There is significant demand for new employment space on Anglesey due to major inward investment projects and Brexit uncertainties generating demand from logistics companies. However, the existing supply of employment space is severely constrained. The AEZ Board has identified several key sites around the A55 highway that could be developed to address this shortage, including sites at Parc Cybi in Holyhead and Parc Bryn Cefni in Llangefni. Financial support is available for qualifying development projects on Anglesey given its designation as a Tier 1 assisted area eligible for maximum levels of intervention.

3.  A significant Inward Investment programme for the Island over the next
10 years will generate demand from occupiers and supply chain
companies.
 Brexit border uncertainties are generating requirements for logistics
companies in and around Holyhead Port.
 Holyhead Port handles 6,000 ferry movements per year including
350,000 freight units and is second busiest ferry port within the UK.
 Existing companies based on the Island are identifying a lack of grow on
space as a brake on business development.
DEMAND GENERATORS

4.  The AEZ Board have identified the need to deliver employment floor space as their
number one priority.
 Historically employment floor space has been delivered by Welsh Government
directly but there is a move towards a partnership approach with the private sector.
 In common with the wider market, development of speculative employment floor
space stalled during the recession and only now are we seeing the early signs of
renewed construction activity.
 A new Truck Stop at Parc Cybi in Holyhead was developed jointly by Conygar and
Road King approximately 3 years ago and is already being earmarked for extension.
 More recently work has started on the construction of a new 80 bedroom Premier
Inn Hotel also at Parc Cybi in Holyhead.
 Anglesey Council have continued to drive the delivery of micro starter units having
recently completed a new build scheme in Llangefni with a further two
developments under construction. Anglesey Council are working in a joint venture
with Welsh Government to provide a similar development of micros starter units in
Holyhead.

5. The Supply Position
(or lack of it!)
 The AEZ Board identified a serious shortage
of employment floor space on the Island.
 The Board requested Welsh Government
review the current supply position.
 JLL were commissioned to undertake the
report and their findings confirm the Board’s
view that supply is severely constrained.
 Stats alone don’t tell the whole story
because most of the supply which is
available is secondary /tertiary stock which
won’t necessarily address market need.

6. The Time is Right …
The Anglesey Enterprise Zone Board believes that the “Time is Right” to
start delivering.

coincidence that the majority of these are clustered around the A55.
 Some of the sites are in private ownership but a number are owned by Welsh
Government

 Llangefni is the administrative centre for the
Island offers a range of retail and professional
services.
 Coleg Menai, situated close by, is the focal
point for Higher Education on the Island.

12. Financial Support
 Anglesey is a Tier A area offering maximum ERDF intervention rates.
 The Tier A status ensures the UK’s highest levels of financial support could be
available for eligible projects on Anglesey.
 Occupiers on identified sites within the Enterprise Zone are eligible for first year
rate relief subject to qualifying criteria under the Enterprise Zone Business Rates
Scheme.
 The six North Wales Authorities are working together to develop a Growth Bid the
first stage of which has been submitted to UK Government seeking support for a
wide range of projects. One of the key themes within the Growth Bid is the
provision of serviced land and property.

13. CONCLUSIONS
There are a number of major investment projects being
delivered which will generate very significant investment.
There is a severe shortage of existing employment floor space
on the Island.
The investors and their supply chain will need employment floor
space to accommodate existing and future business needs.
Historically this has been delivered through direct intervention
from Welsh Government.

14. CONCLUSIONS (Cont’d)
Whilst this is still a potential option a partnership approach
is preferable.
There is serviced employment land available for sale via
Welsh Government on the Island.
Anglesey is a Tier 1 assisted area and is able to offer the
maximum level of intervention for a project.
Qualifying projects may be eligible for Property
Development Grants to support their delivery.
