 BISTR09 recent opening - 6106 Broadway
 Owner – Mr. Damien Watel
 Possible license agreement between COAH
 10 parking spaces behind City hall

 COAH – first rights to parking lot for meetings,
elections and other events.
 Not used until after 5pm – employees only –
better control of spaces
 Designated spaces only – other city visitors

 Good for one year
 10 day cancellation by either party
 Prohibits employee use for breaks or loitering and
trash pick-up

 City engages in license agreements for various
items
 City Attorney Mike Brenan drafted the agreement
 Mr. Watel is in agreement with the terms and
conditions of the proposed agreement
 Agreement good for one (1) year – renewal
options
 Agreement solely with BISTR09 – current occupant
– non-transferrable

7. FISCAL IMPACT
 A fee of $150 per quarter – in advance -
$600 annually
 A fee is required for license agreements as
outlined under the Texas Constitution
