RE: ADVERTISEMENT FOR THE POSITION OF FINANCE OFFICER
CIFA (Community Initiative Facilitation & Assistance)-K is a regional NGO committed to improving
the quality of life of the people of northern Kenya and southern Ethiopia through provision of
support to community for their own initiatives in livestock, Environmental management, Education,
Peace building, NRM and economic diversification.
CIFA-K is intending to quickly fill the position of Finance and Admin office to be based at CIFA-K
headquarters in Marsabit:
Job Summary:
The Finance Officer is responsible for all the financial and administrative functions of Community
Initiative Facilitation and Assistance. S/he will ensure that the organisation is in full compliance
with all applicable government and donor regulations and for ensuring the application of sound
financial management procedures by the organization. Specifically, s/he is responsible for the
financial functions, which include accounting, budgeting, financial reporting, grantee financial
administration and procurement etc.
The Finance officer is a member of the CIFA-K senior Management Team, providing substantive
assistance and advice to the CEO, relative to financial management practices and procedures,
budgeting, reporting, and the financial implications of proposed activities
FINANCE OFFICER (1)
Reporting to: CEO
Roles and Responsibilities:
Managing all the financial resources of the Organization (CIFA-K)
I. Ensuring that proper computerized books accounts are maintained
II. Preparation of the quarterly organizational work plans for cash flow forecasting
III. Ensure contractual compliance to all CIFA-K, donor and government policies, procedures
and guidelines that relate to programme implementation.
IV. Ensuring that programme expenditures are in line with agreed budgets and with donor
requirements
V. Authorizing and facilitating payments to parties in accordance with proper accounting
procedures
VI. Ensuring that the above payments are supported byrelevant documentation
VII. Review and/or formulation of new CIFA-K finance policies which are presented to the board
for ratification
Audit
I. Liaising with external Auditors who do organizations yearly audits from time to time
II. Review pre-award assessments and audit reports of implementing partners and sub-
grantees in order to ensure their capacity as a partner or sub-grantee to manage
project funds and take necessary action or make appropriate recommendation
III. Advising on properinternal audit practices for the organization
IV. Ensuring that qualified external Auditors are appointed
Resource mobilization
I. Assist the CEO in resource mobilization from different donors for the Organization
Required Qualification and Experience
 First degree in accounting, finance, CPA 6, business administration or equivalent
 Minimum 5 years’ experience in accounting or auditing preferably in the NGO world.
 Thorough understanding of NGO financial regulations and sound judgment in
applying them to diverse, field-based operations.
 S/he must have knowledge of and ability to use accounting principles and methods,
techniques, and systems of financial management, and be able to guide and implement
best administrative and financial practices.
 Good communication skills
 Strong organizational skills and supervisory skills
 Interpersonal and problem-solving skills
 Experience with emerging technology and financial accounting softwares.
 Excellent team player, able to work with minimal supervision
Terms of Offer
The successful candidate will be based at Marsabit main office but should be able to move based
on need. The candidate will be offered one year contract renewable subject to good performance
and donor funding.
