flow of trade and finance and its openness to the world hinge
critically on a continued prosperity for the large majority of its citizens. President Obama acknowledged the
severity of the challenge in a speech shortly before his inauguration. But he also reminded the nation of its
heritage and of its inherent strengths. “We should never forget that our workers are still more productive than
any on Earth. Our universities are still the envy of the world. We are still home to the most brilliant minds, the
most creative entrepreneurs and the most advanced technology and innovation that history has ever known.
And we are still the nation that has overcome great fears and improbable odds.”
12. ARTICLE 5: KINH TẾ HOA KỲ NGÀY NAY
Ngay cả trong thời kì khủng hoàng, nền kinh tế Mỹ vẫn lớn nhất và đa dạng nhất thế giới. Tổng sản lượng hàng
hóa và dịch vụ của Mỹ (tổng sản phẩm nội địa) đạt 14 nghìn tỷ đô la năm 2007, gần gấp 3 lần quy mô kinh tế
Nhật và 5 lần Trung Quốc, dựa trên mức nhập khẩu tính theo tỷ giá tiền tệ ở mỗi nước. Chỉ chiếm khoảng 5%
dân số thế giới nhưng Hoa kì lại đóng góp đến 20% tổng sản lượng kinh tế. Năm 2007, tổng sản phẩm quốc nội
trên bình quân đầu người của Mỹ xấp xỉ 45.000 đô la, so với trung bình thế giới là 11,000 đô. Cũng trong năm
đó, nền kinh tế chi 40 tỉ đô la mỗi ngày cho hàng hóa và dịch vụ, góp phần tạo việc làm cho 150 triệu lao động
Mỹ. Nguồn vốn còn đầu tư nhiều thứ, trong đó 5.5 tỉ đô la được hỗ trợ cho những quỹ phi chính phủ nhằm
vào việc kinh doanh và dịch vụ nhà ở. Ngoài ra còn có những nguồn tài nguyên của đất nước như: khoáng chất,
năng lượng, nước, rừng và đất trồng trọt. Nền sản xuất của lao động Mỹ giúp duy trì 1 tiêu chuẩn cho thế giới.
Theo Ủy ban hội nghị Hoa Kỳ, trung bình 1 công nhân Mỹ tạo ra 92,000 đôla giá trị sản phẩm và dịch vụ (năm
2007), cao hơn 20% so hàng chục quốc gia Châu Âu và hơn Trung Quốc 85%. Nền sản xuất của Mỹ phát triển
trung bình mỗi năm 2%, gấp 2 lần Châu Âu kể từ năm 2000 đến 2006. Trong những năm đó, theo 1 nghiên cứu
của 16 nước công nghiệp trọng yếu, chỉ có Hàn Quốc, Thụy Điển và Đài Loan tăng trưởng sản xuất cao hơn Mỹ.
Sự gia tăng năng suất ở các nước này đã giúp Mỹ giữ tình trạng lạm phát và thất nghiệp tương đối thấp. Diễn
đàn kinh tế thế giới, nơi những diễn ra những hội nghị thường niên, quy tụ các lãnh đạo đoàn thể và chính phủ
quốc tế, luôn xếp hạng Mỹ vào 1 trong những nền kinh tế cạnh tranh nhất thế giới. Các tập đoàn lớn của Mỹ
luôn đứng đầu thị trường quốc tế trong việc định hướng tập trung cải cách, giảm giá bán, và xoay vòng lợi
nhuận cho các cổ đông. Trong danh sách 500 tập đoàn lớn nhất thế giới của tạp chí Fortune năm 2007, có 162

công nghệ Hoa Kỳ tiếp tục phát triển máy tính, phần mềm, đa phương tiện, vật liệu tiên tiến, khoa học sức

foreigncompanies,saidatthe businessforumthatinvestorsare “frightened”aboutthe prospectof a newprice control

make the outcome of the investmentstoounpredictable,”saidheadof the workinggroupFredBurke,managingpartner
of Baker& McKenzie.

15. Article 7: Tourism sector hit by global financial crisis
Vietnam received 3.9 million foreign arrivals so far this year, according to the General Statistic Office (GSO). The number
of visitors from mainland China, Singapore, Thailand and Malaysia increased by 14.7 percent, 14 and 13.5 percent
respectively, compared with the same period of last year. However, the number of visitors from countries and territories
that have often had higher volumes has decreased. The country saw, for example, a reduction of 5.9 percent fromJapan,
3.5 percent from South Korea and 3.1 percent from Taiwan. A sharp drop in the number of visitors from other high-
income countries,suchasthe US andCanada, isalsocausinggreat concernwithinthe touristindustry.
Visitors from high-income markets account for 40 percent of the total number of foreign arrivals. Therefore, the
Vietnam National Administration of Tourism’s (VNAT) Travel Deparment has a referred to the current situation as “quite
serious”. A decline in the number of foreign arrival in Vietnam during recent months due to the global financial crisis will
seriously hinder the tourism industry in achieving its set target of 5 million foreign arrivals was 339,000 in August,
315,000 in September and 297,000 in October. The GSO said that the country received only 279,000 foreigners thus far
in November, a further reduction from last month. The commitant fall in hotel room occupancy is also worrisome.Many
luxury hotels reported room occupancy rates of only 55 percent in the past ten months, 10-15 peprcent lower than the
rate recordedduringthe same periodlastyear.
“ if this situation continues, it will be impossible for Vietnam to welcome 5 million foreign visitors, including 3.6 million
tourists, the targetit has setfor this year”, saidVNAT deputy director Nguyen Manh Cuong. Although the global financial
crisis andeconomic recession are regarded as the main culprits for the decline, there were additional factors behind the
drop in overseas visitors, including natural disasters, floods, weak infrastructure, and the low quality of guides and
services provided by the hospitality sector, Cuong said. Struggling in the current climate, both State-owned and private
travel companies, including Hanoitourist, Saigontourist, Vietmark and Lotussia Travel, are striving to offer new products,
while also adopting new marketing strategies to attract new tourists. They have also been advised to explore new
markets.
To help give impetus to the industry, the Government has agreed to provide VND 30 billion (USD 1.93 million) for a
range of promotional activities. The Ministry of Culture, Sports and Tourism has approved a plan to advertise images of
Vietnam on the BBC, and it is palnning to further build on this approach by promoting the country’s natural beauty via
other worldwide television channels. The UN World Tourism Organization predicted that the global tourism industry
wouldremainstaticduring2009 before reboudingin2020.

Theo tổng cục thống kê, chỉ tính trong năm nay, Việt Nam đón hơn 3.9 triệu du khách nước ngoài. Trong đó số dukhách
đến từ Trung Quốc đại lục tăng 14.7%, Singapore 14.3%, Malaysia 13.5% so với cùng kì năm ngoái. Tuy nhiên, lượng du
khách đến từ các quốc gia và vùng lãnh thổ thường chiếm số lượng cao lại giảm xuống. Ví dụ như Nhật giảm 5.9%, Hàn
Quốc giảm 3.5%, Đài Loan giảm 3.1%. Thêm vào đó, lượng du khách đến từ các nước có thu nhập cao như Mỹ và Canada
giảmmạnh cũng gây longại cho ngành dulịch.
Những du khách đến từ các nước phát triển chiếm 40% tổng lượng du khách nước ngoài đến Việt Nam. Vì vậy, Tổng cục
du lịch Việt Nam nhận xét ngành du lịch hiện nay đang trong tình trạng hết sức nghiêm trọng. Do khủng hoảng kinh tế
toàn cầu, lượng du khách nước ngoài giảm trong 3 tháng gần đây sẽ gây trở ngại lớn cho ngành du lịch khi đặt ra chỉ tiêu
đạt mức 5 triệu lượt khách nước ngoài vào năm nay. Lượng du khách giảm ở mức báo động vào tháng 6, và chiều hướng
xấu này sẽ vẫn còn tiếp tục trong thời gian tới. Tổng cục du lịch Việt Nam phát biểu lượng khách nước ngoài là 339.000
lượt vào tháng 8, 315.000 lượt vào tháng 9 và 297.000 lượt vào tháng 10. Tổng cục thống kê công bố rằng Việt Nam chỉ
đón 279.000 lượt khách nước ngoài vào tháng 11, giảm mạnh so với tháng trước. Song song đó, lượng đặt phòngkhách
sạn giảm cũng gây nhiều lo ngại. Nhiều khách sạn lớn cho biết tỉ lệ đặt phòng chỉ có 55% trong 10 tháng qua, thấp hơn

Ông Nguyễn Mạnh Cường, phó giám đốc Tổng cục du lịch Việt Nam nhận xét: “Nếu tình trạng này kéo dài, Việt Nam sẽ
không thể đón 5 triệu lượt khách nước ngoài, trong đó lượng du khách chiếm 3.5 triệu lượt như chỉ tiêu đã đề ra vào
năm nay”. Ông Cường phát biểu: “Mặc dù khủng hoảng tài chính và suy thoái kinh tế toàn cầu được xem là nguyên nhân
chính khiến ngành du lịch suy yếu, bên cạnh đó vẫn còn nhiều nguyên nhân khác như thiên tai lũ lụt, cơ sở hạ tầng kém

Để vượt qua tình trạng hiện tại, các công ty du lịch nhà nước lẫn tư nhân, bao gồm Hanoitourist, Saigontourist, Vietmark
và Lotussia, đang cố gắng cung cấp nhiều gói dịch vụ mới, áp dụng những chiến lược quảng cáo để thu hút nhiều du
khách cũngnhư tìm thêmthị trường.
Để thúc đẩy ngành du lịch phát triển, chính phủ đã chi 30 tỉ VND (1.39 triệu đô la) cho các hoạt động quảng bá du lịch.

International restauranteur and entrepreneur Oscar Grubert once told me “Serve a thousand good meals, and nobody
says a thing. But serve just one poor meal, and a thousand people know about it!” customers are notoriously fickle. And
today, success in the service industry goes beyond the quality of the food, or the cleaniness of a hotel or the
presentation of merchandise. The more critical element in service quality is the personal service provided by each and
everyemployee.
A case in pointis Taco Bell, the large fast food in chain. Its current success, surpassing McDonald’s in financial return and
growth, is largely due to its emphasis on careful selection. Thorough training and enlightened coaching of its customers
service peronnel, as opposed to an emphasis on food quality or preparation. Taco Bell discovered that customer
satisfactionandloyalityare directlytiedtoboththe qualityandthe longevityof itsservicepersonnel.
The American Department of Consumer Affairs reports a strong link between resolving customers problems on the spot
and the customer’s intent to repurchase. 95 percent of customers who experience service problems remain a loyal
customerif theircomplaintsare solvedspeedily.Slow resolutionof serviceproblemsdrivescustomersaway.
My office in Phonetix had some annoying service problems with one of those humungous US telephone companies. The
irritaion lingered for 5 months of bureaucratic run around. In desperation I contacted the presi dnet of the phone
company directly and instantly the problem was resolved. But that annoyed me even more because I had to climbto the
top of the company to get satisfaction. Despite the president’s quick response, I know the odds are slim I’ll deal with
themagain.Andas Oscar predicted,I’ve toldathousandpeople aboutit!
Companies can have gliches providing their service. We can live without that. But when the business doesn’t let its own
employeessolvessimplecustomertoensure highqualityservice,ourconfidence disappears.
Yet the norm for so many service industry companies has been to make service personnel an endangered species. Most
service employees are part-timeswho work in dead end jobs for minimum wages and minimal benefits. As a result there
is little loyalty to the employer and even the most conscientious service employees become disillusioned. They soon
leave, and the mediorce hang on until they’re fired- and the cycle begins again, frequently with less qualified people
than before.
Empowering service personnel to make better decisions on the job, as Taco Bell found, requires hiring better people,
givingthembetterdirection,creatingcareeropportunities,andtrainingthemtoidentifiedandsatisfycustomerneeds.

quy trình chế biến, thành công của Taco Bell phần lớn nhờ vào việc phân tích sự lựa chọn nhân viên một cách cẩn thận,
đào tạo tỉ mỉ và huấn luyện nhân viên về chăm sóc khách hàng. Công ty phát hiện rằng sự hài lòng và trung thành của
khách hàng gắn liền với chất lượng dịch vụ chăm sóc khách hàng. Bộ tiêu dùng Hoa Kỳ khẳng định rằng việc giải quyết
những vấn đề của khách hàng với việc ủng hộ lại sản phẩm có mối liên hệ chặt chẽ với nhau. 95% khách hàng từng có
vấn đề với dịch vụ sẽ vẫn trung thành với sản phẩm nếu lời phàn nàn của họ được giải quyết nhanh chóng. Ngược lại giải
quyếtvấnđề chậm sẽ làm kháchhàng bỏ đi.
Văn phòng của tôi ở Phoenix gặp vài vấn đề phiền phức với 1 trong những công ty viễn thông lớn của Mỹ. Vấn đề kéo dài
5 tháng vì bị trì hoãn trong thủ tục quan liêu. Tôi tuyệt vọngliên lạc trực tiếp với chủ tịch của tập đoàn và kì lạ thay, ngay
tức khắc vấn đề được giải quyết. Nhưng điều gây phiền phức cho tôi hơnlà việc phải lên gặp lãnh đạo công ty để làm hài
lòng họ. Mặc dù ngài chủ tịch đã trả lời ngay, tôi biết tôi không có nhiều lợi thế khi đàm phán với họ lần nữa. Và như
Oscar dự đoán, tôi đã phải giải thích với cả ngàn người về vấn đề đó.
Khi các công ty có 1 vài trục trặc kỹ thuật nhỏ trong dịch vụ của họ, chúng ta có thể chấp nhận được. Nhưng khi doanh
nghiệp không để nhân viên của họ tự giải quyết những vấn đề đơn giản trong việc chăm sóc khách hàng, chúng tasẽ mất
lòngtinvào họ.
Nguyên tắc cho nhiều công ty ngành dịch vụ là yêu cầu nhân viên chăm sóc khách hàng như thượng đế. Hầu hết các
nhân viên thời vụ trong ngành dịch vụ phải làm việc quá sức nhưng chỉ nhận được mức lương và trợ cấp tối thiểu. Điều
này dẫn đến việc nhân viên ít trung thành với ông chủ, ngay cả những nhân viên tận tâm nhất. Một số người sẽ nghỉ việc
sớm, một số khác tệ hơn thì cố kiên trì với công việc cho đến khi họ bị đuổi- và cái vòng lẩn quẩn cứ lặp lại, với những
nhânviênkhônggiỏi bằngnhữngngười trước đó.
