3. Overview of Bihar
• Bihar is India’s twelfth largest state
in land area, covering a total of
94,163 square kilometres; it contains
38 districts.
• Divided into two geographic regions,
namely, North Bihar Plain and South
Bihar Plain.
• While Bihar is India’s twelfth largest
state in land area, it is the state with
the third largest population in the
country
4. Situation of adolescents in Bihar.
• Adolescents, that is, those in ages 10-19,
constitute a total of 23.4 million and account
for 23 percent of the population of Bihar .

Available evidence, highlights that the situation of
adolescents in Bihar is characterised by :
• Poor levels of educational attainment.
• Wide differences by sex in enrolment in school and college.
• High levels of unemployment.
• Particularly among adolescent girls, considerable
vulnerability in sexual and reproductive health matters, also
limited agency.
• limited access to health services.
6. Educational attainment
(1) Education programmes, including the :
• Sarva Shiksha Abhiyan
• Rashtriya Madhyamik Shiksha Abhiyan
• Educational incentive schemes.
• Scholarships and non-monetary incentives such as :
- free textbooks
-uniforms
-bicycles
-laptops
7. SSA
• SSA, is an Indian Government programme
aimed at the universalization of elementary
education "in a time bound manner", as
mandated by the 86th Amendment to the
Constitution of India making free and
compulsory education to children between
the ages of 6 to 14.
8. RMSA
• RMSA is a major scheme launched in March, 2009 with
the vision of making secondary education of good
quality available, accessible and affordable to all young
persons in the age group 15-16 years.
• Important physical facilities provided under the
scheme are:
• (i) Additional class rooms, (ii) Laboratories, (iii)
Libraries, (iv) Art and crafts room, (v) Toilet blocks, (vi)
Drinking water provisions and (vii) Residential Hostels
for Teachers in remote areas.

(2) Livelihoods :
• Economic empowerment programmes, including
the National Skill Development Initiative.
(3) Empowerment :
• Programmes, including SABLA/Kishori Shakti
Yojana, programmes under the Nehru Yuva
Kendra Sangathan (NYKS),
• and the Adolescence Education Programme.
10. Skill Development
• Skill development efforts across the country
• Removal of disconnect between demand and supply of
skilled man power, building the vocational and
technical training framework, skill upgradation,
building of new skills and innovate thinking that are to
be created.
• The ministry aims to skill on a large scale with speed
and high standard in order to achieve its vision of “
Skilled India”.
11. SABLA Scheme
• Launched in November, 2010.
• With the objective to improve the nutritional and
health status of adolescent girls in the age group
of 11-18 years and empower them by providing
education in life-skills, health and nutrition, the
Government of India introduced the Rajiv Gandhi
Scheme for Empowerment of Adolescent Girls.

(4) health programmes, including activities
promoted through :
• the newly launched Rashtriya Kishor Swasthya
Karykram (RKSK)
• and its predecessor, the National Adolescent
Reproductive and Sexual Health Strategy.
13. RKSK
• Launched on 7th January, 2014.
• For adolescents, in the age group of 10-19 years.
• The key principles of this programme is adolescent
participation and leadership, Equity and inclusion, Gender
Equity.
• The programme envisions enabling all adolescents in India
to realize their full potential by making informed and
responsible decisions related to their health and well being
and by accessing the services and support they need to do
so.
14. Conclusion
• Appreciable programmes and policies has been
launched and implemented by our govt. for all round
development of an adolescent.
• But yet the goal has not been achieved.
• Probably the reason is no regular supervision and
corruption.
• So our govt. should make a provision for regular
supervision of these programme and policies for their
positive outcome.
