With the apparent increasing frequency and intensity of hydro-hazards, hydrological ex-tremes and water-related disasters being witness in the Philippines the presentation will demonstrate that these approaches enable communities to increase resilience and to bet-ter self manage sanitation in the event of natural disasters. The paper will also expand upon how SurfAid International is piloting this approach in the early recovery processes in the aftermath of the M7.6 September 30th West Sumatra Earthquake. The paper will out-line the links between CLTS and how it can positively impact on conflict mitigation and community participation in the management of water resources. The paper is geared at the development practitioners who aim is to improve human lives. It is line with MGD 7. The paper is also useful to other land and water managers as the prescribed process of CLTS is focused on the reduction of bacterial contaminate from diffused point sources through the reduction of open defecation. Climate change is triggering an increase in hydro-meteorological hazards. Local land cover degradation, urbanization, conversion of floodplains and inappropriate hydro infrastructures have all increased our vulnerability to hydrological hazards.
In order to design appropriate responses the role and function of riparian ecosystems in regulation of flood is required to be understood not only in both spatial and temporal contexts, but also in socio cultural and economic contexts. This paper will look at emerging evidence based approaches from landscape ecology and ecohydrology to develop community driven low cost interventions that can better understand and measure land use degradation and direct land use management actions that can aid sustainable flood risk reduction.

The paper will outline the cost effectiveness of proactive strategies that consider disaster risk reduction as an integrated component of water management (as strongly indicated in AusAID policy for DRR.)
From Indonesia the reviewed will focus on how SurfAid International has cut into a niche corporate sector to attract funds to support social and environmental services in post dis-aster environments. The paper will look at three programs implemented in parallel by SurfAid International building health wellbeing and self-reliance of remote island communi-ties. Efforts from IWRM projects in Davao will also be consider and how they have pro-duced unintended, but welcome, outcomes in build the resilience of upland communities. Opportunities for better integration between water management and DRR will then be pre-sented.
