One of the UK’s leading recycling and waste management
companies
We employ over 2,400 people across the UK and operate a wide
range of waste management sites and services
We operate a Divisional business in the UK with a support
service function that includes legal, SHEQ, HR, Training,
Property, Finance, Development and Engineering
The FCC UK business is split into three key business that include
a Recycling Division, Landfill Division and an Energy Division

Government Policy overview
Underpinned by the 2018 Resources and Waste Strategy
• This was Michael Gove’s set piece legislation
• It sets out how the country will preserve material
resources by minimising waste, promoting resource
efficiency and moving towards a circular economy
The Environment Bill is an over arching policy which will
• Set new, legally-binding long-term national targets
• Put the Environment at the centre of policy making
• Focus is going further and faster than the EU, ultimately
delivering Net Zero with Carbon now a key focus
• Brought to the Lords after Easter 2021 and passed in
Nov 2021 following multiple consultations, this bill
includes several key policy levers that will mandate
change
The main Policy levers that will mandate change
• EPR - Polluter pays principle, one regulator, modulated
• DRS - Implementation in England “all in’” system
• Consistent collections with mandated Food Waste
collections
• HMT Plastics Tax

Target - Net Zero by 2040
• Invest £10bn in recycling infrastructure over the next
decade to make the recycling process more efficient,
reduce associated emissions, meet the government’s
65% municipal recycling target
• Decarbonise non-recyclable waste treatment by
diverting organic waste from landfill to recycling and
energy production by 2030; removing plastics from
energy recovery facilities and roll out carbon capture
technology across our energy from waste facilities by
2040 where feasible
• Buy only zero emissions collection vehicles from 2030 &
move all vehicles and all on-site fuel use to zero
emissions sources by 2040

The legislative agenda will shape our future strategy and
provide opportunity for new investment and growth through a
period of significant change for the waste sector.
• Await final outcome of consultations
• Recycling consistency - deliverability and TEEP
• DRS/EPR effect on kerbside mix and value chain?
• Consumer buy-in will be key
• EPR income flow to support Public and Private sector
investment
• Government support for investment in infrastructure and
end market development (e.g. flexible plastic processing)
• Decarbonising vehicles & mobile plant
• Recycling & Re-use
• CCU (utilisation) & CCS (storage) infrastructure development
• Cross sector and government support is key to investment in
infrastructure and delivery of carbon reduction objectives

Government Policy overview Underpinned by the 2018 Resources and Waste Strategy • This was Michael Gove’s set piece legislation • It sets out how the country will preserve material resources by minimising waste, promoting resource efficiency and moving towards a circular economy The Environment Bill is an over arching policy which will • Set new, legally-binding long-term national targets • Put the Environment at the centre of policy making • Focus is going further and faster than the EU, ultimately delivering Net Zero with Carbon now a key focus • Brought to the Lords after Easter 2021 and passed in Nov 2021 following multiple consultations, this bill includes several key policy levers that will mandate change The main Policy levers that will mandate change • EPR - Polluter pays principle, one regulator, modulated • DRS - Implementation in England “all in’” system • Consistent collections with mandated Food Waste collections • HMT Plastics Tax Delayed until 2024 at the earliest Could be delayed until 2025 Appendix 1

Target - Net Zero by 2040 • Invest £10bn in recycling infrastructure over the next decade to make the recycling process more efficient, reduce associated emissions, meet the government’s 65% municipal recycling target • Decarbonise non-recyclable waste treatment by diverting organic waste from landfill to recycling and energy production by 2030; removing plastics from energy recovery facilities and roll out carbon capture technology across our energy from waste facilities by 2040 where feasible • Buy only zero emissions collection vehicles from 2030 & move all vehicles and all on-site fuel use to zero emissions sources by 2040 Changing Times Carbon Reduction & the Waste Sector’s Commitment Appendix 1
