The event was intended to educate the International Community on M-Paisa, a program bringing financial solutions to unbanked ANP officers. Members from several embassies and LOTFA attended presentations from MoI members on the program, which leverages cell phones to pay ANP salaries accurately in districts without banks. A successful pilot program led to expansion approval from Da Afghanistan Bank to pay ANP in more districts using this method. Meetings were held with ANP in pilot program districts to get feedback and plan further expansion. The event included demonstrations of the salary disbursement process for ANP.

Leverages cell phone technology to pay Afghan National Police (ANP) in districts
without access to banks
Pays ANP accurately and on-time and protects ANP pay —
complements the banking system; ANP has a 77% EFT rate
Minimizes corruption/risk and enhances accountability and
transparency in the ANP payroll process
Supports local economy via local Afghan cell phone agents
Successful Pilot Program: tested in Jalrez District, Wardak Province, for 9
straight months, began July 2009
Since January 2010, MoI took control of the program with NTM-A/CSTC-A in
“assist” role … still processed payroll in record time!
Expansion to 2 districts in Wardak and 1 district in Khost in March 2010

Approves Pay by Cell Phone Expansion Program
(1 October 2009)
 Ministry of Interior Finance and Budget Directorate with CSTC-A CJ8 Finance Reform Office had a
historic meeting with the DAB Governor Abdul Qadeer Fitrat to discuss ANP Pay by Cell Phone.
 CJ8 staff was joined at the meeting by Mr. Robert Cekuta of the American Embassy, Mr. Stuart
Jones, the US Treasury Financial Attaché, Colonel Baryalai of the ANP, Dr. Said Naim Sadat of
the Ministry of Finance, and a delegation from the Roshan cell phone company.

5. Pay by Cell Phone Test Program
Trip to Wardak Province
(18 February 2010)
 NTM-A/CSTC-A CJ8 and MoI Finance and Budget
Directorate traveled to Jalrez District, Wardak
Province, and met with the ANP who have been
involved in the Pay by Cell Phone test program
since July 2009.
 Overall, ANP personnel provided positive
feedback on the program. Where there were
complaints, Col Yassin, MoI’s General Manager of
Salaries, is committed to resolve the issues going
forward.
