This document contains a monitoring instrument for assessing the quality standards system of Maritime Assessment Centers (MACs) in the Philippines. The instrument evaluates MACs on 8 key areas: 1) quality standards system, 2) organization, management, and staff, 3) design control, 4) conduct of examinations and assessments, 5) examination and assessment systems, 6) staff, 7) assessees, and 8) facilities and equipment. The goal is to ensure MACs are properly assessing maritime competence in accordance with STCW standards.
