Motivation
 In the welfare state of India, government is abide by rules and
regulations of Indian constitution (DPSP) to make public welfare
policies and the same we can see how government actively making
new policies to improve the living status of its citizens.
 Each of these looks fancy and promising for “ideal development” but
still we are not able to observe appealing changes in basic
development parameters specially in rural population of India. This
motivated us to gaze upon one of the loopholes in implementation of
these welfare schemes. (‘being two of our team members from
villages and agriculture background we observed lack of info as a
shortcoming’)
 Which we observe as lack of pertaining information about the welfare
schemes among the targeted population which we have called as
“INFORMATION GAP” in this survey study.
Information Gap exists when the target beneficiaries don’t
have adequate knowledge about government schemes that
have been launched for their social, economical and life style
development.
•Improper utilization of funds .
•The intended economic and social development of the target
community is not achieved.
•It encourages corruption, nepotism .
•Increasing suicide in agrarian societies and degradation of
quality of life.
Above mentioned factors affect the efficiency of govt. schemes
and are a major factor for failure of any development plan.
The KCC allows cash credit to farmers
to take care of crop related expenses
like seeds, fertilizers, pesticides,
electricity and diesel charges etc. It
also offers term credit for allied
activities like buying equipment, land
development and drip irrigation.
MNREGA(MAHATMA GANDHI
NATIONAL RURAL EMPLOYMENT
GUARANTEE ACT)
MNREGA is an employment scheme
which provides social security by
guaranteeing a minimum of 100
days paid work per year to all the
families whose adult members opt
for unskilled labor-intensive work.
SOIL HEALTH CARD SCHEME
Under the scheme, the
government plans to issue soil
cards to farmers which will carry
crop-wise recommendations of
nutrients and fertilisers required
for the individual farms to help
farmers to improve productivity
through judicious use of inputs.
The programme introduced a
National Policy for Social Assistance
for the poor and aims at ensuring
minimum national standard for
social assistance in addition to the
benefits that states are currently
providing or might provide in
future.
NSAP at present, comprises of
Indira Gandhi National Old Age
Pension Scheme (IGNOAPS), Indira
Gandhi National Widow Pension
Scheme (IGNWPS), Indira Gandhi
National Disability Pension Scheme
(IGNDPS), National Family Benefit
Scheme (NFBS) and Annapurna.

PROGRAMME

locals in this form.

CONCLUSION
From the data we collected and responses we recorded ,the following conclusions can
be made-
1. Main sources of information for farmers are television programs, newspaper and
interaction among themselves,
2. Although significant no. of people knew about the welfare programs and schemes
;they don’t utilize them as they can’t afford to bribe govt. officials, lots of
paperwork involved in availing those schemes and people are not willing to take
initiative to visit the block office.
3. From the data obtained from survey , many farmers don’t know about welfare
schemes . The main reason for lack of information is that Kisan Salahkars are
reaching out for all farmers
4. We also observed that farmers belonging to upper castes better informed than
those from lower castes ,
5. Educated people are getting more information than the illiterate one .
 Weekly awareness programs can be organized
and schemes can be popularized by means of
hoardings and banners,
 Making then aware by use of modern
technology
 Farmer advisors should visit and meet with the
farmers regularly.
 Farmers should be encouraged to visit block
offices and take initiative on their own .

Motivation  In the welfare state of India, government is abide by rules and regulations of Indian constitution (DPSP) to make public welfare policies and the same we can see how government actively making new policies to improve the living status of its citizens.  Each of these looks fancy and promising for “ideal development” but still we are not able to observe appealing changes in basic development parameters specially in rural population of India. This motivated us to gaze upon one of the loopholes in implementation of these welfare schemes. (‘being two of our team members from villages and agriculture background we observed lack of info as a shortcoming’)  Which we observe as lack of pertaining information about the welfare schemes among the targeted population which we have called as “INFORMATION GAP” in this survey study.

Information Gap exists when the target beneficiaries don’t have adequate knowledge about government schemes that have been launched for their social, economical and life style development. •Improper utilization of funds . •The intended economic and social development of the target community is not achieved. •It encourages corruption, nepotism . •Increasing suicide in agrarian societies and degradation of quality of life. Above mentioned factors affect the efficiency of govt. schemes and are a major factor for failure of any development plan.

  • 5. The KCC allows cash credit to farmers to take care of crop related expenses like seeds, fertilizers, pesticides, electricity and diesel charges etc. It also offers term credit for allied activities like buying equipment, land development and drip irrigation.
  • 6. MNREGA(MAHATMA GANDHI NATIONAL RURAL EMPLOYMENT GUARANTEE ACT) MNREGA is an employment scheme which provides social security by guaranteeing a minimum of 100 days paid work per year to all the families whose adult members opt for unskilled labor-intensive work.
  • 7. SOIL HEALTH CARD SCHEME Under the scheme, the government plans to issue soil cards to farmers which will carry crop-wise recommendations of nutrients and fertilisers required for the individual farms to help farmers to improve productivity through judicious use of inputs.

The programme introduced a National Policy for Social Assistance for the poor and aims at ensuring minimum national standard for social assistance in addition to the benefits that states are currently providing or might provide in future. NSAP at present, comprises of Indira Gandhi National Old Age Pension Scheme (IGNOAPS), Indira Gandhi National Widow Pension Scheme (IGNWPS), Indira Gandhi National Disability Pension Scheme (IGNDPS), National Family Benefit Scheme (NFBS) and Annapurna.   • 10. We recorded the responses of the locals in this form. The following questions were asked regarding the schemes – 1. Do you know about it ? 2. How did you come to know about this scheme? 3. Have they used it ? 4. Do they know the procedure to avail the scheme And we asked them to rate its effectiveness .

  • 18. CONCLUSION From the data we collected and responses we recorded ,the following conclusions can be made- 1. Main sources of information for farmers are television programs, newspaper and interaction among themselves, 2. Although significant no. of people knew about the welfare programs and schemes ;they don’t utilize them as they can’t afford to bribe govt. officials, lots of paperwork involved in availing those schemes and people are not willing to take initiative to visit the block office. 3. From the data obtained from survey , many farmers don’t know about welfare schemes . The main reason for lack of information is that Kisan Salahkars are reaching out for all farmers 4. We also observed that farmers belonging to upper castes better informed than those from lower castes , 5. Educated people are getting more information than the illiterate one .
  • 19.  Weekly awareness programs can be organized and schemes can be popularized by means of hoardings and banners,  Making then aware by use of modern technology  Farmer advisors should visit and meet with the farmers regularly.  Farmers should be encouraged to visit block offices and take initiative on their own .
