1. Americans are a giving, compassionate people. They willingly support any number of domestic and international causes that bring relief and hope to those in need. Is there a limit to this generosity? Some analysts point to what they call “Donor Fatigue.” This describes a situation where people no longer give to causes that they supported in the past. What is “donor fatigue? Critics point to the National Flood Insurance Program as an example. Everyone feels compassion for those who have lost their homes and possessions due to flooding, right? Maybe not. Many insurance companies refuse to underwrite flood insurance in certain locations because the potential liability exceeds the premiums they can charge. Critics assert that taxpayers should not be required to subsidize those who choose to build in known floodplains – they know the risk, they should accept the risk. Is this “donor fatigue?” What do you think? Explain your position.
2. The Disaster Response and Contingency Planning guide is a basic foundation for responding to a disaster or crisis by organizational entities ranging from businesses, schools, and government levels from local to regional to national. One of the functional annexes typically included in such plans is one for pets and animals. The Pets Evacuation and Transportation Standards Act of 2006 (PL 109-308), informally known as the PETS Act, provides that certain state-designated shelters are required by statute to provide co-located shelter facilities for pets. Is this a best use of scarce resources? What should the government’s responsibility be for pets?

- 1. Wounded Veterans Committee Agenda for March 2, 2012 Meeting Comments and acceptance of minutes Presentations by: Ashley Klinebeil, Office Manager, Everett Veterans Center Cammy Hart Anderson - Snohomish County Manager, Veterans Services Suggested presentation subjects 1. What their organization does for wounded veterans? 2. Who are they funded by? 3. Can they identify any area where we could be of assistance to wounded veterans? 4. Although our services have to be identifiably separate, is there a way we could partner with them? 5. Can they provide information to wounded veterans about our services? Questions of the presenters by attendees. ************************************ Discussion among Rotarians on the following issues - non Rotarians can participate with suggestions or comments: 1. Who will we provide services to? Revisit criteria decided in first meeting? a. Must reside in Snohomish County south of Everett. b. Disabled after 9/11? c. Injury occurs in combat or zone of conflict? d. Income? e. >30% disabled? f. Physical or PTSD or both? g. Dependents of deceased veterans? 2. What services shall we consider? a. A little to a lot of people b. A lot to a few people c. Suggested we provide a few services rather than a lot of variety d. Suggested we partner rather than go out on our own. Areas of unmet need suggested at the February 9th Meeting: a) Immediate Need: Mentorship especially to increase employability that will result in employment; summer jobs between quarters
- 2. b) Immediate Need: Providing “gap” or “bridge” funding, especially during break between educational quarter/semesters and while waiting for paperwork to be processed c) Top Priority: Sponsorship of highly trained therapeutic service dogs for wounded vets. This would be done in conjunction with another group. d) Adopt a wounded vet’s family or vet for scuba or equine program. This duplicates Heartbeat for Wounded Warriors. e) Available housing and emergency shelter per Kevin Marshall. Hotel vouchers for single individuals would satisfy a great need. Areas of unmet need suggested at the January 12th Meeting: a) Basic needs, especially hygiene items although these are provided by shelters and service agencies like the WDVA (per Donald Lachman). b) Educational scholarships to children or activities for families of disabled or deceased veterans. (Donald commented that there are already a variety of programs making scholarships available.) c) Co-sponsoring educational/social activities offered to disabled vets, including participating with or providing transportation to the event (Donald commented that a growing number of groups focused on social and recreational activities for disabled vets including DAV and other national organizations working closely with the Wounded Warriors Battalions. d) Hands-on repair/maintenance of the vet’s home or medical assistance equipment if not provided by VA. e) Emergency funds (gift cards better than cash) to assist while paperwork is being processed which can be anywhere from 3-24 months. This is similar to the need for “gap” funding. f) In Snohomish, transportation assistance is available from a variety of resources including CCS and American Legion. Non-Rotarians are invited to lunch as our guests.
