This document summarizes a study on the abstraction of research findings for policy formulation and decision making in government establishments in Rivers State, Nigeria. The study found that research findings and recommendations are not effectively utilized for policymaking in public institutions and universities. A survey of 240 respondents from government establishments and universities found that the key causes of non-utilization included lack of awareness of research value, poorly conducted research, and lack of interest in research outcomes among policymakers. The study concluded that research findings should be referenced for policy formulation and decision making processes in order to promote standards and development.

Virtual Laboratory are frequently measured effective learning tools, meanwhile their visual and concept power empower students to better known physical structures and phenomena. However, in previous research has not been much developed Virtual Physics Laboratory that is used to measure the character education of students. This research aims to Influences and apply Virtual Physics Laboratory (VPL) for assessment millennial character education with System Recording Students Character (SRSC). The study focused on the VPL Conceptual Change of Character Education test results. The sample consisted of 60 students’ whose age ranging from 20 to 21 years old with research design Randomized post-test only experiment group. Data to draw conclusions of research results, collected through the provision of concept tests. Conceptual Change data of Character Education that will be obtained from both groups are searched for the average Gain. Specific targets to be achieved in this research are innovations in the development of assessment tools that are valid and easy to use and can be done with Virtual Physics Laboratory for assessment millennial character education with System Recording Students Character can be done anytime and not limited by time. The result of the research showed that the N-gain mastery of the experimental group concept was 0,33 (32,6%) The conclusions of VPL with SRSC research can be used in the evaluation of physics learning because of the quality of the material according to expert judgment in the category of "excellent" and effective in facilitating assessment to character education of students.
Practicality and Effectiveness of Student’ Worksheets Based on Ethno science ...IJAEMSJORNAL
Generally, the learning process in classes still used worksheets that does not link the matter and instructional topics with local knowledge of local area. Though it is able to increase the students' conceptual understanding of the specific physics topics. This study aimed to analyze the practicality and effectiveness student’ worksheet based on Ethno science in improving student understanding of rigid body’ concept. The study used a quasi-experimental with pretest-post test control group design. The sample was students’ senior high school in Lampung’ province, Indonesia. The sampling technique used simple random sampling technique. Data were obtain through the questionnaire, responses of teachers and students, and test of learning outcome in multiple choice questions reasoned type. Data were analyzed by percentage, N-gain, and effect size. The results showed that student worksheet based on Ethno science was practically using in learning and effective in improving conceptual understanding which is indicated by the differences in test results between the control and the experimental class.

This study examines the study skills and the learning styles of university students by using scoring method. The study investigates whether the study skills can be summarized in a single universal score that measures how hard a student works. The sample consists of 418 undergraduate students of an international university. The presented scoring was method adapted from the domain of risk management. The proposed method computes an overall score that represents the study skills, using a linear weighted summation scheme. From among 50 questions regarding to learning and study skills, the 30 highest weighted questions are suggested to be used in the future studies as a learning and study skills inventor. The proposed scoring method and study yield results and insights that can guide educators regarding how they can improve their students’ study skills. The main point drawn from this study is that the students greatly value opportunities for interaction with instructors and peers, cooperative learning and active engagement in lectures.
Problem-solving is a vital component under the cognitive standard of the 21st century skills for preparing students to face global competition. Problemsolving supported by another skill, one of which is scientific reasoning. Research objective is to analysis profile content and context of Biology references by interaction of problem-solving and scientific reasoning aspects. Research procedure applied Toulmin Argument Pattern (TAP) as a basic framework to identify the scientific reasoning aspects. Data obtained from the questionnaire, survey, and analyzed descriptively. Result indicates that the majority of Biology references does not required of balance proportion between problem-solving and scientific reasoning aspects. The lower aspect both of content and context was located in explore and Look back for Ground and Rebuttal aspects. In addition, this result can be used to inform future development of instruction and assessment problem solving and scientific reasoning skills.

Present scenario, E-learning resources gain access to classrooms around the world at an extremely rapid pace. In the wake of this influx, educators face growing challenges as they teach a much “wired” and more and more “wireless” generation of students using technology that is evolving every day. This paper deals with the electronic resources (E-Resources) and their different types. The information seeking behavior of students, researchers and faculty in the electronic milieu are thrashing out in detail, looks at the E- resources created by some organizations are highlighted for access. The main objective of the present Study is to find out the study on E-learning Resources Access and Academic Performance among Under Graduate Students. Normative Survey method was adopted to collect the relevant data for the present study. The tool E-learning Resources Scale (ELRAS) developed and standardized by S. Raja kumar and P. Pachaiyappan, was used to collect data for the present study. The Researcher randomly selected 330 Under Graduate Students studying in Government, Government Aided and Private Colleges in and around Vellore and Thiruvallur District of Tamilnadu. The result existing study was done in order to find the E-Learning Resources Access and Academic Performance of under Graduate Students on the whole it perceived the data explores several factors which are significant in parenteral annual income of E-learning Resources Access and the study Academic performance is significant in Stream and E-device using hours of undergraduate students. Scientific Attitude and the Scientific Attitude differs significantly with respect to their Arts and Science
stream and Parents occupation.

Study Habit as a Predictor of College of Education Students’ Achievement in C...ijtsrd
The study investigated study habit as a predictor of College of education students’ achievement in Computer science in South East, Nigeria. Two research questions and two null hypotheses guided the study. Correlation research design was adopted for the study. The population of the study was 1,028 Computer science students out of which 510 students drawn using purposive and random sampling techniques were involved in the study. Study Habit Questionnaire SHQ validated by three experts was used as instrument for data collection. The reliability of the instrument SHQ was established using Cronbach Alpha to be 0.80. The data obtained was analyzed using simple and multiple linear regressions. The findings of the study revealed among others that 0.8 of the variance in achievement in Computer science was predicted by students’ study habit. Also, achievement scores in Computer science were significantly predicted by students’ study habit. It was recommended that Colleges of education should organise for students, seminars on how to study effectively study in the postmodern world of today, using most recent advancements in educational technologies. EFFECTIVE COVERAGE OF LEARNING DOMAINS IN STUDENTS ASSESSMENT BY LECTURERS OF...ijejournal
The study investigated the degree of coverage of the three domains of learning during assessment of students by lecturers in Cross River University of Technology Calabar, Nigeria. The three learning domains in education are the cognitive, affective and psychomotor domains. Cognitive learning domain behavior involves thinking, reasoning, memorizing, comprehension, calculation, analyzing. Affective learning involves feeling, valuing, interest, responding. While psychomotor includes physical activities such as coordination and use of motor skills measured in speed, precision, distance and procedures. Two
hypotheses were formulated to test the expected level coverage of learning domains by lecturers in Cross River University of Technology. The study population comprised all academic staff in Cross River University of Technology, and 100 lecturers were randomly selected as sample for this study. Data collection instrument was a facts finding questionnaire titled learning domain coverage questionnaire. The major findings were that learning domains coverage in continuous assessment tests by academics in Cross River University of Technology was not significantly higher than the expected. There was also no
significant difference in learning domain coverage among faculties in Cross River University of Technology. It was recommended that continuous assessment tests should ensure adequate coverage of the learning domain particularly the cognitive and psychomotor domains. Seminars and workshops should be organized for all academic staff by test experts.

The study assesses the level of the availability and utilization of instructional materials for teaching chemistry in Oji River Local Government Area of Enugu State. A survey research approach was used in this study. The target population was 114 pupils from three selected senior secondary schools in Oji River Local Government Area of Enugu State. The study employed one sample t test to test the hypotheses. This study found that instructional materials affect academic performance of chemistry students in senior secondary schools. Another finding was that teachers utilized the available instructional materials in teaching chemistry in senior secondary schools. Based on the findings, the researcher recommended among others that chemistry teacher training should be revised to provide a greater emphasis on knowledge and abilities linked to emerging technologies, such as the use of visual and audio visual instructional resources in chemistry classrooms. Teaching Skills in Basic Sciences Implication for Quality Teacher Education BabayemiJohnOlakunle1
This paper investigated the effects of crossword-picture puzzle (CPP) and gender on students’ attitude to Basic Science. A pretest-posttest quasi experimental design was adopted. The sample comprised 389 JSS II Basic Science Students from nine schools randomly selected in three States (Oyo, Ogun and Ondo) in Southwestern Nigeria. Four instruments used were-Teachers’ Instructional Guides for: Crossword-Picture Puzzle Teaching Strategy, Conventional Lecture Method; Basic Science Students’ Attitude Scale (r=0.80); and Evaluation Sheets for assessing research assistants. Three hypotheses were tested at 0.05 level of significance. Data were analysed using ANCOVA and mean scores. Results revealed that treatment had significant main effect on students’ attitude to basic science (F (2,389) =11.51; p<0.05; ᵑ2=.06). Crossword-picture puzzle enhanced attitude scores ( =58.43) than Conventional Lecture Method ( =52.08). Gender had no significant main effect on students’ attitude scores (F (1,389) =.404; p>.05; ᵑ2 =.001). The interaction effect of treatment and gender on attitude scores was not significant (F(2,389) =.477; p>.05; ᵑ2=.003).Crossword -picture puzzle strategy is therefore, recommended to be adopted by Basic Science teachers and curriculum planners in enhancing students’ attitude to Basic Science.
The Impact of School Location on the Effectiveness of Secondary School Admini...ijtsrd
This study examined the impact of school location on the effectiveness of public secondary school administrators in the English Speaking Regions of Cameroon. The study reviewed literature under key headings of conceptual, theoretical and empirical reviews. The research method was the mixed method – quantitative qualitative and the research design adopted was the sequential explanatory design. A structured Likert type School Administrators’ Questionnaire SAQ and an interview guide for administrators were developed as instruments for quantitative and qualitative data collection respectively. Descriptive frequencies and percentages and inferential chi square, Spearman Rank correlation and ANOVA statistical methods, including thematic and descriptive explanations were employed for data analyses. Findings showed that 55.7 of the school administrators were satisfied with the location of their school while 44.3 of them are not satisfied. School location significantly, positively and strongly affected administrative effectiveness P=0.000, far 0. 05 . The strong and positive sign of the correlation value R= 0.606 implied that administrative effectiveness of the school administrators is more likely to increase when the location of their school is conducive and more likely to decrease when the location of their school is not conducive. This hypothetical conclusion was supported whereby a majority of the school administrators 67.6 who perceived their administrative effectiveness as low were those who indicated that the location of their school is not conducive. Thus, the null hypothesis was rejected. Based on the findings, it was recommended that the safe location of schools should become a matter of strict policy. Abstract
The study was poised on the ideological abstraction of research findings for policy formulation and decision making
in government establishments in Rivers State. The abstrac was culled from a Ph.D. thesis of the Department of.
Science Education, University of Nigeria Nsukka. This current research study adopted the descriptive summary
research design. The population for the study consists of 240 respondents drawn from government establishments
and universities in Rivers State. One research question as well as an hypothesis were formulated to guide the study.
A four (4) points Likert type of scale ranging from Strongly Agree (SA - 4 points), Agree (A - 3 points), Disagree (D
-2 points) to Strongly Disagree (SD- 1 point) were used for the items on the questionnaire. A mean of 2.5 was
determined as the cut-off point for the items. t-test statistic was used to test the only formulated hypothesis at 0.05
level of significance. It was discovered that research findings as well as recommendations were not used for policy
formulation and decision making in public establishments as well as universities. The implications for -the study
were noted.

1. Introduction
Research is a major activity that takes place in the university community. It is a requirement for the completion of a
programme in the educational system. Universities are considered as centers of excellence; places through which
technological and otherwise development could be attained globally. One very way universities help to promote
development or advancement in any polity is through research. Research, therefore is one of the scientific
approaches utilized to arrive at reliable and correct decisions (Ebenuwa-Okoh, 2008). According to Egbule & Okobia
(2001), research is an examination, inquiry, investigation or an experiment which is aimed at discovering facts.
Generally, research is an exercise in problem solving. It is an organized method of looking into a problem situation
with the aim of solving it. Research implies some systematic investigation into a problematic situation with a view to
solving or exposing the problem (Ogomaka, 1992). According to Ubulom & Enyekit (2001), research is a formal
systematic and robust process of carrying out analysis of an object or a particular situation to discover and develop
an organized body of knowledge. This process leads to generalizations and predictions. The explosion of knowledge
today is due to research. In research, there is controlled observation; description, objective and analysis all lead to
development or formulation of principles and theories. Principles and theories help serve in forecasting what may
occur later in life and how such future occurrences can be controlled.
The main thrust of research is to build upon a body of knowledge and to improve on how man manages and enjoys
his environment (Best & Kahn, 2006; Herbert, 1990; Kerlinger, 1976 and Osuala, 2005). To carry out any research,
the following points must be considered. Research is vital to taking decisions concerning education in terms of
educational assessment and evaluation. Education, as a discipline is within the behavioural sciences which deal with
the modification of human behaviour and management of teaching-learning situation within the classroom setting.
Thus, educational research findings provide solutions to educational problems through the application of scientific
procedures (Ebenuwa-Okoh, 2008). Research findings, according Okwilagwe (1999) are the central energy sources

necessary for generating the current that ensures the existence and development of a nation. If well utilized, it brings
about self-realization, better human relationship and national efficiency, effective citizenship, national
consciousness. The extracted abstract of an evaluation study carried out by Ubulom (2006: xv) reads:
This study evaluated undergraduate business education degree programme(s) of the University of Nigeria, Nsukka,
University of Calabar, Rivers State University of Science and Technology, Port Harcourt, Alvan Ikoku Federal
College of Education, Owerri, Rivers State College of Education, Port Harcourt and Nwafor Orizu College of
Education, Nsugbe, Onitsha with special focus on variables such as context (objectives and curriculum contents),
Input (quality of students at the point of entry in terms of admission requirements, quantity and qualifications of
teaching staff, laboratories/studios, funding, instructional facilities and equipment), process (effective instructional
delivery and procedure used for effective implementation) and product (quality and performance competencies of
business education graduates). An evaluation research design was adopted for the study. In addition to using
checklists and rating scales, for data collection from the 49 business education lecturers, 744 business education
students and 198 senior staff who represented employers of business education graduates, the researcher also used
data from personal on-the-spot observation to corroborate or refute data from the checklists and rating scales.
Against this background, six sets of checklists and three (3) sets of rating scales were used as research instruments
for collecting data for this study. Mean and standard deviation scores were computed and used to answer the five (5)
research questions, and to determine the extent of significant difference existing between required and observed
variables at 0.05 alpha levels, Multiple Analysis of Variance was employed to analyse the data and test the validity
of the nine (9) hypotheses. The results of the study revealed that the objectives, curriculum contents, quality of
students at the point of entry in terms of admission requirements, teaching competency and instructional procedures
for undergraduate business education degree programmes of the institutions investigated are adequate and meet the
required standards while the quantity and qualifications of teaching staff, funding and facilities and equipment are
not adequate and do not meet the required standards of the National Universities Commission (NUC). The results
also revealed that differences exist in the curriculum contents, quantity and qualifications of teaching staff, and
facilities used in implementing undergraduate business education degree programmes while no difference exists in
the objectives, quality of students at the point of entry in terms of admission requirements, funding and teaching
competency and instructional procedures in business education programmes among the tertiary institutions
investigated. The results also revealed that no difference exists between the observed objectives, curriculum contents,
quality of students at the point of entry in terms of admission requirements, teaching competency and instructional
procedures used in implementing undergraduate business education degree programmes and that required standards
of the NUC. On the other hand, the results showed that difference exists in the observed quantity and qualifications
of teaching staff, facilities and equipment used in implementing undergraduate business education degree
programmes and the funding of the undergraduate business education degree programmes as required standards of
the NUC. It was recommended that funds be provided to enable new facilities be provided and the existing ones be
maintained and/or upgraded to standard for smooth running of undergraduate business education degree
programmes. The authorities of the institutions should imbibe the attitude of adequately maintaining the facilities.
Firms and private individuals should be encouraged through tax rebate to assist in donating to the education
endowment fund of the tertiary institutions.
Educational research findings have been adjudged the best thing that could happen in Nigeria. If educational research
findings are effectively implemented by stakeholders in education, the Nigerian educational system stands to reap
abundance of benefits. There is an extensive and growing literature in the area of educational research and evaluation
(Ebenuwa-Okoh, 2007). Osakwe (2007) opined that the process of moving the new understanding and new product
from research practice usually takes time. A number of factors are responsible for delay in the utilization of research
findings in our educational setting.
The above implies that research is the discovery and interpretation of facts. Furthermore, Whawo (1992) explained
that it is a process of searching for solutions to an identified problem. Such a problem, according to him, generates
the desire to critically examine it so that a solution could be reached. The problem is analyzed systematically with a
view of providing solution to it. Whatever data that is generated through research not only add to existing knowledge
but also aid development in all its ramifications.

Despite the overwhelming value of educational research findings, it seems that they are not effectively utilized
(Ebenuwa-Okoh, 2008). This has led to the gaps created in the harmonious utilization of the findings (Osakwe,
2007). There are major crisis in the processing of information about new research based on innovation and its
application to routine daily activities.
2. Research Question
The study was guided by a single research question, which is: What are causes of non-utilization of research findings
for policy formulation and decision making?
3. Hypothesis
A single null hypothesis was formulated and tested in this study, which is: There is no significant difference in the
mean response scores of principal officers in public establishments and the universities about the non-utilization of
research findings for policy formulation and decision making.
4. Method
The study adopted the descriptive survey research design. The population of the study consists of 240 respondents
made up of General Managers (GM5) of government establishments as well as Deans of faculties of tertiary
institutions in Rivers State. A 4-point Likert type of scale made up of Strongly Agree (SA - 4 points), Agree (A - 3
points), Disagree (D - 2 points) and Strongly Disagree (SD - 1 point) was used to analyze the research question. The
mean cut-off point was peg on 2.5. The above implies that any mean cut-off point on 2.5 and above were determined
as acceptance, while means less than 2.5 were determined as rejected. The t-test statistics was used to analyze the
hypothesis in the study.
5. Results
(a) Research Question
What are the causes of non-utilization of research findings for policy formulation and decision making in
government establishment?
Table 1 shows the responses of the respondents on the different items. Item 1 reveals that 204 respondents responded
strongly agree on the item, while 36 of them indicated agree. The mean cutoff point for this item was 3.85 and it was
termed accepted, since it is higher the cut-off point 2.5 mean. Item 2, has 199 of the respondents acceptance while 40
noted agreed, and only 1 of the respondent noted disagree. It was also accepted as the mean for this item was 3.82 as
it is also above the cut-off point of 2.5 mean score. Item 3, on the same table 1, shows that 184 of the respondent that
indicated strongly agree, 30 indicated agree and only 26 of the respondent indicated disagree. The mean score for
this item was 3.66 and it is accepted as it is higher than the cut-off point of 2.5 mean.
For item 4, 209 of the respondents indicated strongly agree, 25 indicated agree while only 6 of the respondents
indicated disagree. The mean score for item 4 on table 1, was 3.85 and it was accepted, since it was higher than the
cut-off point of 2.5 mean. While item 5, has 140 of the respondents that indicated strongly agree, 60 indicated agree
and only 40 of the respondents indicated disagree. The mean for this item was 3.41 and it was termed accepted as it
is higher than the 2.5 cut-off point mean score. Item 6, has 200 of the respondents that indicated strongly agree, 24
indicated agree while only 16 of the respondents indicated disagree. The mean score for the item was 3.76 and it was
also accepted as it is higher than the cut-off point of 2.5 mean score.
Items 7 and 8 on Table 1 shows that 210 of the respondents indicated strongly agree, 20 of them indicated agree,
while none of them indicated strongly disagree and the mean score for item 7 was 3.79 which was regarded as
accepted, while item 8 has 204 of the respondents noted strongly agree, 30 of them indicated agree and 6 noted
disagree. The mean score for the item was 3.82 and was termed accepted, since it was higher than the cut-off point of
2.5. It can be observed that respondents indicated accepted for 8 items since the mean scores are above the mean cut-
off point of 2.5.
(b) Hypothesis
There is no significant difference in the mean response scores of principal officers in public establishments and the
universities communities about the non-utilization of research findings for policy formulation and decision making.

Table 2 indicates that the calculated t-value was 2.04 as is greater than the critical value of 1.960 at 0.05 level of
significant. This implies that the null hypothesis is rejected and the acceptance of the alternative with the mean
scores of 3.01 and 2.13 for Deans and General Managers of public establishments and universities communities
respectively. It then implies that the non-utilization of research findings influences and affects the policy formulation
and decisions making process of general managers and Deans in public establishments and university communities in
Rivers State.
6. Discussion
Educational research findings are a yardstick for educational assessment and evaluation as well as basic pointers to
making valuable decisions and effective judgment aimed at promoting educational standards for national
development. It helps the teacher, educational planners and educational managers to plan curriculum and teaching to
meet the needs of students through flexibility and innovativeness. These further lead to the growth and development
of any nation. The findings agree with Ebenuwa-Okoh (2007), she equally disagree that ignorance to the value of
research, and poorly done research are contributing factors. However, the probable reason for the nonchalant attitude
of policy formulators is that Nigerians seem to be always very interested in making white elephant proposals without
being interested in the outcome. The effects of the attitude from the second question are under-development.
The study reveals that there is no significance difference between male and female members of the university
community’s perception on the utilization of educational research findings. The reason for this finding could be the
fact that they are exposed to the same environment. This finding agrees with that of Ebenuewa-Okoh (2007) who did
not find gender as a significant factor in their studies.
Educational qualification was also found to show significant difference in the perception of the respondents about the
utilization of educational research findings. The holders of PhD degree had higher disposal or positive perception
toward the utilization of findings than the master degree holders then subsequently first degree. An explanation for
this might be that the more the body of knowledge one is exposed to, the higher the understanding of the usefulness
of findings and its implications as well as the innovation it brings to mankind. This finding supports earlier
researches conducted by Ebenuwa-Okoh (2007) who found significant difference.
7. Implications of the Findings and Conclusion
The findings of this study have implications for policy formulations decision makers and educational programmes’
evaluators on programme implementation and evaluation. This includes bodies such as ministries of education,
establishments, National Universities Commission, National Commission for Colleges of Education, National Board
for Technical Education, educational institutions, non-governmental organizations, multinational and local
companies and international bodies and the stakeholders in the educational sector. The findings also have
implications for the tertiary institutions, administrators and managers of public establishments should make
references to research findings for policy formulation and decision making process.

Dr. William James Ubulom was born at Okoroboile Town in Andoni Local Government Area of Rivers State,
Nigeria on 5th March, 1961. He became a member of the Association of Business Educators of Nigeria in 2002, a
member of the Nigeria Institute of Management in 2001, Institute of Management Consultants in 2001 and a member
of the Nigeria Association of Educational Researchers and Evaluators in 2008. He attended the Rivers State
University of Science and Technology, Port Harcourt where he obtained his B.Sc. Degree in Business Education in
1990. He also attended the University of Port Harcourt, Nigeria where he obtained his M.Ed. Degree in Educational
Measurement and Evaluation in 1997. Dr. Ubulom further attended the University of Nigeria, Nsukka where he
obtained his Ph.D. Degree in Science Education (Measurement and Evaluation Option) in 2006.
Ebenezer Enyekit was born at Ataba Town in Andoni Local Government Area of Rivers State, Nigeria on 27th
August, 1976. He became a member of the Association of Business Educators of Nigeria in 2009 and a member of
the Association of Vocational Educators of Nigeria in 2010. He attended the Rivers State University of Education,
Port Harcourt where he obtained his B.Ed. Degree in Business Education in 1999. He also attended the University of
Nigeria, Nsukka where he obtained his M.Ed. Degree in Business Education in 2005. He is at the advanced stage of
his PhD Programme in Business Education at the University of Nigeria, Nsukka
