Study design
This study evaluated the lateral tarsal strip technique for correcting lower eyelid ectropion in 30 patients (41 eyelids). Patients were divided into groups based on the type of ectropion: involutional, paralytic, or cicatricial. Most patients presented with tearing. The technique successfully corrected ectropion in 35 eyelids, while 6 required additional procedures. The lateral tarsal strip proved effective for correcting ectropion, especially when lateral canthal tendon laxity is present.

The document summarizes a study that assessed how a background odor of apples affects the attraction of the apple fruit moth (AFM) to volatiles from its primary host, rowan trees. Wind tunnel experiments showed that AFM females were significantly more attracted to rowan volatiles than apple volatiles. Rowan green berries were the most attractive part of the rowan tree. Choice tests found females preferred rowan volatiles over apple volatiles. The study suggests rowan odors could be used to monitor or mass-trap AFM and reduce damage in apple orchards, but more field testing is needed to evaluate effectiveness against an apple background odor.

Ghana launched the eTransform project in 2012 to improve government service delivery and efficiency through initiatives like a national ID card system. The National Identification Authority was tasked with implementing a unified ID system to replace the many IDs Ghanaians use for various services. Over 12 million Ghanaians have had their biometric data collected, but only 3 million ID cards have been produced and not yet distributed. An evaluation of the ID system is planned for 2017 to assess whether Ghanaians can obtain ID cards, if cost savings have resulted from their use, and if citizens are now able to better access government services.

Extracting City Traffic Events from Social Streams
Cities are composed of complex systems with physical, cyber, and social components. Current works on extracting and understanding city events mainly rely on technology enabled infrastructure to observe and record events. In this work, we propose an approach to leverage citizen observations of various city systems and services such as traffic, public transport, water supply, weather, sewage, and public safety as a source of city events. We investigate the feasibility of using such textual streams for extracting city events from annotated text. We formalize the problem of annotating social streams such as microblogs as a sequence labeling problem. We present a novel training data creation process for training sequence labeling models. Our automatic training data creation process utilizes instance level domain knowledge (e.g., locations in a city, possible event terms). We compare this automated annotation process to a state-of-the-art tool that needs manually created training data and show that it has comparable performance in annotation tasks. An aggregation algorithm is then presented for event extraction from annotated text. We carry out a comprehensive evaluation of the event annotation and event extraction on a real-world dataset consisting of event reports and tweets collected over four months from San Francisco Bay Area. The evaluation results are promising and provide insights into the utility of social stream for extracting city events.

QUALITY ASSURANCE AND STANDARDS OF RESEARCH
The purpose of higher education is to pave the way for students to move from the known to unknown by application of knowledge, through innovative thinking and creative practices. The universities serve this purpose by providing the platform for generation and dissemination of knowledge. Generation of new knowledge essentially involves research. Research, the scientific investigations aimed at discovering and applying new facts, new techniques and natural laws involves the use of existing tools and equipment in nonconventional ways, or designing new tools in the effort to unearth information from hitherto unexplored areas of knowledge. This activity requires two disciplined approaches. Firstly, the tools need to be used effectively with predetermined good practices to generate reliable data. This brings in the need to assure quality in all data generation practices. Secondly, the researcher needs to evaluate the generated data exploring new links and associations, through exercise of the mind. The higher education systems provide the background necessary for the students to learn through their own research experiences. Schemes to assure quality in research and mechanisms to assess the research quality form an important component in making the higher education more meaningful and globally competitive.

Overall life span (LS) was 1671.7±1721.6 days and cumulative 5YS reached 62.4%, 10 years – 50.4%, 20 years – 44.6%. 94 LCP lived more than 5 years without cancer (LS=2958.6±1723.6 days), 22 – more than 10 years (LS=5571±1841.8 days). 67 LCP died because of LC (LS=471.9±344 days). AT significantly improved 5YS (68% vs. 53.7%) (P=0.028 by log-rank test). Cox modeling displayed that 5YS of LCP significantly depended on: N0-N12, T3-4, blood cell circuit, cell ratio factors (ratio between cancer cells-CC and blood cells subpopulations), LC cell dynamics, recalcification time, heparin tolerance, prothrombin index, protein, AT, procedure type (P=0.000-0.031). Neural networks, genetic algorithm selection and bootstrap simulation revealed relationships between 5YS and N0-12 (rank=1), thrombocytes/CC (rank=2), segmented neutrophils/CC (3), eosinophils/CC (4), erythrocytes/CC (5), healthy cells/CC (6), lymphocytes/CC (7), stick neutrophils/CC (8), leucocytes/CC (9), monocytes/CC (10). Correct prediction of 5YS was 100% by neural networks computing (error=0.000; area under ROC curve=1.0).
