The document discusses packaging adaptation actions from a National Adaptation Plan (NAP) into implementation strategies. It suggests developing an investment framework aligned with funding sources like the Green Climate Fund. The implementation strategy should guide how to execute prioritized adaptation actions through projects, programs, or policies. Considerations for implementation include managing actions in parallel, learning from past projects, and a programmatic or step-wise approach depending on prioritization and scale.

Packaging Adaptation Actions into Programmes, Projects and Policies

Packaging adaptation actions into
programmes, projects and policies
3. Designing an implementation strategy
Development of an investment framework or plan for NAP;
Can involve the design of an umbrella programme for climate change;
And then specific:
Policies
Projects
Programmes
Align the strategy with
The GCF five-year national programme;
National budgeting process
Bilateral programmes
Etc.
4. Designing an implementation strategy
The implementation strategy for NAP should guide the country on how to
implement the adaptation actions;
Implementation may be carried out on a project-by-project basis, a sector-
wide or programmatic approach, or through policies;
Implementing the NAP through a national programme for adaptation;
Define a list of proposals for policies, programmes and projects, including
potential source of funding;
The funding source will then guide subsequent steps in preparing
proposals based on existing guidance and template e.g. funding proposals
for the GCF
5. Other considerations
Implementation and managing these actions may be done in parallel by
different actors/sector agencies identified in the NAP or ensuing strategic
document for implementation;
Adaptation actions feeding into GCF country programming;
Countries may want to look at project documents of completed projects
under the NAPA, funded under the LDCF for the lessons learned;
Programmatic approach vs projects;
Implementation of actions should be national in scope and may be
implemented at different scales and through a step-wise manner
depending on prioritization of areas and other considerations.
