Considering the connection structure/culture The main problem developed over time is an imbalance between structure and culture where structure is systems and procedures and culture is actual behaviour within the organisation. (expressed behaviour/actual behaviour) The imbalance represent the lack of accordance between rules and behaviour. One reason why we had ended up in this imbalance was to find in the systematic safetysystem which we introduced 10 years earlier. This system initially gave the organisation a considerable lift as far as safety was conserned. But over time we did not understand how much this system awarded structure and changed the leadership style from cultural leadership to administrative management. Focus shifted from people towards systems and we had to shift back as we acknowledged the fundamental fact that it is people who are doing the job.
