In terms of minority business growth, we are leveling the playing field by bringing contractors to the table who have not been before Not creating an unfair advantage Vendors must compete and be the best value (on time, quality, good price) - NOT a subsidy Still have to be competitive on price and quality Purchasing benchmarks (NOT targets, goals, quota's – those all sound like affirmative action)
