What differs politicians of Ukraine and
politicians of UK and the U.S.?
Known that in the policy of Great Britain and the United States
are the two major parties. In the U.S. - it's the Democrats and the
Republicans, in the UK - Tories and Whigs. It is important that
(for the U.S. and the UK) both competing parties tend to bring
society into a welfare, sustainable economic, scientific and
technological development and political stability. The two
competing parties wish to develop human capital, respect the
rights and freedoms of citizens.
How are they different - so it's by moving to the target state of
society.
In Ukraine target state of society is absent as a political
concept. None of Ukrainian politicians not to say what kind of
society we are building and where're we go. Not surprisingly, that
any their activity will lead to nowhere.
What is the reason for this state of affairs?
I believe that the main reason is that Ukrainian politicians do
not perceive themselves as subjects, governing the development
of the country. Moreover, they perceive their political activities as a
way to achieve their extremely narrow and private purposes.
But what do they say to voters in an election? As shown by
the elections to the Ukrainian parliament in October 2012,
politicians try not to say anything about the goals of social
development and how to create the conditions for economic and
business development in the country.
Instead, the politicians talk about their deeds. These specific
cases are repairing roads, schools, building playgrounds,
installation of monuments and distribution of food to pensioners.
Should the policies to deal with all the listed activities? They
believe that yes. Moreover, they argue that these deeds are much
more valuable than any abstract goals, and any fine words.
3. I believe that as long as the voters are willing to accept such
work as real work of politicians, Ukraine is unlikely to arise in the
course of development.
To grow, you need to define the purpose of development.
When we define the target state of society, we can measure how
much society is coming to him. Only in this case we can talk about
good governance and the implementation of the state policy in the
sphere of economy, science, human capital development, etc.
Although this is an obvious idea, Ukrainian politicians see it as
deeply alien and incomprehensible.
This is the main difference between the politicians of Ukraine
from the UK and U.S. politicians.

4. Чем отличаются политики Украины от
политиков Великобритании и США?
Известно, что в политике Великобритании и США
действуют две основные партии. В США - это демократы и
республиканцы, в Великобритании - тори и виги. Важно, что и
в США и в Великобритании обе конкурирующие партии
стремятся привести общество в состояние всеобщего
благоденствия, устойчивого экономического и научно-
технологического развития и политической стабильности. Обе
конкурирующие партии хотят развивать человеческий капитал,
уважают права и свободы граждан.
Чем они отличаются - так это путем движения к целевому
состоянию общества.
В Украине целевое состояние общества отсутствует как
политическое понятие. Никто из украинских политиков не
говорит о том, какое общество мы строим и куда стремимся.
Неудивительно, что при таком подходе любая их
деятельность будет вести в никуда.
В чем причина такого положения дел?
Я полагаю, что главная причина в том, что украинские
политики не воспринимают себя как субъектов, управляющих
развитием страны. Более того, они воспринимают свою
политическую деятельность как способ достижения
исключительно своих узких и частных целей.
Но что же они говорят избирателям на выборах? Как
показали выборы в украинский парламент в октябре 2012
года, политики стараются ничего не говорить о целях
общественного развития, о том, как создать условия для
развития экономики и бизнеса в стране.
Вместо этого политики говорят о своих конкретных делах.
К этим конкретным делам относятся ремонт дорог, школ,
строительство детских площадок, установка памятников и

5. раздача продовольствия пенсионерам. Должен ли политик
заниматься всем перечисленным? Они считают, что да. Более
того, они утверждают, что эти конкретные дела намного
ценнее любых абстрактных целей и любых красивых слов.
Я полагаю, что пока избиратели готовы принимать такую
деятельность как настоящую работу политиков, Украина вряд
ли встанет на путь развития.
Чтобы развиваться, необходимо определить цель
развития. Когда мы определим целевое состояние общества,
мы сможем измерять, насколько общество к нему
приближается. Только в этом случае можно говорить об
эффективности государственного управления и о проведении
государственной политики в сфере экономики, науки, развития
человеческого капитала и т.д.
И хотя эта очевидная мысль кажется бесспорной,
украинские политики воспринимают ее как глубоко чуждую и
непонятную.
В этом и состоит главное отличие политиков Украины от
политиков Великобритании и США.
