Finding: Most fire incident casualty take place because of improper planning & crowd miss management at
locations such as – Schools/Colleges, Temples, Cinema Theaters & Festivals/Fairs
Situation Analysis




Institute building has dense plantation at the back, petrol station on the left and open ground on the right side. The
presence of petrol station and plantation in vicinity makes its mandatory to control the fire even before it spreads
to the boundary areas of compound. Clearly current situation demands a multi-layered robust plan which can take
care of threats to life, property and nature.

Preparedness




Preparedness in advance is very critical to success of any activity. Inorder to tackle the fire disaster we shall work
on eight fronts.
Preparedness - Vulnerability Assessment (priority area)


                                •Identification of participants by handicap
                                along with concerned floor where they
                                attend the event.

                                •Building area is close to petrol station
                                and vegetation. Hence we must be extra
                                careful by containing the fire.

                                •In a building, two floors above and
                                below, the emergency floor are more
                                vulnerable to heat and smoke.

                                •Identification of participants by gender &
                                age along with concerned floor

                                •Above assessment make us ready for the
                                demographic data for the checklist
                                marking in case of evacuation
Preparedness - Planning


          Planning team should consist of these stakeholders:
               Fire department personnel
               Faculty advisor to fest
               Fest coordinators - Students
               Building architect or layout designer
          Central coordination plan along with specific floor
         plan will define guidelines, as follows:
              Timely controlling and raising of fire alarm along
              with coordinated evacuation of people
              Special dress code (illuminated color) with cap so
              that they can be identified easily
              Electricity control will be handled by central
              coordination team (shutting down of lifts and air
              conditioning)
Preparedness – Planning (Floor planning)




 Floor plan will specify following:
       Identification of visible locations and selection different safety signage and guidelines to fest
      participants
       Identification of refuge area at upper and ground floors
       Identification of floor captain (responsible for directing people in rooms and toilets to refuge area or
      fire exits) and central coordination team to guide floor captains for evacuation route considering all
      floors and fire location.

  • 3. Dreadful Past… Finding: Most fire incident casualty take place because of improper planning & crowd miss management at locations such as – Schools/Colleges, Temples, Cinema Theaters & Festivals/Fairs
  • 4. Situation Analysis Institute building has dense plantation at the back, petrol station on the left and open ground on the right side. The presence of petrol station and plantation in vicinity makes its mandatory to control the fire even before it spreads to the boundary areas of compound. Clearly current situation demands a multi-layered robust plan which can take care of threats to life, property and nature.
  • 5. Detailed Floor Plan for Evacuation Ground Floor with reception and parking space Second Floor with staff rooms and administrative offices First Floor with auditorium Third to sixth Floor are similar – It will have classrooms
  • 6. Preparedness Preparedness in advance is very critical to success of any activity. Inorder to tackle the fire disaster we shall work on eight fronts.
  • 7. Preparedness - Vulnerability Assessment (priority area) •Identification of participants by handicap along with concerned floor where they attend the event. •Building area is close to petrol station and vegetation. Hence we must be extra careful by containing the fire. •In a building, two floors above and below, the emergency floor are more vulnerable to heat and smoke. •Identification of participants by gender & age along with concerned floor •Above assessment make us ready for the demographic data for the checklist marking in case of evacuation

Preparedness - Planning  Planning team should consist of these stakeholders:  Fire department personnel  Faculty advisor to fest  Fest coordinators - Students  Building architect or layout designer  Central coordination plan along with specific floor plan will define guidelines, as follows: Timely controlling and raising of fire alarm along with coordinated evacuation of people Special dress code (illuminated color) with cap so that they can be identified easily Electricity control will be handled by central coordination team (shutting down of lifts and air conditioning)

Preparedness – Planning (Floor planning)  Floor plan will specify following:  Identification of visible locations and selection different safety signage and guidelines to fest participants  Identification of refuge area at upper and ground floors  Identification of floor captain (responsible for directing people in rooms and toilets to refuge area or fire exits) and central coordination team to guide floor captains for evacuation route considering all floors and fire location.

Preparedness - Warning & Information Systems (alarm and communication) Warning Communication & Information System  Fire Detection (pre installed or portable)  Two-way communication between the  Early warning signal for floor captains to emergency area and central control. It can be evacuate children, physically challenged, achieved using wireless handset devices or by senior citizens and ladies followed by others mobile phones with hands free (PTT service)  Backup Communication system in the event the primary system becomes inoperative. - (flag system, use red flags in case of emergency) Floor 6 For floor specific announcements loud speakers should be used to be loud and clear with Floor 5 instructions. Preparedness – Resource Base & Responsibility Summary Central Floor Teams Coordination Team (Respective floors) Key to successful implementation is in (Ground floor) preparedness of the team in terms of – Size 5 6*2  Allocation of clearly defined roles Loud Speakers 2 12  Availability of required guidelines Wireless Handset 3 12  Availability ancillary equipments (alarm, fire extinguishers, blankets, first aid etc) Red Flag (Emergency 3 12 floor) On similar line, we will have: Yellow Flag(starting 3 12 evacuation) Central coordination team of 5 people Green Flag(evacuation 3 12 completed) Two floor captains for each of the floor First Aid kit 1 6 catering to eastern and western block Standy Duty Water tenders with fire man (prevent fire from spreading to vicinity like plantation and One standby duty water tenders with petrol station and also for evacuation refuge point on 4th floor) fire man, such service offered by the State Fire Service (Eg. Delhi) on demand. (We need Sand Sand filled in buckets along the petrol station to apply to Chief Fire Officer stating the expected number of boundary people participating in the function/ceremony, the hazardous conditions.)
